Deputy in Encinitas Shooting Identified

The deputy involved in a shooting in Encinitas following a pursuit of a burglary suspect was identified on Thursday.

The San Diego County Sheriff's Department (SDSO) says that Deputy Giovani Pantoja has served in the department for four years. Pantoja is assigned to the Vista Sheriff's Patrol Station.

On Monday, deputies spotted Joseph Ramos, 35, on Orchard Wood Road, near an area where a residential burglary was reported. 

When deputies attempted to stop him, Ramos drove off in his truck and then abandoned it at Rancho Santa Fe Road and Manchester Avenue. He then held a 27-year old father and 7-year old son at gunpoint, carjacked their vehicle and led deputies on a pursuit which ended on the 1500 block of Leucadia Boulevard near N Vulcan Avenue.

Ramos got out of the car and pointed a gun at Deputy Pantoja who fired several rounds, hitting him twice.

According to SDSO, Ramos drove for about 12 miles with the father and son in the backseat of the car.

He was taken to the hospital and later arrested after his release.

Ramos was wanted on a felony warrant in connection to 19 robberies involving stolen guns, according to SDSOLt. Ken Nelson.

NBC 7 learned that Ramos is also believed to be the suspect wanted for a robbery in Escondido. He was captured on video via a doorbell camera across the street from where the burglary took place. 

Ramos was booked into county jail on charges of kidnapping, carjacking, being a convicted felon in possession of a firearm and an outstanding felony warrant.

Coronado City Flags at Half Staff in Honor of Fallen Sailor

City flags at the City of Coronado municipal buildings are being flown at half staff in honor of Jason Finan, the fallen Coronado-based sailor killed in Iraq.

Chief Petty Officer Jason C. Finan, 34, died last week from injuries suffered by an "improvised explosive device," or roadside bomb, officials said.

Finan was from Anaheim, California, and was serving in Iraq with Explosive Ordnance Disposal Mobile Unit 3 in an advisory capacity, according to the Pentagon. 

The City of Coronado said they will leave the city flags at half staff until Tuesday, Nov. 1 in honor of Finan. 

On Tuesday, the day of interment. the U.S. and state flags will also be lowered, the city said. 

Finan was the first U.S. service member to die in combat since the launch of a massive operation to retake the Islamic State-held city of Mosul last week. 

More than 100 U.S. special operations forces are embedded with Iraqi units, and hundreds more are playing a supporting role in staging bases.

Three other service members have died in Iraq since the U.S.-led coalition began launching airstrikes against IS in August 2014.

Arrest in Death of Slain Oceanside Police Officer Bessant

Oceanside Police officials have made an arrest in the death of an Oceanside police officer who was shot and killed in the line of duty ten years ago.

On December 20, 2006, 25-year-old police Officer Dan Bessant was killed while responding to help another officer on a traffic stop at Arthur Avenue and Gold Drive in Oceanside.

On Thursday, Oceanside Police officials announced they arrested Jose Compre, 26, of Oceanside, for the 2006 homicide. 

Authorities said new information recently brought to light launched the investigation leading to the arrest. 

After the homicide, two teenagers were arrested for the crime. Authorities concluded the killing was done for no other reason than it presented a chance for the documented gang members to gain respect, however warped, for shooting at police.

Meki Gaono and Penifoti Teaotui were both sentenced to life in prison without the possibility of parole.

At the time, Compre was also arrested, but at the preliminary hearing in 2008, charges against him were dropped. 

Dan's father said in a statement he was relieved to finally see this day come. 

"I am relieved this day has come. I am thankful to Oceanside police and the District Attorney's Office especially Tom Manning. They never have forgotten. They never stopped pursuing justice," read the statement.

No further information was available. Authorities plan to reveal more at a press conference next week after the suspect's arraignment.

Children's Riding Vehicles Recalled

About 3,000 Peg Perego children's riding vehicles have been recalled due to fire and burn hazards.

Peg Perego recalled the battery-operated Polaris Sportsman vehicle after reports that a circuit board can fail and cause the motor to overheat and ignite, according to the U.S. Consumer Product Safety Commission. The company said it has received three reports of overheating, including one report of a burn.

The ATV-style vehicles were intended for children ages 5 to 7 years old. They were sold online at Amazon.com, Cabelas.com, Target.com, ToysRUs.com and Walmart.com from October 2014 through May 2015 for $500 and $600 and came in silver, red and black.

Recalled vehicles have date codes 651016, 651017, 651020, 651021, 651022, 651023, 651024, 651027, 651028, 651029, 651030, 660304, 660305, 661123, 661124, 661125 and 661130. The date code is found underneath the seat.

Young Fan Knocked Out During World Series Game Gets Tickets

The Cleveland Indians have given a young Cubs fans who was accidentally knocked out by an Indians fan at the start of Game 1 tickets to see Game 3 of the World Series, the boy's family said. 

David Wallach said the Indians called his family Thursday and offered his 7-year-old son Johnny two tickets to Friday's game at Wrigley Field.

The tickets follow a dream-turned-nightmare for the father and son, who traveled from a Chicago suburb to Cleveland to see their favorite team in their first World Series game in 71 years. 

Sitting in the bleachers before Game 1 in Cleveland, things couldn’t have started better for the pair, who was celebrating Johnny's upcoming 8th birthday. 

“There was no way to describe how amazing it was,” said David Wallach, of Northfield. “It was everything you could ever dream of. Everything I’ve ever dreamed of was coming true.”

The father-son duo was stunned by the history they were witnessing — their beloved team in a World Series for the first time in 71 years.

“It was really cool,” Wallach said. “The game started, it was electric and it was insane and we were having a blast.”

But things quickly took a turn for the worse – just as the Indians scored their first home run of the game.

Indians fans were quick to celebrate, and one of them elbowed Johnny in the head while cheering, knocking the young boy out for about 30 seconds.

“He spun around and I caught him, he was crying hysterically,” Wallach said. “That’s when things kind of went off the rails. Things went from being a dream to a nightmare so quickly.”

With no help in sight, David Wallach took his son out of the stands before flagging down a police officer. The officer started bringing them into a tunnel when Johnny’s knees buckled and the young boy could no longer walk.

“Fans were heckling him,” Wallach said. “Here I am on the ground with my 7-year-old son and they’re shouting, ‘Cubs suck.’”

Eventually, paramedics arrived and decided Johnny needed to be transported to a hospital for treatment.

Meanwhile, Wallach’s wife was calling the field to see if they could retrieve the family’s belongings, which they left at their seats as they searched for help. 

No answer, they said.

“There was no one that ever showed up to help us,” Wallach said.

When they were finally discharged from the hospital at 1 a.m. Wednesday, Wallach said, he and his son were stranded, unsure of where they were or how to get back to their car. And still, no word from officials at the field. 

“It was scary and confusing and awful and I felt like we were just hung out to dry,” he said. “You don’t see that in Chicago. I would never expect that in Chicago in a million years.”

Johnny was left with a concussion and a birthday gift wasted on a World Series he didn’t even get to see.

“The best thing about it is, he said, ‘Dad I still had a great time and I forgive the man who hit me,’” Wallach said. “From a little boy, that’s a great lesson for all of us.”

Wallach said he was later contacted by StubHub, which agreed to refund 50 percent of their ticket purchase. He also said the Cubs contacted the family and offered them support and sent Johnny a gift. 

“I think I’m just used to the way Chicago fans act,” Wallach said. “Just kind of shocking.”

A spokesperson for the Indians did later call the family to apologize, Wallach said, and offered them tickets to a game in Cleveland.

The team is expected to hold a press conference with Johnny Wallach at 4 p.m. CT Friday at Wrigley Field, the family says. 

A spokesman for the Cleveland Indians confirmed the team provided the tickets but would not confirm the team's plans for a press conference.

Shirtless Climber in Custody After Another GWB Nightmare

One man was taken into custody after scaling a tower on the George Washington Bridge Friday morning, shutting down the upper level of the span at the height of rush hour for the second time this week. 

Traffic cameras appeared to show someone climbing one of the towers on the New Jersey side of the bridge shortly after 8:30 a.m. Chopper 4 later showed emergency crews take the man, who was not wearing a shirt, into custody. At least half a dozen law enforcement personnel surrounded the man on a bridge landing as emergency vehicles swarmed the roadway below. 

The NYPD described the man, later identified as Alberto Hernandez, of East Stroudsburg, Pennsylvania, as an emotionally disturbed jumper, and tweeted dramatic images of ESU and police officers negotiating him off a ledge to safety. 

Port Authority police officer Brian Ahern said the man was "in probably a really dark part of his life right now, and he didn't know what to do and where to go." 

NYPD Det. Raul Gonzalez, a member of the ESU, said the man "informed me that he lost his job, he's in danger of losing his house." 

With Hernandez inches away from the wall, 600 feet above the Hudson River, NYPD Det. Brandon Watson, safely tethered, moved in for the life-saving grab. 

The upper levels of the span were shut down for about 40 minutes, the Port Authority said; the lower levels remained open. By 9:30 a.m., at least one or two lanes of traffic appeared to be moving again, creeping by the swarm of emergency vehicles, but delays topped 90 minutes.

Hernandez was charged with interference with transportation, criminal trespass and disorderly conduct. It wasn't immediately clear if he had an attorney who could comment on his behalf.

"These are the most dangerous rescues we can perform at such a high elevation and such a small platform," said NYPD Deputy Chief Vincent Giordano.

The delays Friday marked the second time this week an intruder blocked traffic on the upper level of the bridge - one of the region's most important arteries - during rush hour. 

The inbound upper level of the George Washington Bridge was closed by an immigrant rights protest Wednesday morning, creating a traffic nightmare at the height of rush hour. Ten people were arrested in that case.

Biden Said to Be Considered for Sec. of State if Clinton Win

Vice President Joe Biden is under consideration for secretary of state if Hillary Clinton wins the White House, a trusted source confirmed to NBC News Thursday night.

Politico first reported that Biden is "at the top of the internal short list" of the Clinton's transition team's list for the post.

Biden, a senator for 36 years who has served as chair of the Senate Foreign Relations Committee before becoming vice president, has hammered Donald Trump over his cozy statements about Russian President Vladimir Putin.

Chandra Levy's Mom Speaks Out on Condit Interview

Chandra Levy's mother said former congressman Gary Condit has not revealed the whole truth about his relationship with her daughter.

Condit sat down with Dr. Phil McGraw Thursday for the first interview in 15 years to promote a book he co-authored about the case to tell his side of the story. At the time of Levy's disappearance in 2001, there was media speculation that the married California Democrat was having an affair with his 24-year-old intern.

"I did not have a romantic involvement with her, and I was not involved in her disappearance in any way,'' Condit told McGraw. Condit has also denied having any type of sexual relationship with Levy. 

In reaction to the interview, Levy’s mother told NBC's "Today" show: “It wasn’t a made up thing, they weren’t just good friends. I know otherwise because I did talk to my daughter and I found out who she was dating, secretively, because I was able to guess it.”

Another man was convicted in the killing of Levy, but that conviction was tossed out earlier this year.

Bill Cosby's Lawyers Say He Registered as 'Legally Blind'

Bill Cosby’s attorneys say he is “legally blind” and has officially registered with a state commission for the blind, NBC News reported.

Cosby’s eyesight will have an effect on the cases of sexual abuse filed against him because he will be unable to recognize his accusers, lawyers said. They also mentioned that a doctor’s report will be provided that the pretrial that is scheduled to begin Tuesday. In Massachusetts, where Cosby registered, legal blindness is defined as 20/200 or less while wearing glasses.

"No 79-year-old blind man could possibly defend himself against a claim that he sexually assaulted someone he supposedly met once, half a century ago," his attorneys wrote in a court document.

Avanti Opens Coworking Space in Carlsbad

A new 22,000-square-foot coworking space is opening in Carlsbad, joining a slew of newcomers to the market of shared office space.

The facility, called Avanti Workspace, will feature “futuristic working pods” and standing desks, along with a gym and a game room furnished with video games, Ping-Pong, and Foosball.

The coworking space is holding an open house Nov. 3 from 4-7 p.m. to let the public tour the facility.

“Avanti has built a relaxing environment where any small business owner can connect with a network of resources and services that can help their business grow,” Shauna Holley, regional director and partner of Avanti, said in a statement. “We look forward to showing off our luxurious space, exciting amenities and state-of-the-art technology.”

Other amenities for the coworking space will include shower facilities, dry-cleaning delivery, an on-site market, acupuncture and massage, a receptionist, kitchen access, a café, and 24-hour access.

The facility has a mix of offices, meeting rooms, collaborative space, event space, and ready rent offices.

Avanti is located at 5857 Owens Ave. off Palomar Airport Road with access to Interstate 5 and El Camino Real.

Man Charged With Filing Fake Voter Registration Applications in Va.

A former resident of Alexandria, Virginia, is facing up to 40 years in prison after he allegedly used fake names to fill out voter registration applications. 

Vafalay Massaquoi, 30, is facing four felony charges related to allegations of voter registration fraud, the Commonwealth's Attorney's Office said. Each charge carries a maximum of 10 years in prison. 

In the spring of 2016, Massaquoi was registering new voters as an employee of the New Virginia Majority, an advocacy group aligned with the Democratic party. According to the Commonwealth's Attorney, Massaquoi fabricated applications and used fake names to fill out the registration forms. 

The New Virginia Majority said Massaquoi was fired in June. 

"Protecting the integrity of our elections so they remain free, fair, and accessible remains New Virginia Majority’s top priority," the New Virginia Majority said in a statement Friday. 

The fake applications were filed with the Alexandria Office of the General Registrar, who reported the issue to Commonwealth's Attorney Bryan Porter.

Porter said while the false applications were filed, no illegal votes were cast in this case. 

"Since the fraudulent applications involved fictitious people, had the fraud not been uncovered the risk of actual fraudulent votes being cast was low," Porter said.

An arrest warrant was filed for Massaquoi in July, but he had already moved out of the area. After a search, Massaquoi was arrested near Philadelphia and extradited to Alexandria Oct. 27. 

Massaquoi appeared in court Friday morning and is being held without bond.

76ers Apologize for Kicking Out 'We Matter' Anthem Singer

The Philadelphia 76ers publicly apologized Friday to the singer who wasn't allowed to sing the national anthem at the team's home opener this week because of her "We Matter" jersey.

The team said in a statement that they hope singer Sevyn Streeter will come back and sing at the Wells Fargo Center before another game this season. Streeter was supposed to sing Wednesday evening before the Sixers' nationally-televised opener against the Oklahoma City Thunder.

The team's statement released Friday afternoon read:

“We are sorry that this happened.  After receiving feedback from our players, basketball operations staff and ownership group, we believe that the wrong decision was made, and Sevyn should have been welcomed to sing.  We apologize to her, and in an effort to move the conversation forward, we have reached out to offer her an opportunity to return and perform at a game of her choice. We are waiting to hear back.”

The controversy began minutes after she was replaced by a Sixers cheerleader for the pre-game ceremony. Streeter posted a short video on Instagram saying she had been told she could not perform because of her attire.

"I'd say two minutes before we were about to walk out ... the organization told me that I could not wear my shirt while singing the national anthem at their game," the R&B singer later told the Associated Press. "I was never given any kind of dress code. I was never asked beforehand to show my wardrobe."

The Sixers initially would not say what caused the franchise to keep Streeter from singing.

"The Philadelphia 76ers organization encourages meaningful actions to drive social change. We use our games to bring people together, to build trust and to strengthen our communities. As we move from symbolic gestures to action, we will continue to leverage our platform to positively impact our community," the Sixers said in an initial statement.

MLB Commish Says Chief Wahoo Could Go, Casting Hope for Native American Movement

The Cleveland Indians could win the World Series and then lose its logo.

Chief Wahoo, the Indians’ controversial mascot who is featured in the team's logo, could be retired after this season. MLB commissioner Rob Manfred said he was willing to speak to Indians owner Paul Dolan about the possibility of a logo change.

“I know that that particular logo is offensive to some people, and all of us at Major League Baseball understand why,” Manfred said at the Hank Aaron Awards news conference on Wednesday.

Manfred acknowledged that the club makes the decisions about its logo, not the commissioner's office. He said he has talked to Dolan in the past about the issue and they agreed “away from the World Series at an appropriate time” they will further discuss the matter.

These remarks cast a glimmer of hope for the Native American group that has been fighting for this cause for 46 years. 

“For 46 years now, we’ve been asking the team to change its name,” said Sundance, the executive director of the Cleveland Autonomous American Indian Movement (AIM). “It’s 46 years overdue, but we’ll gladly accept it.” This group is not affiliated with the American Indian Movement of Ohio.

He added that with the commissioner’s comments, their fight is now “more than just a pipedream.”

In January 1972, Cleveland Autonomous AIM sued the Indians for libel and slander in an unsuccessful effort to change the team name and logo. In 1995, the group filed another lawsuit, this time against Gateway Corp, which manages the Indians’ stadium, and the Indians for barring Cleveland Autonomous AIM’s demonstrations outside the stadium. The lawsuit was settled on the terms that the group can protest four times a year with seven days notice. Cleveland Autonomous AIM has protested at every opening day of the Indians’ season since 1973.

Sundance has been the executive director for 10 years and has led Cleveland Autonomous AIM’s protests throughout this season.

“Responses [to our protests] from the public is a broad spectrum,” he said.

He noted that fans are most “hostile, belligerent and vocal” on opening day. He attributed these attitudes to the affluence it takes to attend the opening day game in the middle of a work day, suggesting that wealthier fans are more attached to the Indians mascot and care less about its political implications.

During the season, Sundance said the tone shifts towards more sympathy for Cleveland AIM’s cause, especially from opposing teams. While they are still supporting the Indians by attending games at Progressive Field, he acknowledged the importance of “cultivating allies” when they can.

Sundance expected the World Series protests to be similar to the opening day hostility, but said he was surprised with the support the group received from the majority of spectators.

"I think this is a step in the right direction," said Philip Yenyo, executive director of the American Indian Movement of Ohio, of the commissioner's announcement. "I would like to see them invite us to the table to talk to Mr. Dolan and the commissioner. We want to educate the public on who we are and our culture."

Yenyo doesn't think changing the name is enough, either.

"It's not just the logo, it's the name too, it gives fans free reign to dress up as buffoons and basically mock us," he said. Fans often tell the groups of protesters to "go back to where they came from."

"They don't have to knowledge of how these mascots effect people."

In the meantime, Yenyo plans to offer a letter to the commissioner to make a case for open dialogue about the Cleveland Indians name and mascot.

NBC reached out to the Cleveland Indians front office for comment, but has not yet heard a response.

The park is also hosting some Halloween-themed shows, including Clyde & Seamore’s “Big Halloween Bash” at the Sea Lion and Otter Stadium and Sesame Street’s “Who Said Boo?” at the Mission Bay Theater. Another area of the park celebrates Dia De Los Muertos with lots of colorful décor and activities dedicated to the traditional Mexican holiday which comes just after Halloween. Entry into Spooktacular events is included with paid admission into the park.

The Pumpkin Express

The Pacific Southwest Railway Museum Association is hosting its 11th annual Pumpkin Express Halloween Celebration, a chance to ride decorated, vintage railcars through the San Diego County mountains in Campo. The train departs from the Campo Depot at 10 a.m., 12:15 p.m. and 2:30 p.m. and winds through scenic parts of the historic San Diego and Arizona Railway. Tickets range between $5 and $18, depending on your age; reservations are required in advance. At the Campo Depot’s display building, visitors can explore two haunted trains, a pumpkin patch and meet some ghouls and ghosts.

Dia De Los Muertos
10 a.m. (Saturday & Sunday), Old Town San Diego State Historic Park
Old Town San Diego State Historic Park celebrates Dia de los Muertos (Day of the Dead), a Mexican holiday dedicated to those who have passed on. The two-day festival, held just before the Nov. 1 holiday, includes food, live entertainment and face-painting. Businesses throughout Old Town typically build ornate altars to pay their respects to the dead, and visitors can walk from business to business to browse the cool, artistic creations.

Brick-or-Treat Party Nights

Brick-or-Treat Party Nights return to LEGOLAND on Oct. 22 and Oct. 29 during extended park hours, from 5 p.m. to 9 p.m. The Halloween-themed event includes live entertainment, new shows, costume contests, treat stations with more than 1 million pieces of candy, a pumpkin patch, crafts and dance parties. Admission to Brick-or-Treat only is $40 or you can pay $70 to visit the park all day long and stay for the extended Brick-or-Treat hours.

Monster Bash

San Diego’s biggest 21 and up Halloween block party returns to downtown San Diego Saturday night, taking over more than eight blocks from the Gaslamp Quarter to the East Village. Nightmare on L Street

Mission Brewery (1441 L St.) will host this Halloween-themed brew bash in the brewery’s recently expanded 5,000-square-foot party space. Former HS Coach Pleads Guilty to Arranged Illicit Meeting

A former Santana High School campus supervisor and track coach pleaded guilty to attending an arranged illicit meeting with a minor

Keith Silvia, 49, engaged in sexual activity with an underage student, according to his plea. He pleaded guilty to the felony charge on Thursday.  

The incident first came to light when the victim's parents found letters from an unknown person in their daughter's backpack earlier this year, deputies said. 

When they looked into the matter further, they discovered the letters were from Silvia. GUHSD officials said Silvia worked as a campus supervisor and also coached freshman football and track and field. 

Deputies conducted an investigation and found the coach fostered an intimate relationship with the victim, deputies said. The coach arranged more than one off-campus meeting, deputies said. 

The victim's parents reported the incident to the school, which told the Sheriff's Department. He resigned from the district on June 23 and later turned himself in to authorities in July 2015. 

Silvia was initially charged with four misdemeanor counts of annoying/molesting a child under 18 years of age and one felony count of arranging a meet with a minor for the purpose of engaging in lewd acts. 

Silvia is set to be sentenced on Jan. 4 in El Cajon.

Train Strikes Pedestrian Near Little Italy

A pedestrian was injured Friday morning after being struck by a train near Little Italy, authorities confirmed.

The collision happened just before 8:30 a.m. at the tracks near 1396 West Palm St. Deputies with the San Diego County Sheriff's Department (SDSO) said a northbound Amtrak train was traveling at about 47 mph when the engineer spotted a man standing near the tracks.

The train sounded its horn and flashed its lights, but the man didn't move. The train struck the man.

The SDSO said the pedestrian was taken to a local hospital with unspecified injuries. As of 11 a.m., his condition was unknown.

No other injuries were reported. The North County Transit District said passengers would experience at least a one-hour delay due to the Amtrak train incident.

The investigation is ongoing. Anyone with information on this case can call the SDSO's non-emergency line at (858) 565-5200.

'Birds on Blue' Art Decorates Cell Phone Tower in South Bay

A cell phone tower in South Bay is getting a new look with an elevated art piece called 'Birds on Blue.'

It's one of the first art pieces in the telecommunications industry designed both to conceal a cell phone tower and offer an artistic component for the community. According to the designers, the sculptures were made from foam and covered in protective fiber glass.

San Diegans will see the art piece when taking the Beyer exit on Interstate 905, between Interstate 5 and 805, as the cell phone tower is visibly positioned next to the freeway.

"I hope they notice something unique, something that may catch their eye or get their curiosity, rather than just one more piece of utility," said Sandy McDaniel, one of the designers of 'Birds on Blue.'

Another designer who partnered with McDaniel to create the art piece, Ron Pekar, told NBC 7 there are about 75 birds in the project, each one individually sculpted.

According McDaniel, the piece was not designed solely for the purpose of hiding the cell phone tower. 'Birds on Blue' was designed as an opportunity to enhance the community and create an interesting visual for locals as well.

"The birds represent flight, free spirit, and they just kind of blend in with the sky and clouds; and they will change as the lighting changes and the shadows change, said McDaniel.

Some of the challenges included gaining prior approval from the City of San Diego, Caltrans and a community group, said Pekar. Another challenge was not being able to use steel and having to find radio-friendly art materials.

20 Sent to Hospitals After Plane Catches Fire at O’Hare

An incident involving an American Airlines plane prompted a major emergency response at O'Hare International Airport, authorities said. 

According to the Federal Aviation Administration, American Airlines Flight 383 was departing from O'Hare and was headed to Miami when it experienced "a problem during takeoff." American Airlines said the plane had an engine malfunction. 

Gary Schiavone, of Demott, Ind., said he was sitting in the middle of the plane, travelling with his wife to visit their daughter in Miami.

“We started to take off, we didn’t get in the air, it seemed like the right side engine blew—big ball of fire,” Schiavone said, adding that window on the plane then cracked.

The pilots aborted the takeoff and passengers exited via a chute as flames were reported, authorities said. 

The airline said in a statement that seven passengers and one crew member reported injuries and were transported to area hospitals for evaluation, but fire officials said during a later press conference that as many as 20 people were transported to area hospitals. 

Most of those transported suffered minor injuries and were listed in stable condition, according to District Chief Juan Hernandez. 

There were 161 passengers and nine crew members on the plane, the airline said.

Advocate Lutheran General Hospital said it was treating four people from the scene. Presence Resurrection Medical Center reported three patients from the scene in unknown condition. 

The FAA reported that a runway was closed at the airport due to a "disabled aircraft." The FAA initially reported a ground stop at O'Hare after the incident, but the Chicago Department of Aviation said as of 3:30 p.m. three runways were closed at the airport. Ongoing delays were expected, airport officials said. 

Chicago fire officials reported an emergency at the scene, saying "aircraft down at O'Hare." 

“We were 30 seconds into the safety video, about ‘do not grab your luggage in an emergency,’” Schiavone said, noting that several passengers attempted to get their bags during the emergency evacuation. “It could have caused a big problem—don’t get your luggage in a situation like that.”

The incident prompted an extra-alarm response. 

The Chicago Department of Aviation said fire officials responded to an aircraft on fire. 

Smoke and fire could be seen at the airport just after 2:30 p.m. 

The National Transportation Safety Board said three investigators were being dispatched to Chicago following the fire. 

"This could have been absolutely devastating if it happened later, if it happened farther, there's about a thousand variables," said Assistant Deputy Fire Commissioner of Airport Operations Timothy Sampey. 

The cause of the fire remained under investigation.
