Southbound SR-163 Closed to Eastbound I-8: Caltrans

The Southbound State Route 163 connector ramp to eastbound Interstate 8 will close Saturday morning, confirmed Caltrans.

Closures will remain in place from 3 a.m. to 8 a.m., as crews work to repair a recently damaged guardrail, according to Caltrans.

Signs will be placed along the closures warning drivers to use detours. Caltrans officials would like drivers to be alert around the work zones.

Drivers should avoid distracted driving, pay close attention to traffic ahead and slow down when approaching work zones, said Caltrans officials.

ICE Detains NY High School Student Days Before Graduation

A Westchester high school student was detained by federal immigration police on the day of his senior prom, and a day after his mother was taken into custody for deportation, according to officials and family. 

Diego Ismael Puma Macancela, a 19-year-old Ecuadorean national is a senior at Ossining High School. He arrived in the U.S. with his mother in 2014. They fled their native country because of gang violence.  

Puma Macancela was just weeks away from graduation when his mother was detained Wednesday.

Fearful after her detainment, Puma Macancela went to his cousin's apartment that night. But U.S. Immigration and Customs Enforcement agents came knocking at the door Thursday. 

His cousin, Gabriela Macancela, said they hid in fear as ICE agents surrounded the home because he was "really scared."

Puma Macancela eventually walked out and was detained. Macancela said she heard the agents say, "He's coming out, he's coming out," as he left the apartment. 

"They grabbed him like he's a criminal," Macancela said. "He didn't do anything wrong, he was just doing the best he could for his future." 


ICE told News 4 New York that the arrest was the result of an immigration judge's final order back in November 2016. 

Relatives said they didn't know about the order for Puma Macancela to leave the U.S. and thought there would be a chance to appeal as the teen finished his schooling. 

"He came here to start a new life, and now he's going to have to go back and start all over again," Macancela said. 

Ossining Mayor Victoria Gearity told News 4 she learned about the ICE raid by watching it unfold outside her window. She has criticized the federal agency for not notifying village officials beforehand. 

However, in a statement to News 4, ICE spokeswoman Rachael Yong Yow said officials were notified. 

"Contrary to a statement issued from the Ossining Mayor’s Office, local police received prior notification that ICE would be in the local area conducting targeted enforcement actions," she said in a statement.


Gearity said she's concerned about the impact ICE raids will have on immigrant communities. 

"When people are very scared, it's tough to distinguish between local law enforcement and federal immigration officials," she said. "What that means is people won't report crimes." 

Puma Macancela's family said they're exploring legal options and working with local immigration groups. 

Congresswoman Nita M. Lowey (D-Rockland/Westchester) called on ICE to postpone his deportation so that he can graduate from high school. 


In a statement, Lowey said the teen was well-liked and admired, and that "young people who were brought to the United States as minors and have no criminal record should never be subject to such a cruel, deportation-first policy."

"While it is critical we work to improve our nation’s immigration system, the Trump Administration’s increasingly aggressive assault on immigrant families does not reflect the values on which this nation was founded," the statement continued. 

An online petition in support of Puma Macancela had more than 2,000 signatures by Friday evening, as he and his mother await deportation in ICE holding centers.

Study Shows Texting Could Help Type 2 Diabetes Management

A new study from the Scripps Whittier Diabetes Institute in La Jolla shows that texting could be as good as medication at improving Type 2 Diabetes management.

The study looked at a low-income Hispanic community, known to have a high-rate of diabetes.

“Lower income individuals sometimes don’t have the education to know what is the right approach to taking care of diabetes," said Dr. Athena Philis-Tsimikas, who spearheaded the study.

The 63 participants who were randomly assigned to the study group received 354 texts over six months--about two to three short messages a day.

Some of the reminder texts read: "Use small plates! Portions will look larger and you may feel more satisfied after eating."

Another text said, "Time to check your blood sugar. Please text back your results."

Ninety-six percent of the study group participants said the text messages helped them to manage their diabetes "a lot" by the time the trial ended.

"I lost weight," said Gloria Favela, a mural artist from Valley Center. "My blood sugars dropped. They were at a really healthy level.”

Valley Center Homicide Victim Was Targeted: SDSO

A man found dead inside a Valley Center home Thursday morning was the victim of a targeted attack, according to the San Diego County Sheriff's Department (SDSO).

Christopher Lyons, 30, was identified as the victim Friday afternoon. His death was ruled a homicide by the San Diego County Medical Examiner's Office.

Lyons was found dead inside a home on the 15000 block of Villa Sierra Lane, in Valley Center, North of San Diego around 5 a.m. Thursday. The location is south of State Route 76 and east of Cole Grande Road. 

Deputies had been responding to a report of an assault at the home following a home invasion. While on the way, they received a call reporting the victim was injured and had stopped breathing. 

Lyons was declared dead at the scene.

Investigators found signs of visible trauma on his body, according to SDSO officials.

Investigators said Lyons had been visiting the home at the time.

"I'm shocked, I"m shocked. I don't even want to leave my kids at home, even though they're big," said resident Faith March. "I want to make sure they're safe. It doesn't seem like it belongs up here."

March said she has lived in the neighborhood for 31 years and the news stunned her.

"We've all lived here a long time. A lot of us don't lock our doors, or gates because we know each other, we have a pretty close neighborhood," she added.

SDSO officials said they have identified a person of interest in the case and believe the incident was a targeted attack.

At this time, no arrests have been made. A $1,000 reward is being offered for information leading to an arrest.

Camp Pendleton’s Marine Corps Mud Run

The 75th annual Marine Corps Mud Run will be taking place this weekend at Camp Pendleton.

Come ready to test yourself against challenging obstacles and mud pits to commemorate the tradition of this event.

There are three different running distances you can choose from: 10k, 5k, and 1k for the kids.

Each participant will receive a t-shirt, finisher medal, free parking and parking shuttle, and post-race refreshments.

All proceeds will go to supporting the Marines and families aboard Camp Pendleton.

Online registration is currently closed. However, day of registration is available June 10 and 11.

Va. Candidate's Flyers Criticize Rival for Backing Gay Judge

A flyer sent to Virginia residents ahead of the primary election Tuesday lists reasons why, according to one Republican state senator, voters should pick him and not a rival with a "liberal voting record in Richmond." 

The first reason: She "voted to approve the first openly gay judge in Virginia and [sic] only Republican to vote for special rights for gays and transgenders."

Fellow Republicans say the candidate for lieutenant governor, State Sen. Bryce Reeves, is using anti-gay bigotry to try to sway voters from longtime rival State Sen. Jill Vogel. 

In 2013, Vogel voted with the majority to confirm decorated Naval aviator Tracy Thorne-Begland as a Richmond judge. Reeves abstained.

Reeves' campaign defended the flyers. 

"My criticism of Ms. Vogel is that she voted to put a liberal on the court," a statement from his campaign said. 

Vogel's campaign chairman defended her vote for Thorne-Begland, citing his "exceptional qualifications" and said Vogel believes "discrimination is wrong."  

Republican Brian Schoeneman edits the conservative website Bearing Drift. He said the flyers from the Reeves campaign were wrong because it came across as "a straight-up attack on a judge because he happened to be gay."

State Sen. Adam Ebbin, a Democrat, was the first openly gay lawmaker in the General Assembly and said Reeves' actions were "wrong."

"He was wrong to have not voted on that nomination, and he's wrong to call out his fellow Republican on it and especially to scapegoat and use bigotry to do it in the waning days of the campaign," he said.

Glenn Davis, a Republican who also is seeking to be Virginia's lieutenant governor, also criticized the Reeves campaign for sending the flyers. 

"It's stuff like this that turns people off to politics, turns people off to serving in office, and, honestly, turns a lot of Republicans off," he said in a Facebook video.

This is not the first bad blood between Reeves and Vogel. Earlier this year, Reeves filed a civil lawsuit accusing the Vogel campaign of spreading false rumors about him. That case will not be resolved until after the primary.

Gas Line Breaks in Chula Vista, SDG&E Crews Responding

San Diego Gas & Electric (SDG&E) crews were working to control a gas leak in Chula Vista Friday night.

According to an SDG&E spokesperson, a three-quarter-inch gas line broke around 9:11 p.m. on Sweetwater Road and Willow Street. The spokesperson said the leak was caused by a third party.

At this time, there are no reports of evacuations.

No other information was available.

Trump to Reveal Cuba Policy Changes in Miami Next Week: Source

President Donald Trump is expected to announce plans to undo Obama-era Cuba policies in Miami next Friday, a source with knowledge of the visit told NBC 6/Telemundo 51.

Trump will travel to Miami to detail the plan, which has been in the works for weeks. The location of the announcement has not been made public.

Several sources told NBC News last week the White House's plan to reverse U.S.-Cuba policies. Trump would announce the rollback in an executive order, citing human rights abuses on the communist-run island, according to NBC News.

The rollback is unlikely to completely sever diplomatic ties or shutter the U.S. Embassy in Havana, but it would prohibit business with the Cuban military, according to a Trump administration official and a person involved in the ongoing policy review.

Towards the end of former President Barack Obama's term, policies were changed to allow travel from the U.S. to the isolated country, and reauthorized U.S. businesses to operate in Cuba. Obama's approach to Cuba was one of engagement, his administration arguing that isolationist tactics would not fix Cuba's communist government.

In January, the Obama administration ended the "wet foot, dry foot" policy, which allowed any Cuban who made it to U.S. soil to stay and become a legal resident. He did this in an effort to treat the citizens of Cuba like every other country.

Chelsea King Invitational Mile

On Friday, more than 150 elementary students, grades 3 to 6, from 16 San Diego schools, participated in the 8th Annual Chelsea King Invitational Mile at Lindbergh Schweitzer Elementary School’s track.

This run is held in honor of Chelsea King, who was kidnapped and murdered while out on a run in 2010. She was an avid runner and an honors student at Poway High School who participated in a lot of community outreach and always showed good sportsmanship.

In order for students to participate in this run, they have to qualify by sharing the same characteristics as King. Teachers must sign off each student to confirm that they do all their homework and are good students.

Mary Lou Baranowski, a physical education teacher for the San Diego Unified School District and coordinator of this event, stated they have this annual run in order to keep King’s memory alive and share her love of running with children.

The first event is the 800-meter Buddy Run which symbolizes the importance of not running alone. This event is for kids who have good academics and sportsmanship but did not have a fast enough qualifying time to run the mile.

To participate in the mile, in addition to good academics and sportsmanship, boys must have a qualifying time of seven minutes and girls must have a qualifying time of eight minutes.

Brent and Kelly King run the Chelsea’s Light Foundation, a non-profit organization dedicated to their daughter that aims to support youth and spreading positive change in the community.

Philly Day Care Worker Caught on Camera Smacking Child

A Philadelphia day care worker was fired after surveillance video surfaced Friday showing her smacking and pushing a child.

The Director of Olney Academy confirmed to NBC10 that the worker was immediately fired after the video surfaced on Facebook. In the video, the worker is seen approaching a small child, then swatting him.

The mother of the hit child, Brianna Woods, says she's glad the worker was fired. Her 2-year-old son Noah is seen falling in the video after the worker smacks him in the back of the head.

"I'm glad to hear she's been fired, but when I looked at the video myself I was wondering why she wasn't in cuffs," Woods said.

The director of the day care told NBC10 they followed protocol by immediately notifying the child abuse hotline.

Woods has filed a police report.

Dem Group to Troll Trump With Aerial Sign Over Jersey Shore

A Democratic group will take trolling to new heights this weekend.

The Bridge Project, affiliated with the Democratic super PAC American Bridge, will have a plane fly an aerial banner along the beaches of the New Jersey Shore on Saturday to call attention to the cost of President Donald Trump’s trip to his nearby golf resort, NBC News reported.

The banner, which reads, "TRUMP IS ON VACATION WITH YOUR $$,” will be flown nearly the entire length of the Jersey Shore, from Beach Haven to Sea Bright. The banner directs bathers to website TrumpEconomy.com, which tracks Trump’s vacations and contrasts them with negative statistics about the economy.

Trump’s frequent golf outings and the cost to taxpayers associated with them have become a point of controversy.

About 80 Ducklings Found Dead in Lincoln Reflecting Pool

About 80 ducklings have been found dead in the Lincoln Memorial Reflecting Pool since May 20, the National Park Service said Friday.

Necropsies performed by the U.S. Geological Survey's National Wildlife Health Center determined the cause of death was a parasite known to grow in snails living in the pool, the NPS said.

Crews will fully clean the pool by draining it Sunday and then will chemically treat it and scrub it. The pool should be refilled by June 19, the NPS said.

After the cleaning and treatment are complete, the NPS will continue to monitor the water quality of the pool, the agency said.

The parasites' effect on humans is limited to an allergic reaction, called "swimmer's itch," which is not contagious and rarely requires medical treatment.

The risk of a person being infected at the reflecting pool is extremely low, because contracting the parasite requires sustained contact, such as swimming, according to the NPS.

‘June Gloom’ Brings Morning Drizzle

San Diego’s infamous “June Gloom” brought drizzle to parts of the county Saturday morning.

According to NBC 7’s First Alert forecast, temperatures will be in the 60s Saturday, with a 10 to 20 percent chance for some more drizzle in the evening, starting at around 7 p.m.

This marks the second weekend of the San Diego County Fair and fair representatives said that in Del Mar, the weather was, well, “fair” as of 8:30 a.m.

“Sun is peeking out at the fairgrounds right now,” said San Diego County Fair spokesperson Shawn Feisst.

Events at the fair this weekend include two rodeos on both Saturday and Sunday, starting at 1 p.m. at the Del Mar Arena, Feisst said. Also on the agenda Saturday: the Toast of the Coast Wine Festival (two sessions, at 12 p.m. and 4 p.m.), which features sips from California, Mexico, and the Northwest. Ticket are $65.

Country superstar Toby Keith is set to perform on the grandstand stage at the fair Saturday night. The “Out at the Fair” event starts at 10 a.m. in the Paddock, welcoming all LGBTQ supporters for a day of family-friendly entertainment and fun.

Also on Saturday, but at Petco Park, is the 1:30 p.m. ball game between the San Diego Padres and the Kansas City Royals. For a full list of fun stuff happening in our county that will get you out of that June Gloom funk, click here.

Trump’s Attempt to Go After Comey Could Backfire: Experts

Going after former FBI Director James Comey for leaking information could backfire on President Donald Trump, experts said Friday after Trump's personal attorney is said to be preparing to lodge a formal complaint.

Trump and his defenders have seized on a portion of Comey's Thursday testimony before the Senate Intelligence Committee in which he said he allowed a friend to share a memo with the press about his conversation with Trump, hoping it would trigger the appointment of a special prosecutor.

Legal experts told NBC News it's impossible to find any obvious violation in Comey's behavior, instead arguing the threat by Trump's attorney Marc Kasowitz is more of a meritless attempt to bully Comey.

Stephen Gillers, an ethics expert at New York University Law School, said "in no circumstance would the Judiciary Committee have jurisdiction to impose a penalty."

Re-Animated Records Comes to Life

“As you can see, it’s pretty cluttered at the moment,” Re-Animated Records co-owner Nicholas Friesen tells me as we step inside his soon-to-be-opened shop in La Mesa Village.

Amid the plastic sheeting on the ground covered in paint splatter, unhung wooden shelves, and the boxes upon boxes of records yet to be catalogued -- San Diego’s newest record shop is taking shape piece by piece.

And it’s coming together quite quickly: The store (located at 8320 La Mesa Blvd.) hosts its grand opening on Saturday, June 10, from 10 a.m. to 10 p.m. with a bountiful spread featuring donuts from Donut Panic, pizza from Pizzeria Luigi, and cold brew/iced tea from Public Square. While Nic and his co-owner wife, Lynn (and a few devoted friends/volunteers), are hard at work getting everything prepped -- the entire neighborhood already seems to be buzzing with anticipation.

“We're getting a lot of excitement and positive affirmation from local residents and other business owners,” Nic said. “Everyone seems to agree that La Mesa has needed something like this for a while.”

It’s true. While San Diego has its share of go-to record shops, there’s a notable void in a large, eastern part of the county.

“We chose to open our shop in La Mesa because we loved living there and there's really no one selling records east of North Park,” he told me. “La Mesa Boulevard is thriving with good restaurants, bars, and coffee shops. It just seemed like a really good fit."

For Nic -- a longtime San Diego musician who currently plays bass in hardcore band Crime Desire (they play Tower Bar on July 1) and previously toured with King Dude up until a couple years ago -- the idea to open his own store wasn’t exactly an impulsive thing.

“I've wanted to open my own record shop for as long as I can remember. I started working at Music Trader in high school and have been working in record stores pretty much ever since until the last shop I managed closed down in 2010. Since then, I've worked at a few other shops in town, but it never felt the same. I've continued to buy records and purchase collections in the meantime but selling stuff online just isn't as enjoyable as interacting with people in a retail setting. I've made several attempts over the last few years to make something like this happen but there was always something keeping me from fully committing to it. This time, everything just went right.”

When Re-Animated Records officially opens on June 10, patrons can expect a wide variety of treasures to sort through including used CDs, cassettes, books, toys, old horror movie posters, DVDs -- even an assortment of vintage clothing upcycled/designed by Lynn herself (visit her Etsy store here). And while, initially, most of the vinyl for sale will be used titles (they recently purchased a gigantic collection from a friend in Alabama), new records will soon be offered as well. Either way, the owners will be eager to see what patrons are interested in and go from there.

“We’ll definitely be carrying a wide variety of genres and titles,” Nic explained. “I'd like for anyone that comes through to be able to find something that excites them. I'm hoping to carry a lot of metal titles that you might not see around town, but that's a work in progress. More importantly, though, I'm anxious to see who my regulars are going to be and what they're after. I'm far more interested in providing people with what they want than I am in showing them what I think is great.”

Of course, the hot topic in the music industry these days seems to be Record Store Day (RSD) and whether it’s actually become a boon or a detriment to the overall scene in the past few years. According to Friesen, he’s got mixed feelings about the whole thing but plans to participate.

“We definitely intend to carry RSD titles when they're made available ... I understand both the enthusiasm that some greet it with and the vitriol directed toward it by others. It's a complex issue, but ultimately I think I can put aside my cognitive dissonance toward manufactured collectability for a few days a year if it means making our customers happy.”

Spoken like a true businessman. As for the Re-Animated Records name and the cartoon logo? The professed horror-genre fan says it fit the shop perfectly.

“I've always loved the ‘Re-Animator’ movies, alliteration, and terrible shades of the color green. It was the name we hated the least when it came time to fill out that paperwork. It grew on us and made more and more sense over time. Selling used records isn't all that different from bringing dead things back to life.”

Re-Animated Records, located at 8320 La Mesa Blvd., hosts its grand opening on Saturday, June 10, from 10 a.m. to 10 p.m. Be sure to check ‘em out.

Watch: Coast Guard Hoists Ill Passenger From Cruise Ship

A United States Coast Guard (USCG) crew based in San Diego pulled a passenger from a cruise ship Friday night to help get her emergency care after she started having trouble breathing aboard the ship.

At around 10 p.m., the Carnival Miracle cruise ship was traveling about 56 miles southwest of San Diego when the passenger began experiencing symptoms of respiratory distress. The ship’s crew called Coast Guard Sector San Diego for help.

The USCG launched Sector San Diego’s MH-60T Jayhawk helicopter to the cruise ship so its crew could medically evacuate the 61-year-old woman and get her to the hospital.

The USCG crew was able to quickly and safely hoist the woman from the ship; by 12:25 a.m. the helicopter was back on land in San Diego and the woman was transferred to a waiting ambulance.

The woman was taken to UC San Diego Medical Center in Hillcrest. Her condition is unknown.

Rep. Apologizes for ‘How Not to Be a Victim’ of Rape Post

An Indiana state lawmaker issued an apology Saturday for sharing a Facebook post that critics say suggest rape victims are responsible for being attacked.

Rep. Jim Lucas, a Republican who represents Indiana’s 69th district, shared a photo of a handwritten letter he sent to an Indianapolis Star reporter on Monday, urging her to follow up a June 4 profile of a rape victim with a story about women “taking steps & learning how not to be a victim.”

The letter, written on official stationary embossed with Indiana’s state seal, was met with swift criticism and sparked a week-long debate and hundreds of comments, pitting Lucas and his supporters against others who said the post advocated “victim blaming.”

Lucas later deleted the posts and apologized, but he told the Star that the response to the posts were "totally blown out of proportion."
