Firefighters Called to Grossmont HS After Lightning Strike

Firefighters were called to Grossmont High School after the report of a student who may have been struck by lightning.

Heartland Fire crews confirmed the call to the school campus at 6:11 p.m. Monday for a 14-year-old boy needing medical attention.

The initial report was that the teenager may have been struck by lightning but Heartland officials said they were not sure if this was the case.

Firefighters did not transport the teenager to a hospital.

A local television station interviewed the teenager later Monday evening who appeared on camera and described the incident as “one of the worst pains in my life.”

“I just felt this wave of electricity hit my body and knocked me down to my knees,” Dennis Tuatagaloa told KGTV.

NBC 7 reached out to the Grossmont Unified School District for more information on this matter.

Director, Public Affairs & Legislative Relations Catherine Martin said, “Paramedics responded, conducted a patient assessment, found no injuries and released the student to his parent on scene.”

Martin also said that district safety protocols were followed “to the letter” at the school when the storm arrived.

“The coaching staff,” she said, “Prepped the team before practice began and had them leave the field immediately at the first sign of lightning.”

A fire battalion chief and a retired peace officer are members of the team’s coaching staff according to Martin.

Russia Unveils RS-28 Sarmat 'Satan 2' Nuclear Missile

Russia has released the first image of its newest thermonuclear-armed intercontinental ballistic missile, NBC News reported.

The RS-28 Sarmat, also known as “Satan 2,” has the capability to wipe out a landmass “the size of Texas or France,” according to the Kremlin-aligned Sputnik news agency. It will replace the RS-36M, also known as “Satan,” which entered service in the 1970s.

Former nuclear weapons expert at the U.S. Department of Energy, Robert Kelley, said the upgrade was likely the electronic aspect of the weapon. The range and explosive power are likely the same as previous missiles, but the reliability, flexibility and confidence are new, he said.

It is expected to enter service late next year.

NYC Bridge Protest Shuts Traffic

The inbound upper level of the George Washington Bridge was closed by an immigrant rights protest on Wednesday morning, snarling traffic on one of the region's most important crossings at the height of rush hour.

Delays at the bridge for traffic heading into New York from New Jersey were up to nearly 90 minutes; traffic cameras showed bumper-to-bumper traffic barely inching along. 

The protesters apparently chained themselves across the roadway to block traffic, unfurling large banners in an attempt to spread their message. One banner appeared to read "Resist, Organized, Act Up!"

Drivers were clashing with the protesters in an effort to get the bridge open, according to witnesses. Police quickly detained the small group and traffic began moving again about 15 minutes.

The Port Authority said 10 people who were blocking the eastbound lanes were arrested. No injuries were reported. The agency said it is investigating. 

The protest organization, Laundry Workers Center — which was using the hashtags #WeAreVisible and #SomosVisible on social media — was already planning a rally in Union Square Park Wednesday night. 

"We are a Grassroots Autonomous Movement campaigning for the right of every member of our communities to be visible, to be able to take part in the decision making process that affect our communities in our 'democratic' system, and for the ability to determine our destinies," the New York-based nonprofit said on its Facebook page. 

Also according to its Facebook page, the group works to improve the living and working conditions of workers in the laundry and food service industries. 

"Our work aims to combat abuses such as landlord negligence, wage theft, and hazardous and exploitative working conditions, all of which are endemic in low-income communities in New York City and New Jersey," the page says.

Black Applicants Rejected for Trump Housing Speak Out

In 1973, New York City school teacher Annette Gandy Fortt was looking for a decent place to live. A listing for an apartment in a building owned by Donald Trump's father, Fred, caught her eye — but she says the super told her there were no units available.

"I was black," Fortt said recently. "I was not wanted."

As NBC News reports, after Fortt was turned away from the Queens apartment building twice, the New York City Human Rights Commission sent a white person to the property to apply for an apartment — and the tester was offered the apartment, according to court papers.

The commission took on Fortt's case, and she says a young Donald Trump appeared with a lawyer at a hearing on behalf of the family real estate company, Trump Management.

Her case also became part of a federal racial discrimination lawsuit filed by the Justice Department against Donald and Fred Trump that was resolved with a consent decree two years later in which they agreed to terms aimed at preventing discrimination.

That lawsuit is the basis of a new video from Hillary Clinton's campaign, released Tuesday.

Battle for ISIS Capital to Begin Within Weeks: Carter

An offensive against ISIS in Syria to retake Raqqa is set to begin within weeks, Defense Secretary Ash Carter told NBC News in an exclusive interview in Paris where he has been meeting with his counterparts from other Western countries.

Raqqa is the terrorist organization's de facto capital and Carter said the plan is part of a larger offensive. He added, "It's been long a part of our plan that the Mosul operation would kick off when it did. This was a plan that goes back many months now and that Raqqa would follow soon behind."

When asked whether U.S. special forces or other troops would be sent inside Mosul or Raqqa to gather intelligence or hunt "high-value combatants," Carter replied: "They are not near [Mosul] at this time ... Our forces do accompany .... the Iraqi security forces and the Peshmerga. So they will get nearer to the city as those forces get nearer to the city ... We are not going to be part of the occupation or hold forces."

It's unclear what military force would lead the attack on Raqqa nor what role, if any, US forces would play in the planned attack.

2 Mich. Brothers Arrested in Tunisia in Terrorism Probe

Tunisian authorities arrested two American brothers on suspicion of belonging to a terrorist organization, two local sources told NBC News.

A senior police official said the brothers, both aged in their 30s, are originally from Michigan. The source said one of the men was carrying a U.S. passport that identified him as Patrick Alan Lawwill. NBC News has seen a photocopy of the passport, which was apparently issued in July 2015 and lists Lawwill's place of birth as Michigan. The brothers had recently converted from Christianity to Islam and one of them was married to a Tunisian woman who was also arrested, the source said.

A source in the governor's office also confirmed the arrests.

A State Department official said it was aware of reports the pair had been arrested "on suspicion of terrorist activities" but declined to comment further because of "privacy considerations."

Feds Concerned About Risk of Violence as Election Nears

Federal and state law enforcement officials have expressed concerns about violence breaking out in the final two weeks of the long and bitter presidential campaign, and well beyond that if Donald Trump loses and refuses to accept the vote as legitimate, NBC News reported. 

Trump supporters held up Clinton "target practice" posters at a rally in Florida Monday, with a bulls-eye framing her face.

Two days earlier in Virginia Beach, one Trump backer hoisted a plastic Hillary Clinton head on a stick, while others waved target signs. And several weeks ago, two armed Trump supporters protested outside the congressional campaign office of a rural Virginia Democrat, in what they said was a gesture of solidarity with closet supporters of Trump.

Local law enforcement officials in several swing states told NBC News they did not yet have plans to alter their usual Election Day security procedures. But the FBI and Department of Homeland Security are monitoring the situation, officials say.

Harvard on Team's Reported Scouting

Recruits for Harvard’s 2012 women’s soccer team were reportedly assessed by a member of that year's men’s soccer team based on their sexual appeal. 

Reported by the Harvard Crimson, a nine-page document circulated over email as a “scouting report” in 2012 gave freshmen women numerical scores and included photos pulled from social media sites. The women were also assigned hypothetical sexual positions and nicknames.

The lewd document appeared to be a tradition, as it referred to a report from 2011.

"Harvard University Athletics has zero tolerance for behavior of this kind and is deeply upset by these offensive and derogatory remarks," athletic director Robert L. Scalise said in a statement obtained by necn. "Harvard College students, including members of our athletic teams, are required to uphold the values of this community, which are rooted in the respect and dignity for all members of our community. University Athletics continues to reinforce with our student-athletes appropriate and respectful social behavior and team conduct."

A member of the 2012 women's soccer team who wanted to remain anonymous called the scouting report "absolutely disgusting" in an email to necn. She said she was "deeply hurt, and beyond frustrated" that women are treated this way, not only at Harvard but at other school campuses and around the world.

She added that the Crimson article read like a "tabloid" report at her own expense, and that of the Harvard soccer teams and athletic programs.

Harvard College Dean Rakesh Khurana told the Boston Globe the team's actions are against the institute's core values. She said she is "disturbed and upset" by the allegations. "No one should be objectified."

Pieter Lehrer, the men's soccer coach, added that he was "shocked and disgusted" by the report. He was not the coach in 2012.

Several members of the 2012 men's soccer team declined comment when reached by the Crimson.

The school's women's soccer coach, Christopher P. Hamblin, said in a statement to the Crimson that he was "saddened to see this level of disrespect shown to these women." He referenced a "huge shift" in the culture of the men's soccer program" since Lehrer's hiring in 2013.

Rachael Dane, Spokesperson for Harvard University, released a statement Wednesday evening saying, "The offensive and derogatory remarks reported by the Crimson have no place at Harvard. This kind of behavior is completely at odds with the educational environment we seek to foster and with our central value of treating one another with dignity and respect — in our residences, in classrooms, on the athletic fields, and in our social experiences. Now that we have been made aware of this document and its contents, the University is working to assess the circumstances surrounding it.”

CHP: Drugs May Have Led Man to Jump off Camper on I-5

A man who jumped off the back of a recreational vehicle while it was traveling on Interstate 5 last week may have been under the influence of drugs, California Highway Patrol officers said.

A 26-year-old Woodland Hills man died October 17 on I-5 south of Lomas Santa Fe after being struck by several vehicles traveling at freeway speeds, officials said.

Witnesses said the man was hanging off the RV, looked to the ground and then stepped off the back stairs just moments before his death.

The RV did not stop at the scene and investigators believed the driver may not have been aware of what had happened. 

On Wednesday, CHP spokesperson Officer James Bettencourt said they were able to contact the driver who identified the victim in the incident as his son.

The father told CHP his son was riding in the pickup connected to the camper when they stopped for gas.

The father said he didn't think anything of his son's decision to climb into the back camper when they got back on the road.

Investigators said the father was unaware of his son's death until they had contacted him.

'Attack on Women' Ad Criticized

Dr. William Petit is blasting a political ad Wednesday that urged voters to "Stop Donald Trump and Republican William Petit's attack on women and families."

Petit is the GOP candidate vying for Connecticut's State House of Representatives in the 22nd District, representing parts of Plainville and New Britain. He was the sole survivor of the 2007 Cheshire home invasion in which his wife Jennifer and daughters Hayley and Michaela were murdered.

"To post something that says I attack women and families I thought was about the lowest of blows," he said.

In a news conference on Wednesday, Petit called the ad libelous and pointed to his work with the Petit Family Foundation, an organization set up after he lost his family. 

"I've worked over the past nine years to honor the memory of my family and the whole mission of what we do. We've tried to come up with programs we felt would honor Jennifer, Hayley and Michaela, would be things that they would want us to do," Petit said during a news conference on Wednesday. "For a shadowy political organization to blatantly ignore that work and publish a despicable ad is reckless and incomprehensible."

The ad was the work of a political action committee called Labor United for Connecticut, according to Themis Klarides, House Minority Leader in Connecticut.

The ad even drew criticism from Petit's opponent, Democratic incumbent Betty Boukus.

"I am horrified by the tasteless and offensive attack ad against my opponent. It was produced by a third party with no connection to my campaign, without my knowledge, and without the involvement of anyone associated with my campaign," Boukus said in a statement on Wednesday. "I am asking those responsible to pull the ad and issue and apology to Dr. Petit and his family."

Boukus was in attendance at Dr. Petit's news conference on Wednesday.

NBC Connecticut reached out to Paul Filson, the head of Labor United for Connecticut, but we have not received a response.

Filson told the Hartford Courant: "We can only imagine the pain that Petit has gone through, and would never target his loss for our political agenda.  It is not intended to reference any personal history.  The Facebook post in question holds numerous Connecticut Republicans accountable for their support of Donald Trump and his policies, which independent experts have found to be harmful to women and middle class families."

Petit did not say he supported Trump during Wednesday's news conference.  He said he would make a decision on who to vote for when he gets in the voting booth.

UN Refugee Agency: 2016 Now Deadliest Year in Mediterranean

The United Nations refugee agency said Wednesday that at least 3,800 migrants have died in the Mediterranean Sea so far this year in an attempt to reach Europe,, making 2016 the deadliest year on record.

The Geneva-based agency had warned Tuesday that this year's death toll was likely to exceed the 3,771 deaths reported for the whole of 2015.

"We're receiving more reports of deaths in the Med," spokesman William Spindler tweeted Wednesday. "We can now confirm that at least 3,800 people have died, making 2016 the deadliest ever."

Scores of migrants have been drowning each week as the fragile and often overcrowded boats they travel on capsize or sink, the U.N. agency said. It blamed bad weather, flimsy boats and the fact that migrants fleeing war and poverty are increasingly taking the hazardous central Mediterranean route from Libya to Italy in an attempt to reach Europe.

A deal between the European Union and Turkey largely closed off the eastern route earlier this year.

About half of the 327,800 migrants who crossed the Mediterranean this year did so using the central route, where about 1 in every 47 people dies. By comparison, the overall death rate for the whole Mediterranean last year — when more than a million people arrived in Europe — was one in 269 crossings.

The U.N. agency also said that smugglers have been changing their tactics, arranging mass embarkations of thousands of people at once.

Jason Mraz Has the Remedy for Local Ballot Measure

It’s about that time again: The leaves are changing colors, the wind’s a little more brisk, and half of the country can’t get along with the other half. Yep, election season.

With the circus of national politics dominating most of the headlines, it’s easy to forget about local measures and initiatives -- things that are more immediately relevant to residents of San Diego County.

Enter singer/songwriter and Fallbrook resident Jason Mraz, who made it big in the San Diego music scene before taking over the world with “I’m Yours.” Mr. A-Z recently posted on Facebook with more than one supplication to “Please vote. Please. Vote. Vote for something.”

But Mraz made it clear that he’s voting for more than just “something.” According to his Facebook page, “I am voting No on [Measure] B to protect our agriculture land from high density development. Of all the avocados in the U.S., less than 10 percent are grown on our shores. With continued development, that number will shrink. And I would rather eat and buy local. I support small farms and future farmland.”

Measure B, which, if passed -- opponents say -- would allow the developer of the proposed Lilac Hills community to build more than 1,700 homes on land in rural North County that is currently zoned for 110 homes. In turn, opponents argue, crowding, congestion and taxes would increase dramatically. Mraz’s not the only musician against the plan: Grammy-winning songwriter Rita Coolidge has also voiced opposition to the measure, according to a news release circulated this week by SaveOurSDCountryside.org.

Proponents of the measure to build Lilac Hills Ranch argue that the development would benefit the community as a whole.

"My interest in the measure is as it affects Bonsall Unified School District," Lou Riddle, president of the Bonsall Unified School District Board of Trustees, told SoundDiego. “Our district is expanding quickly, and Prop B would provide for a completely paid for K-8 school that would alleviate overcrowding at other school sites. The new facilities would allow us to better educate our kids.”

Despite various criticisms leveled at the Lilac Hills developers, “they've been the only developer that's been great to work with,” Riddle added. “In terms of ease and cooperation, they've been outstanding."

As with the rest of the 2016 election, this will all -- hopefully -- be resolved on Nov. 8.

FDA Steps Up Warnings About Testosterone Use

The FDA announced Tuesday that it is increasing warnings against testosterone and other steroids, NBC News reported.

It has been found that these drugs can be easily abused, according to the FDA, in addition to existing concerns of heart attacks, personality changes and infertility. 

"Reported serious adverse outcomes include heart attack, heart failure, stroke, depression, hostility, aggression, liver toxicity and male infertility," said a statement from the FDA. "Individuals abusing high doses of testosterone have also reported withdrawal symptoms, such as depression, fatigue, irritability, loss of appetite, decreased libido and insomnia."

Testosterone used to fight the effects of aging has been heavily criticized by the FDA. It is currently a $2 billion industry with men purchasing gels, pills and injections.

Garage With 'Large Amounts of Ammunition' Catches Fire

A Chula Vista couple and their two grandchildren escaped Wednesday when fire damaged their garage containing large amounts of ammunition, police officers confirmed.

Fire broke out at the Myra Avenue home just before 4 a.m.

A neighbor stepped outside to let the dog out when he noticed an orange glow coming from one of the homes on the street.

Renee McCarty said her husband ran over to the home and opened the front door to alert them to the fire.

Witnesses could hear rounds of ammunition exploding while members of the Chula Vista Fire Department battled the flames.

The damage from the fire spread from the garage into the home. It appears to have been under renovation at the time of the fire.

One dog, a Chihuahua named Princess, died in the fire.

The cause of the fire was under investigation.

SD City Council Approves Recycled Water Project

The San Diego City Council has approved a nearly $3 billion plan to recycle wastewater into drinking water.

Council members unanimously voted Tuesday to begin the environmental impact report for the project called Pure  Water San Diego.

The study will look at how, if at all, the expansion of the North City Water Reclamation Plant will affect the environment. It is more well known as toilet-to-tap, but supporters say that gives it a bad connotation.

But Scott Andrews spoke against the project.

"It’s a bad water program," he said and urged the council to vote against it. "You're looking at a lot of issues that have not been discussed, have not been handled by EIRs, so we advise you to hold off until you know what you're doing."

Currently, the recycling facility produces one million gallons of water per day which is used for irrigation purposes. If the expansion goes as the city plans, it will reuse water that will be put into the San Vicente Reservoir.

A spokesperson for the city says the recycled water will be cleaner than the water that is already in the reservoir.

San Diego resident Brian Janner says he is onboard with the project if that is the case.

"As long as it's clean, or cleaner than the water they're putting it in, I think it's fine," Janner said.

The city also says the facility will eventually produce 15 million gallons of water each day making San Diego’s water supply more sustainable.

If the Save Water project passes the Environmental Impact Report, construction will begin in 2019.

Record Number of Voters Register Online Before Deadline

Hundreds of thousands of Californians have gone online this week to ensure they're eligible to vote in the November election.

Secretary of State Alex Padilla announced Tuesday that 500,000 people enrolled for the first time or updated their information in the final two days the state accepted registrations.

While more than 203,000 people registered or updated information online on Sunday, a record number of people – 297,000 - used the online site Monday.

”More Californians completed voter registrations online than on any other single day in the history of our voter registration website,” Padilla said in a written statement.

Most of them were young voters, officials said. Voters ages 17 to 35 made up 58 percent of users to the state’s voter registration website Sunday and Monday.

Padilla's office says more than 18.25 million people registered to vote by Sept. 9.

SDPD Raids Illegal Marijuana Dispensary in Otay Mesa

Investigators with the San Diego Police Department's Narcotics Unit raided an illegal marijuana dispensary and two associated businesses in Otay Mesa, authorities confirmed. 

Officials served the search warrant at a building at 688 Hollister Street at approximately 6 a.m. Wednesday.

At the address, they discovered an illegal marijuana dispensary. Investigators served search warrants at two additional associated businesses nearby. 

Inside, they seized approximately 100 pounds of marijuana, multiple types of edibles and an undisclosed amount of concentrated cannabis. 

The officers also found two handguns and an AR-15 style rifle, cash and business records, which they seized. 

SDPD's Narcotics Unit is working with the City Attorney's office to investigate all illegal marijuana dispensaries operating within city limits, police said. 

In connection with this raid, two people have been detained; no arrests have been made. 

The investigation is ongoing. 

No other information was immediately available.

HIV Epidemic Started Spreading in NY in 1970s: Study

A new genetic study confirms theories that the global epidemic of HIV and AIDS started in New York around 1970, and it also clears the name of a gay flight attendant long vilified as being "Patient Zero."

Researchers got hold of frozen samples of blood taken from patients years before the human immunodeficiency virus (HIV) that causes AIDS was recognized, and teased out genetic material from the virus from that blood.

They use it to show that HIV was circulating widely during the 1970s, and certainly before people began noticing a "gay plague" in New York in the early 1980s, NBC News reported.

"We can date the jump into the U.S. in about 1970 and 1971," Michael Worobey, an expert on the evolution of viruses at the University of Arizona, told reporters in a telephone briefing. "HIV had spread to a large number of people many years before AIDS was noticed."

Their findings also suggest HIV moved from New York to San Francisco in about 1976, they report in the journal Nature.

Trump Walk of Fame Star Smashed

Donald Trump's star on the Hollywood Walk of Fame was in pieces Wednesday morning after it was destroyed overnight by a man with an ax and sledgehammer.

The Republican presidential candidate and former "Apprentice" host received the star in January 2007 for his role on the NBC show. The star in the 6800 block of Hollywood Boulevard, a prominent location on the Walk of Fame not far from the Hollywood and Highland Center, was broken into pieces overnight by the vandal, according to a boulevard street performer.

Deadline Hollywood posted video of what appeared to be a man dressed as a construction worker in work boots, a high visibility safety vest and helmet smashing the star. The man took a few swings at the star with the sledgehammer, then went to work on it with a pick ax -- chipping away pieces, letters of Trump's name and the TV plaque embedded in the sidewalk star.

The video, shot by a Deadline Hollywood employee, shows several LA Department of Transportation signs and bright orange construction cones around the star. 

Los Angeles police confirmed they are investigating the vandalism report, received at about 6 a.m. No arrests were reported Wednesday morning.

A man who identified himself as Jamie Otis told Deadline Hollywood that he is responsible for the damage. He said his intent was to remove the star and sell it to raise money for 11 women accusing the presidential candidate of groping them.

Aerial video later Wednesday morning showed people taking photos of the damaged star, which was roped off by repair crews. A pick axe and sledgehammer were recovered at the scene, according to the LAPD.

One of the boulevard's street performers, a man painted gold and dressed head-to-toe in shiny gold clothes, described a bizarre early morning scene at the popular tourist spot. The man said the he saw a man dressed as a construction worker hammering the star with the sledgehammer.

"He was banging on the star," Gregory Howie said. "He took Donald Trump's name out and he took his round plaque out."

Gregory said the man told him he intended to remove the star and sell it, then donate the money to organizations that support sexually abused women.

Trump has faced accusations from 11 women of sexual misconduct in recent weeks as the presidential campaign enters its final stages. He has denied the accusations. 

The Walk of Fame is administered by the Hollywood Chamber of Commerce, which said in a statement that the star will be repaired immediately. The repairs will take several days, and the star will be covered to protect it during that time. 

"The Hollywood Walk of Fame is an institution celebrating the positive contributions of the inductees," said Leron Gubler, President-CEO of the Hollywood Chamber of Commerce. "When people are unhappy with one of our honorees, we would hope that they would project their anger in more positive ways than to vandalize a California state landmark. Our democracy is based on respect for the law. People can make a difference by voting and not destroying public property."

The Hollywood star belonging to the New York business magnate and reality show personality has become a target during the presidential campaign, ever since Trump announced his candidacy last year. It has been defaced with spray paint and surrounded by a miniature wall in protest of Trump's plan to build a wall at the U.S.-Mexico border.

Walk of Fame star recipients are selected by a committee that considers hundreds of applications each year. The stars ane purchased for a $30,000, rather than gifted.
