Officials ID Man Arrested in Chula Vista Apartment Fire

A man taken into custody following Monday's destructive apartment fire in Chula Vista has been booked into jail on several charges, officials confirm.

Meanwhile, investigators are looking into the possibility that the explosion inside the complex at 4th Avenue and Naples Street was caused by someone making illegal or dangerous weapons.

Video appears to show a fireball shoot from one unit at the Seawind Apartments just after 2 p.m. Witnesses and firefighters said they heard at least three explosions.

Devices discovered at the scene of an apartment fire in Chula Vista on Monday possibly point to explosives being involved in the incident, a source from the Chula Vista Police Department (CVPD) told NBC 7.

David Wasson, 32, has been booked into central jail on charges of assault with a deadly weapon, driving under the influence of drugs and providing false identification to a police officer.

CVPD Fritz Reiber said Wasson was arrested at the scene on an outstanding warrant with San Diego Police from July. Wasson was living in the apartment but he wasn't the primary resident, police said.

Arson investigators were working on whether the fire was started on accident in the process of using dangerous substances or was an intentional act.

They're also trying to identify what the dangerous substance is, to see whether Wasson was trying to make a weapon, Reiber said.

Two people were treated for burns, including Wasson.

Residents in 24 units were not permitted to return to their apartments. The local Red Cross secured hotel rooms for 16 people while the rest are staying with family and friends.

The Seawind Apartment complex is about a block from the Northgate Market.

Witnesses say a man hanging off an RV traveling on Interstate 5 in Solana Beach looked to the ground and then stepped off the back stairs just moments before his death.

The crash occurred at approximately 11:33 p.m. on the northbound Interstate 5 south of Lomas Santa Fe according to the California Highway Patrol (CHP).

The victim was a 26-year-old Woodland Hills man, CHP Sgt.  Curtis Martin said.

“This pedestrian was seen by numerous witnesses hanging off the back of a mid-80s RV as it was traveling freeway speeds,” Martin said. “They saw the pedestrian looking at the ground and then actually take a step off of the back stairs and into the freeway lanes.”

The man was struck by several vehicles including big rigs and passenger vehicles, Martin said. He died at the scene.

The RV did not stop at the scene. The RV driver may not have been aware of the incident but Martin said investigators want to speak with the driver.

Anyone with information can call the CHP at (760) 643-3400.

Starting Tuesday, California Pizza Kitchen (CPK) restaurants in San Diego and Irvine will host a fundraiser to benefit the families of two Palm Springs police officers killed in the line of duty.

For three days – Tuesday through Thursday – CPK locations in San Diego will donate 20 percent of net sales to the families of slain Palm Springs Police Department officers Jose Gilbert Vega, 63, and Lesley Zerebny, 27.

Vega and Zerebny were gunned down on Oct. 8 while responding to a family disturbance call at a Palm Springs home. Vega, a 35-year veteran of the police department, had planned to retire this December. Zerebny, with the department for a year-and-a-half, was the mother of a 4-month-old baby girl and had just returned to duty from maternity leave.

CPK says the San Diego-based locations participating in the fundraiser for the fallen officers include:

• California Pizza Kitchen at Carmel Mountain
• California Pizza Kitchen at Fashion Valley
• California Pizza Kitchen at Otay Mesa
• California Pizza Kitchen at Solana Beach
• California Pizza Kitchen at La Jolla

Additional CPK eateries in Southern California also partaking in the fundraiser include restaurants in Laguna Hills, Mission Viejo, Tustin, Alton Square and Irvine Spectrum.

The company says guests can bring this flyer to a location – or mention the fundraiser to their server. The company will donate 20 percent of net sales to the fundraiser from dine-in, take-out and catering orders over the span of the three days. The fundraiser runs from the open to close of business at each location. Most restaurants open daily at 11 a.m.

On Tuesday, a public memorial service will be held for both officers at the Palm Springs Convention Center. At least 10,000 people were expected to attend the service.

Saudi Arabia Executes Prince for Murder: Official Media

A Saudi prince was executed on Tuesday after pleading guilty to killing a fellow Saudi after a brawl, official media reported, according to Reuters. Prince Turki bin Saud al-Kabir was found guilty by the court and serves as a rare example of a ruling family member subjected to execution.

The statement made by the ministry of interior did not say how the prince was killed. Most people who face the death penalty in Saudi Arabia are beheaded with a sword.

The ruling family is rarely faced with execution, one of the most prominent examples being Faisal bin Musaid al Saud, who assassinated his uncle, King Faisal, in 1975. While the ruling family is estimated to have several thousand members, only few hold nationally relevant government positions.

Border Patrol agents discovered 30 illegal immigrants hidden inside a tractor-trailer at a checkpoint in Salton City on Monday, according to the U.S. Customs and Border Protection (CBP).

A tractor trailer was stopped for an immigration check at approximately 9:15 p.m. at the Highway 86 checkpoint. When Border Patrol agents searched the trailer, they found 30 people hidden inside.

According to the CBP, the illegal immigrants had been locked inside the trailer from the outside—which could be a danger to the individuals.

The driver and the 30 people, whom are all Mexican citizens, were taken into custody.

Border Patrol agents had discovered 19 illegal immigrants inside a tractor-trailer at the Highway 86 checkpoint on October 5. A 44-year old man and 18 people were Mexican citizens, one person was from Guatemala, according to CBP. They were all arrested and will be sent back to their country of origin.

In that incident, CBP says the door to the trailer had also been locked from the outside, leaving no way for the 19 individuals to get out.

More than 900 civilians have fled Mosul into Syria as U.S.-backed Iraqi forces continued to advance toward the ISIS-held city, NBC News reported.

A total of 912 people are at the U.N.-operated camp in Syria, a spokesman for the Office of UN High Commissioner for Refugees (UNHCR) told NBC News.

More than one million civilians are still in Mosul, leaving humanitarian groups concerned. Iraqi and Kurdish authorities are almost done constructing a refugee camp that will be able to hold about 5,000 families, indicating a large number of people are expected to flee their homes.

Mercy Corps, a humanitarian aid agency, is calling for the U.S. to contribute $325 million in emergency supplemental funding to support fleeing Iraqi families.

Man on Lunch Break Saves Woman, Child Trapped in Wreckage

A suburban Chicago man saved a mother and her baby trapped in the wreckage of a car accident on his lunch break.

George Wood, a technician for Mr. Rooter Plumbing, was driving to lunch when he came upon the scene of a rollover crash at National Parkway and Woodfield in Schaumburg.

Nicole Srikanti and her 16-month-old son Dylan were trapped inside.

"When I ran up to the car you could hear them screaming inside, I was just thinking 'Get them out,'" Wood told NBC 5.

Wood grabbed a tire iron from his car and used it to smash Srikanti's window. A bystander gave him a knife to cut her seatbelt.

“I told her ‘Are you hurt, anything hurt’-- she just said ‘Get me out of here, please get me out of here, please save my baby,’” Wood said.

Wood smashed a rear window to reach Dylan who was belted tightly in his car seat.

“I cut the belt off him, passed him out to the firefighter,” Wood said.

Wood said he left the scene without speaking to Srikanti—he didn’t even know her name. NBC 5 recently got them on the phone with one another.

“Hi, George, thank you so, so much, I’m forever grateful for you,” Srikanti told Wood over the phone.

“No problem, no problem. I just didn’t want you guys to get hurt or anything like that,” Wood replied.

Srikanti recalled the moment Wood showed up on the scene of the accident.

“I heard a voice saying ‘I’m here ma’m,’ and it was like God standing there, I was so happy someone was there trying to help me and my son,” she said.

Schaumburg police say the accident could have easily been fatal and credit the proper installation of Dylan’s car seat with saving his life.

A woman died Wednesday after she was run over while her friend backed out of a San Marcos apartment complex parking space.

The incident happened at approximately 5:50 a.m. at Chateau Lake San Marcos Retirement Community on Circa del Lago.

The victim, an 83-year-old woman using a walker, approached the vehicle while it was moving, California Highway Patrol Officer Jim Bettencourt said.

The driver, an 83-year-old Lake San Marcos resident, had instructed the woman to wait by the curb while he backed out of his space.

Bettencourt said it appears there may have been some confusion.

"Unfortunately the driver backed up over the female," Bettencourt said.

The driver was able to remove the woman from under the vehicle and help her while security guards called 911.

Emergency personnel responded and transported the woman to Palomar Hospital where she was pronounced dead.

CHP will investigate the cause of the crash.

“As of right now it seems like a very tragic collision,” Bettencourt said.

He did not have any details on the woman’s medical condition prior to the collision.

Rubio Warns GOP: Don't Talk About WikiLeaks

Sen. Marco Rubio of Florida warned his Republican colleagues not to discuss the WikiLeaks dump of emails stolen from Hillary Clinton's campaign chair John Podesta.

"I will not discuss any issue that has become public solely on the basis of WikiLeaks," said Rubio in a statement to NBC News, breaking with Donald Trump's approach. "As our intelligence agencies have said, these leaks are an effort by a foreign government to interfere with our electoral process and I will not indulge it."

Rubio did not mention Trump by name, but he is clearly departing from his former rival on the issue. Trump has repeatedly brought up the WikiLeaks' hack, accusing the media of ignoring the stolen emails in an effort to protect Clinton.

"I want to warn my fellow Republicans who may want to capitalize politically on these leaks," Rubio said. "Today it is the Democrats. Tomorrow it could be us."

U.S. Secretary of the Navy Ray Mabus will make several stops in San Diego Wednesday, including a visit to General Dynamics NASSCO to meet with shipbuilders.

The trip will mark Mabus’ final visit to San Diego while serving as Secretary of the Navy, as Mabus plans to retire at the end of this year.

He’s expected to thank shipbuilders and employees at NASSCO for building and maintaining much of America’s fleet.

Mabus will talk about what has been accomplished since he took the Secretary of the Navy position in 2009, highlighting the four key priorities during his tenure: people, platforms, power and partnerships.

During his service as Secretary, Mabus has focused on social issues and energy-saving initiatives. He has also implemented uniform changes and gender-neutral job titles for women in the U.S. military, along with extending maternity leave for female service members.

Many employees at NASSCO told NBC 7 they were looking forward to seeing Mabus and appreciate him making the time to meet with them. Many wished the Secretary of the Navy a happy retirement.

“It’s important – important people come to see us, how we build our ships,” said one NASSCO builder. “We work really hard.”

Mabus is also expected to visit Naval Base San Diego and Camp Pendleton on Wednesday.

California Owner Reunites With Lost Terrier 'Scruffy,' 371 Days Later

Michael Greer had been marking down on his calendar all the days his dog had been missing.

During that 371-day period, Greer, of Palm Springs, frequently checked the area where his 6-year-old terrier disappeared, and visited the Coachella Valley Animal Campus so many times that employees recognized him when he finally reunited with "Scruffy" at the shelter on Tuesday.

"When he saw his dog, he wanted to jump into the kennel," said Marisa Sanabria, a supervising animal care technician. "He couldn't believe his dog was here."

In October 2015, Greer asked a friend to keep an eye on Scruffy when he went out of town for work — but somehow the dog escaped or disappeared near Bermuda Dunes.

Animal control officer Paul Villanueva discovered the pooch more than a year later Monday on Patrick Drive in Indio and took him to the Thousand Palms shelter. Thankfully, Scruffy was microchipped.

"(Greer) was crying when he found out his dog was with us," Sanabria said. "He had given up, because he had been to our shelter many times."

Sanabria and other employees were very excited to see that Greer finally reunited with his long-lost pup.

A young mother says a stranger walked up to her inside the Overland Park, Kansas, Walmart and attempted to steal her baby before he started choking her four-month-old.

Overland Park Police said the woman stopped by the Walmart on Wednesday morning to pick up a few items when she was approached by an unidentified man at checkout, NBC affiliate KSHB reported.

The stranger then attempted to grab the infant out of a cart and flee. He began choking the baby until it turned red, police said. The mother screamed for help and other shoppers tackled the man and subdued him until police arrived. The suspect remains in police custody.

The mother told police she did not know the man. Authorities said the man may have been under the influence.

The child was treated at the scene and was not seriously injured in the attack, KSHB reported.

Fiat Chrysler Recalls 250K Vehicles

Fiat Chrysler is recalling more than 250,000 vehicles because of a variety of issues, including air bags not inflating during a crash.

The recall covers over 180,000 Jeep Wrangler SUV’s from the 2016 and 2017 model years with air bag issues - all in the US and Canada.

In government documents, Fiat Chrysler says wiring to a sensor can come loose, cutting off signals to an air bag computer. If that happens, the seat belt pretensionsers won't work and the air bag won't deploy.

The problem was discovered during company crash tests. Fiat Chrysler recalled nearly 1.9 million vehicles worldwide last month for the same problem.

Also recalled were nearly 75,000 Dodge vehicles that have a potential fire risk after tests were conducted. Those models include: Ram 2500 and 3500 pickups, 3500, 4500 and 5500 chassis cabs from the model years 2007 to 2013 as well as Dodge Charger Pursuits from the model years 2011 to 2014.

Owners will be notified when to bring in their cars for service.
