Video Shows Chicago Police Shooting

Video being described as "horrific" and "graphic" was released Friday in connection with the fatal Chicago police shooting of an 18-year-old car theft suspect as he ran away from officers last week.

The videos do not show the gunfire that killed Paul O'Neal, but show the events leading up to and after the shooting, including officers firing at a moving car and O'Neal bleeding on the ground.

"It's disturbing and it's violent and it's scary," said O'Neal family attorney Michael Oppenheimer, who called the shooting an "execution." "Again, I’m asking for a special prosecutor — I’m not the prosecutor now. What I saw was pretty cold-blooded. There’s a lot of emotion there, There’s a lot of stuff. There's no question in my mind they ran this kid down and murdered him."

O'Neal, of the 1700 block of E 70th St, was killed around 9 p.m. July 28 in the city's South Shore neighborhood. Officers saw a Jaguar S-Type convertible that had been reported stolen from Bolingbrook, according to police. Police said they "attempted to curb" the car near 74th Street and Merrill Avenue when the Jaguar sideswiped the police vehicle and another nearby parked car.

In the footage, a Jaguar is seen scraping a squad car and another vehicle as an officer opens fire on it. At one point, someone is seen running from the vehicle and officers follow on foot. The suspect then disappears from view and gunshots are heard. 

O'Neal is later seen on the ground, his back bloody as police handcuff him. 

Officers allege O'Neal fired at them before he was shot. At one point, an officer is heard saying, "They shot at us too right?"

Police later said no weapon was recovered from the scene.

Autopsy results show O'Neal died of a gunshot wound to the back.

Police Supt. Eddie Johnson said the dashcam and body camera videos suggested departmental policy was violated in the shooting. Three officers have since been "relieved of police powers." 

"My promise to the people of Chicago is that we will be guided by the facts and should wrongdoing be discovered; individuals will be held accountable for their actions," Johnson said in a statement Friday. "The shooting of Mr. O'Neal has raised a lot of questions about whether departmental policies were followed. While IPRA conducts a thorough investigation, we will not wait to look for ways we can learn from this incident."

"A young man lost his life, and as a city we grieve any time that happens," Mayor Rahm Emanuel said in a statement. "I support Superintendent Johnson's quick and decisive action over the past eight days, which I believe underscores the fundamental change in how the city handles police shootings.  I know Sharon Fairley is already investigating this case, and I have faith that she will reach a conclusion and promptly issue recommendations."

Dean Angelo, president of Fraternal Order of Police Chicago Lodge 7, stressed in a statement the need for "each individual perspective" on the "chaotic incident" to be considered. 

"Now more than ever, police-involved situations which result in a death need to be completed in a time frame necessary to ensure that a thorough and impartial examination is adhered to," Angelo said. "While this case remains fluid in nature, it is of critical importance to every Chicagoan to not rush to judgement and to allow the systems in place to play out."

Attorneys for the O'Neal family said his relatives saw the footage moments before it was released to the public and were visibly upset and too distraught to address the media after.

They spoke hours later, saying they "just want answers."

"I’m very hurt, words can’t describe how I feel at this moment,” said his sister Briana Adams, who noted in an emotional statement that she wanted "everybody to know that Paul had goals." 

Police spokesman Anthony Guglielmi said the shooting's "chronology of events is complex" and still being investigated by the Independent Police Review Authority.

Earlier this week, the department said it was investigating after it was found that the body camera of an officer involved in the shooting wasn't recording at the time.

"You actually see the accident and it appeared to me that you see a Jaguar that Paul was in, the police car goes down the wrong way and slams into the Jaguar, the Jaguar stops," Oppenheimer said. "It's quite disturbing. All you see is a bunch of smoke and then you see running and hear the gunshots. It's pretty graphic."

The release Friday morning is the first time the city has released video of a fatal police shooting under the department's new policy, which calls for the video to be released within 60 days. 

The policy was part of an effort to restore public trust after video released last year showed an officer shooting 17-year-old Laquan McDonald 16 times. The footage sparked protests and outrage nationwide and ultimately led to the firing of former police superintendent Garry McCarthy.

O'Neal's family has since filed a wrongful death suit in federal court.

41 Arrested in Tennessee Online Human Trafficking Sting

A high school teacher, college football player and state IT specialist were among the 41 people arrested as part of a three-day sting to crack down on human trafficking in Nashville, Tennessee.

Undercover agents posted ads on the classified site Backpage.com to find people who were willing to pay to have sex with juveniles, as part of "Operation Someone Like Me," the Tennessee Bureau of Investigation said. They got 485 responses.

Agents posed as juveniles in some of the ads, and 18 of the men paid to have sex with an underage female.

"This is our most significant operation to date," TBI Director Mark Gwyn said.

More Than 1,000 US Spies Protecting Rio Olympics

U.S. intelligence has assigned more than 1,000 spies from 17 agencies to protect the Rio Summer Games and American athletes and staff as part of a highly classified effort, NBC News has learned.

Hundreds of analysts, law enforcement and special operations personnel are already on the ground in Rio, according to an exclusive NBC News review of a highly classified report on U.S. intelligence efforts.

In addition, more than a dozen highly trained Navy and Marine Corps commandos from the U.S. Special Operations Command are in Brazil, working with the Brazilian Federal Police and the Brazilian Navy on Olympic Security, according to senior military officials.

The U.S. military has also placed larger military units on call should a rescue or counterterrorism operation be needed, the officials said.

Sharks Seen Eating Whale in Mass.

Three beaches on Cape Cod were closed to swimming Friday after as many as six great white sharks were spotted feeding on a whale carcass.

The carcass has since washed up near Noons Landing in North Truro. Noons Landing, Beach Point and Cold Storage beaches are off limits to swimmers through Sunday.

The dead whale was spotted Wednesday morning floating in Cape Cod Bay off North Truro. The sharks were also seen Thursday about four miles from Pamet Harbor, according to the town of Truro.

The Center for Coastal Studies captured video of sharks feeding on the minke whale carcass on Thursday. The 11-foot long female whale was floating belly up. There were no outward signs of the cause of death.

The town urges patrons of bayside beaches to remain vigilant and report any shark sightings to Truro police.

Yes, Michael Phelps' Olympic Blazer Will Glow

Your eyes would not be deceiving you if it looks like Michael Phelps is glowing with pride as he carries the American flag Friday night during the Rio Olympics Opening Ceremony.

Phelps, like the rest of Team USA, will be wearing a Ralph Lauren-designed blazer during the athlete march into Maracana Stadium. But with a flip of a switch in the pocket of his specially designed blazer, Phelps will start to glow — well, to be more specific the Team USA circular logo on the front of the blazer and the “USA” on the back will light up, causing the most decorated Olympic swimmer of all time to stand out among the thousands of athletes in the arena.

To create the look, Ralph Lauren took the official jacket made in Rochester, New York, and sent it to a Flex facility in Texas, where battery-powered electroluminescent panels were placed on the blazer.

"The Flag Bearer Jacket will literally light the way for Team USA as they represent our country in the Opening Ceremony of the Olympic Games,” said David Lauren, Executive Vice President, Global Advertising, Marketing & Communications. "This groundbreaking jacket exemplifies Ralph Lauren’s continued exploration of the intersection of fashion and technology. For an athlete, being chosen as the flag bearer for Team USA is an extraordinary honor, and we wanted to pay tribute to that position."

For all of the fashionistas out there who are looking for details on what Team USA will wear, here are the specifics: a deep navy blazer complemented by gold buttons, repp-stripe trim and an embroidered Polo Pony; a red, white and blue-striped T- shirt and selvedge white denim jeans with inspirational details ("Faster, Higher, Stronger"), boat shoes, striped cotton bracelets and navy grosgrain belts.

Phelps is one of just two people who will get to wear the light-up jacket. The yet-to-be-named flag bearer of the U.S. Paralympic Team also will get the honor of lighting the switch on a blazer of his or her own.

Fact Check: Kaine vs. Pence on Unemployment

In comparing the records of the vice presidential candidates, Donald Trump ignores prevailing economic trends when he notes that when Tim Kaine was governor of Virginia “unemployment doubled” while under Gov. Mike Pence, Indiana has seen “great job growth.” Kaine served during the Great Recession when every state saw unemployment rates rise significantly, and Pence has served during the economic expansion following that recession, when every state but one has seen job gains.

We have long cautioned our readers to be wary of claims about governors’ performance on job creation, because economists point out that job gains and losses, and unemployment rates, tend to track regional and national trends. And viewing them out of that context presents a distorted view.

Such is the case with Trump’s comparison, which he made during a speech in Daytona Beach, Florida, on Aug. 3.

Trump, Aug, 3: Your vice presidential candidate, running along with Hillary, you know what happened the first week, [Kaine] raised taxes in the state of Virginia, and I think you heard, by $4 billion. $4 billion. And that was when he started. Unemployment almost doubled, in fact it might’ve more than doubled. So his first act was a tax increase, his second act was watching the state go to hell.

… You look at Mike Pence, the great job he’s done in Indiana, it’s been amazing. Lower taxes, great job growth.

A similar comparison is made on the Trump campaign website.

Before we get to the jobs numbers, a word about Trump’s claim that in Kaine’s first week as governor, he “raised taxes in the state of Virginia” by $4 billion. Not long after taking office, Kaine proposed higher taxes on auto insurance and purchases, as well as higher fees for car registration and stiffer fines for driving offenses. The Washington Post estimated the higher taxes and fees would raise revenue of $1 billion a year, or $4 billion total over the four years of Kaine’s term. The extra money would have been earmarked to ease the state’s transportation woes — going to mass transit, highway construction and road projects.

However, the Republican-led state Legislature squashed Kaine’s transportation proposal. So it would have been accurate for Trump to say that in his first month of office Kaine tried to raise taxes by $4 billion, but inaccurate to say Kaine “raised taxes” by that amount, or to go even further and suggest a cause-and-effect that the tax increase hurt the job market. The proposed tax hike never came to pass. (In Kaine’s final budget proposal, he proposed income tax, alcohol and cigarette taxes that the conservative Americans for Tax Reform projected would come to “nearly $4 billion in higher taxes,” but that plan was rejected as well.)

Unemployment

According to the Bureau of Labor Statistics, the unemployment rate in Virginia went from 3.2 percent in January 2006 to 7.4 percent in January 2010 (Kaine’s time in office). The national unemployment rate over that period went from 4.7 percent to 9.8 percent. So one could say the unemployment rate more than doubled in Virginia under Kaine. Or one could say unemployment was 1.5 percentage points better than the national average when Kaine took office and 2.4 percentage points better than the national average when he left.

As for Pence, the unemployment rate in Indiana was a little worse than the national average when he took office (8.4 percent in Indiana, 8.0 percent nationally) and was slightly better than the national average in June (4.8 percent in Indiana, 4.9 percent nationally).

Job Growth/Loss

During Kaine’s term as Virginia’s governor, the state lost a net 97,800 jobs, according to the Bureau of Labor Statistics. That’s a job loss rate of 2.6 percent. But that’s better than the national average. Nationwide, there was a 4.2 percent rate of job loss over the same period.

And under Pence in Indiana, the state has added a net 153,800 jobs (as of June, the latest data available). That’s a job growth rate of 5.3 percent, worse than the 6.6 percent job growth rate nationally over the same period.

So what does that tell us about Kaine’s performance on jobs relative to Pence’s? Very little.

“The U.S. macroeconomic climate was completely different for these two periods,” Tara Sinclair, a George Washington University economics professor, told us via email. Kaine’s term in office, 2006 to 2010, “included the Great Recession, the worst economic downturn in U.S. history since the Great Depression,” while in comparison, Pence’s time in office, 2013 to 2016, “was a continued economic expansion following that recession,” Sinclair said. “So yes, although the raw numbers are consistent with the claim, the context is very different.”

As always, we caution readers to view jobs claims with skepticism, and to put any claims about job gains or losses into the context of regional and national trends.

School in La Jolla Mourns Sudden Death of Teacher

A school in San Diego’s seaside community of La Jolla is mourning the unexpected death of a beloved English teacher, school officials confirmed.

In a letter sent to parents on Wednesday, Amieclaire Roche – Head of The Bishop’s School on La Jolla Boulevard – announced the sudden death of longtime English teacher Robert Mulgrew, 59.

Roche said Mulgrew died Tuesday while on vacation on the East Coast with his family.

Colleague Gary Hendrickson, also an English teacher, said Mulgrew was "beloved by everyone at the school" and also coached the girls' basketball team.  

"He was as comfortable in the English office talking about Virgil and Dante as he was in the athletic office talking about Steve Kerr," said Hendrickson, who worked with Mulgrew for the past eight years. 

NBC 7 reached out to the school Thursday and Suzanne Weiner, director of marketing and public relations for the school, said Mulgrew died in some sort of accident but noted, “at this time, the circumstances of Mr. Mulgrew’s death aren’t known.”

NBC 7 spoke with Mulgrew's niece, Allison Klein, via email who said Mulgrew was involved in a swimming accident while on vacation in Lake George. He died in Bolton Landing, New York.

Weiner said Mulgrew, who was also the chair of the English department at The Bishop’s School, had worked at there since 2003.

“The school community is saddened by Robert's passing and we are keeping his family in our thoughts and prayers,” Weiner added.

In her letter to parents, Roche also echoed that the news of Mulgrew’s death “saddens anyone who had the privilege of working with Robert, having him as a teacher, or knowing him and his wife, Francesca Gallozzi.”

"He was one of those individuals who was able to walk into any space and invite others to be who they are," Hendrickson said. "You could be around him only a few minutes and be made better by him."  

Hendrickson said he adored his two children. 

Roche said the couple has two children – Duncan and Sophie – both of whom are current students at The Bishop’s School, part of the class of 2018 and 2019, respectively.

The Head of School continued:

“Robert's gifts to the Bishop's community were countless: his vibrant and skillful teaching, his care for advisees, his affection for coaching, his sound counsel to colleagues on all aspects of education and his commitment to Bishop's each and every day of his years with us.”

According to the school’s website, Mulgrew was also Head Coach of the girls' junior varsity 2016-2017 basketball team. His daughter, Sophie, is listed as a player of the team's roster.

Roche’s letter said the teacher’s family is still making arrangements for his memorial, and asked for privacy for his wife and children. No further details were released.

Meanwhile, in a separate note to Bishop’s community, Roche said Mulgrew’s family has created a tribute page on Facebook dedicated to their loved one.

“A person who touched everyone he met in immeasurable ways. We love you and we miss you always,” the Facebook page notes, of Mulgrew.

The Facebook page includes many photos of Mulgrew with his family and friends. There, people are invited to leave message of support and love for Mulgrew’s family.

NBC 7 spoke with one of Mulgrew's colleagues and a student Friday, both of whom said Mulgrew was an unforgettable, dynamic educator. Mulgrew's colleague said Mulgrew loved his children very much. The student said he saddened that his younger brother, also a student at The Bishop's School, won't be able to have Mulgrew as his teacher.

"My favorite thing with Mr. Mulgrew was he was a big finger-pointer," said student Sahil Sheth, a recent graduate who demostrated Mulgrew's finger-pointing for NBC7. "We use to call it like an athletic finger-pointing. Someone would make a point, and he'd get excited and say 'Yes! Yes! Yes!' You could just tell he was just as excited about the point as the student was." 

The Bishop’s School – a coeducational, college preparatory independent day school affiliated with the Episcopal Church – serves 800 students in grades six through 12 who live throughout San Diego County. It was founded in 1909.

2 Hurt in Pacific Beach Hit-and-Run Crash

Two men were seriously injured in a hit-and run crash late Thursday in Pacific Beach, north of San Diego.

A four-door sedan slammed into the men who were crossing the street just after 1 a.m., San Diego Police said. Officers say a car was stopped at the intersection of Garnet Avenue and Baynard Street near the Bank of America building when another car traveled into another lane to pass. That’s when the passing car struck the two men.

The driver did not stop, police said.

The victims, described by police as a 23-year-old man and 25-year-old man were transported to a nearby hospital. One of the victims was said to have suffered a traumatic brain injury, police said.

It was not clear if surveillance video captured the collision however, the location is along a busy strip of shops, bars and businesses.

No details were given on a suspect or a vehicle.

Citizens Pay Their Respects to Fallen SDPD Officer

Hundreds of people lined the streets to watch the procession for fallen San Diego Police Officer Jonathan De Guzman during a public memorial service on Friday morning.

Law enforcement officers from across the country and civilians gathered to pay their respects to Officer De Guzman who was shot and killed in the line of duty last week.

The procession of law enforcement officers made its way eastbound on Interstate 8 to Greenfield Street.

Many who came to watch the procession told NBC 7 that they wanted to show support for the De Guzman family and for all of law enforcement.

“We just really want police officers to know we are behind them, absolutely. It’s been really hard for them and it’s important they know we support them,” said Lakeside resident Jamie Marzan.

Citizens gathered at street corners waved flags, many waiting since early Friday morning for a chance to say thank you.

“It’s just beautiful to see all the involvement, all the people who were out there and just giving their respects. It was a beautiful thing,” Debbie Marzan said.

De Guzman, 43, died July 28 when he was multiple times, at point-blank range during a traffic stop. De Guzman's partner Officer Wade Irwin was injured in the attack and is expected to make a full recovery in the hospital.

“I just think it’s sobering. You see these vast numbers of people that are there taking care of us every day. It’s kind of a shame it takes a tragedy to pull us together and be respectful and thankful for what they have done for us,” Karen Heany said.

De Guzman is survived by his wife and two children.

Local Coach Goes on Cursing Rant Against Umpire

A local baseball coach was caught on camera unleashing a foul-mouthed tirade on an umpire in front of teenage players in Poway.

Coach Trent Holbrook’s cursing rant has been the talk of the United States Amateur Baseball Federation Tournament.

Now, Holbrook is apologizing: “I went overboard a bit.”

The flare up came in the 5th inning of the game at Westview High in Poway after what Holbrook calls a series of bad calls by the umpire against his San Marcos traveling team called R.I.P. or Raising Individual Performance.

It’s made up of 16-year-olds.

“Why would you take the integrity out of the game and call a pitch over someone's head,” Holbrook said. “Not at the neck or letters; over the head where the catcher stands up.”

After challenging the umpire, the video shows Holbrook start walking back to the dugout. Suddenly he makes a U-turn after hearing some unsavory words, possibly from the umpire.

Holbrook says he should not have cursed but that doesn’t mean he won’t dispute a call in the future.

“I am regretful of my actions, the language. Can I say I'm never going to get fired up again and argue a call, no,” Holbrook said.

In addition to Holbrook three of his coaches and one of his players were kicked out of the game.

The tournament director said that while he's not going to penalize Holbrook's team, he has suspended Holbrook indefinitely from tournament activities.

San Diego Archery Olympians Qualify High in Rio

Team USA’s Olympic archers – many of whom have trained in San Diego – were on point Friday, qualifying in second place in Rio de Janeiro during the men’s archery individual ranking round.

Team USA ArcheryTwitter page confirmed San Diego archers Brady Ellison, Zach Garrett and Jake Kaminski qualified in the second, 15th and 31st places, respectively, in Friday’s ranking round. NBC Olympics reported Ellison came in second place behind South Korea’s Kim Woo-jin.

The men’s high rankings give Team USA’s archery team a good shot at making that Olympic medal podium in Rio.

According to NBC Olympics, the United States is poised to take third place in the archery team competition, behind South Korea (first place prediction, per NBC Olympics) and Italy (second place prediction, per NBC Olympics). The archery competition at the 2016 Olympic Summer Games starts Saturday at 9 a.m. from Sambódromo in Maracaña in Rio. It continues through Aug. 12.

Team USA archers Ellison, Garrett and Kaminski – along with women’s archery athlete Mackenzie Brown – are resident athletes at the Chula Vista Olympic Training Center (OTC) in San Diego’s South Bay. Kaminski was at OTC from 2008 to 2012.

Kaminski has been active on social media from Rio, posting to his Twitter and Instagram accounts, including this celebratory photo of himself with Ellison and Garrett and the caption: “Ten! Ten! Ten! Nothing like shooting three tens in a row in Team Rounds.”

Kaminski touted the archery competition in Rio “is going to be quite the show.” The athlete has also posted photos of himself proudly holding the Olympic Torch, and carpooling with his fellow archers, Brown sitting in the middle.

Woman Accused of Arson in Chula Vista Fires

A woman considered a person of interest in a Thanksgiving Day fire that destroyed a World War II-style bunker in Chula Vista now faces arson charges, officials said.

Shirley Anne Gentry, 54, was arrested Friday after a trash can fire was reported at 5:16 a.m., in the 200 block of Broadway in Chula Vista.

Two other fires were reported within a half hour, both on Broadway according to police.

Chula Vista Fire Personnel led the Chula Vista Police Officers to Gentry who was detained in a restaurant parking lot also located on Broadway.

Gentry has been considered a person of interest by the Chula Vista Police and Fire Arson Investigators since a Thanksgiving Fire in 2015 where a shed near a church was burned in the 600 block of G Street.

Arson investigators allege that Gentry was observed on video at the Salvation Army donation center where two fires were reported. The first fire involved the burning of a mattress on July 12 and the second fire occurred on July 27 which involved a burning couch.

On Thursday, the dumpster located at the Arco Station at 765 E Street was set on fire just after Gentry was suspected of shoplifting and was asked to leave, police said.

Gentry will be booked into Las Colinas Women’s Detention Facility for eight counts of arson.


‘He Was My Son’: Fallen SDPD Officer’s Mother Pays Tribute

In a deeply heartfelt moment, the grieving mother of a San Diego Police Department (SDPD) officer killed in the line of duty said the fallen hero was many things to many people but to her, he was her son.

“He was a follower of the Lord; a family man; an outstanding member of the San Diego Police Department and the community,” said Fe De Guzman of her son, SDPD Officer Jonathan “JD” De Guzman, at his memorial service Friday.

“But, most importantly to me, he was my son,” she wept. “He was my son.”

As Fe cried, she was consoled by SDPD Chaplain Chuck Price, whose head hung low as he rested his hand on back.

“Jonathan was my first child and the eldest of his generation in our family. He was the older brother to not only his siblings, but to all his cousins,” Fe continued. “He would light up a room when he walked in. He cared for each and every person. I have been so proud of him. He has been there for each and every one of us – even me – because he was my son.”

Fe said her family is extremely tight-knit. She and De Guzman’s father moved into her son’s family home and saw him every single day.

Fe said her fondest memory and the thing she’ll miss the most about her son was the moment right before he left for work every day. Each day, she said De Guzman would take a minute to be with her and his father and, in her words, “to pray, to share his love, his gratefulness for us and to pray that would come back home.”

“This simple act was also our last moment with him,” Fe reflected.

The mourning mother said that night when her son didn’t return home from his job as an SDPD Gang Unit officer reminds her of how precious life is and how important it is to cherish those moments with the people you love.

“Cherish them, for we do not know how much longer we have or [which day] will be our last,” Fe told the enormous group gathered for her son’s memorial service at Shadow Mountain Community Church in San Diego’s East County Friday.

Fe added that De Guzman “risked his life to make this world a better place” and asked others to take a little of her son’s spirit and, to quote Mahatma Gandhi, “Be the change you wish to see in the world.”

“To my son, Jonathan, I love you very much and you will always be in my heart. Your dad and your siblings, your nieces and nephews, we’ll always love you forever. We love you so much,” Fe concluded.

In another moving tribute, De Guzman’s teenage son – Jonathan De Guzman II – also talked about how much his father meant to him.

“Now he’s gone and he won’t be there when I graduate. He won’t button my cufflinks or fix my tie,” said the teen, who’s currently a senior in high school.

“He won’t see me if I get married; he won’t see me graduate college. He won’t be at any more of my competitions,” Jonathan Jr. said, his voice trembling.

The teen said his father always told him he could do anything in life, and that he’d always be there to support his dreams.

“He always believed in me,” said Jonathan Jr.

The teenager described that horrific night last week when SDPD Chief Shelley Zimmerman and three other officers came to his family’s home to tell them De Guzman had been killed in the line of duty.

“I still vividly remember the day,” he cried. “And I regret so many things, like I wish I was able to spend more time with him…and wait for him at night to come home from work.”

Jonathan Jr. said he always knew his father was a hero and he has never been more proud to share his father’s name.

“His death motivates me to achieve my dreams and create a positive impact toward the world. I was never proud of my name until recently and I am so glad that my name is Jonathan,” he added.

After Jonathan Jr., De Guzman’s young daughter, Amira, also spoke, thanking everyone for attending her father’s memorial service.

De Guzman – a 16-year veteran of the force – was shot and killed on July 28, 2016 while he and his partner, SDPD Officer Wade Irwin, were on duty in San Diego’s Southcrest community.

Irwin stopped a man – suspect Jesse Michael Gomez, 52 – as Gomez walked in the area. SDPD Chief Zimmerman and prosecutors say Gomez opened fire at point-blank range on both officers – shooting Irwin in the throat and firing multiple times at De Guzman. Prosecutors say the attack on the officers happened so quickly, De Guzman never had a chance to raise his service weapon.

Irwin survived the shooting but remains hospitalized. Zimmerman said Irwin is expected to make a full recovery.

The shooting remains under investigation as officials try to piece together what led up to the gunfire as the nation still reels from recent killings of police officers in Dallas, Texas and Baton Rouge, Louisiana.

Gomez, a construction worker with a criminal record dating back to 1983, pleaded not guilty Tuesday in the shooting of the officers as he was arraigned from a hospital room. Gomez was wounded when Irwin, fired back as the suspect fled, police said. Gomez was arrested after the shooting when police officers found him wounded in a ravine near the crime scene.

De Guzman’s shooting in San Diego has touched many citizens who felt compelled to salute the fallen officer Friday during a police motorcade procession through the city leading up to the memorial service.

Thousands of San Diegans lined the streets and freeway overpasses to pay their respects as De Guzman’s casket made its way to the church. Police and law enforcement officers from all over the country also visited San Diego Friday to attend De Guzman’s procession.

Fe said her family is grateful for the “immense support” her son’s friends, colleagues and complete strangers have shown her family during this difficult time

De Guzman survived a stabbing 13 years ago in the line of duty and was awarded a Purple Heart by the SDPD for his valor. Zimmerman and the officer’s colleagues have described how De Guzman eagerly came back to work after the 2003 stabbing, vowing to protect San Diego with everything he had.

SWAT Standoff in Santee, Residents Told to Stay Indoors

Residents were asked to stay indoors after a SWAT standoff in Santee Friday evening, the San Diego Sheriff's Department (SDSO) confirmed.

The incident happened at approximately 2 p.m. on the 9900 block of Woodgled Vista Drive near Cuyamaca Street.

Deputies from several local Sheriff's Stations were also responding. 

It is unclear what led to the standoff.

Deputies say a 31-year old man fires crossbow at them, forcing them to fire back. It's unknown if the suspect was injured in the return fire.

No other information was immediately available.

SDPD Honors Slain Police Officer Jonathan De Guzman

Thousands of law enforcement officers escorted the casket of slain San Diego Police Officer Jonathan De Guzman as it traveled across San Diego County to a public memorial service Friday.

The fallen officer and his colleagues were saluted by not only firefighters on overpasses and bridges but by hundreds of citizens holding flags and signs. 

It was a touching outpouring of support for a police department one week after a shooting that killed one veteran uniformed officer in the line of duty and seriously injured another.

De Guzman, 43, who survived a stabbing 13 years ago and shot at a gun-wielding man three years ago, died July 28. The violent attack happened seconds after De Guzman's partner Officer Wade Irwin stopped a man walking in Southcrest, according to San Diego Police Chief Shelley Zimmerman.

The man turned and opened fire on both officers, investigators said.

De Guzman was shot multiple times, at point-blank range, while he was seated in his patrol vehicle. Prosecutors say the officer never had a chance to raise his service weapon.

Following recent police killings in Dallas, Texas and Baton Rouge, Louisiana, the shooting in San Diego prompted many citizens to show their support for the SDPD.

One man waving a giant American flag greeted the procession as it exited Interstate 8 just before 11 a.m., heading for Shadow Mountain Community Church.

Sprinkled on bridges and overpasses were people holding signs or flags. Eastbound traffic on I-8 pulled over into the center divide. One driver held his hands out of his window and clapped as vehicles from the procession drove in the opposite direction.

So many law enforcement vehicles took part in the procession, that there were still officers leaving the parking lot of Qualcomm Stadium as the hearse arrived at the site of the memorial service.

Chief Zimmerman spoke at the service, remembering the officer she once worked with at Mid-City Division as "a friend to all." 

She spoke passionately about the oath she and other officers take to protect the public.

“Make no mistake about it – we need police officers to stand that line between good and evil and between chaos and calm,” Zimmerman said at the service. “Every single day, every single night, we need them.”

California Attorney General Kamala Harris and San Diego Mayor Kevin Faulconer also spoke. Faulconer remarked that it was easy to see how J.D. grew to become a courageous, selfless man.

“At the end of the day, a police officer is a neighbor who cares enough to put it all on the line,” Mayor Kevin Faulconer said.

As De Guzman's colleagues spoke, their grief was obvious as each struggled to keep their composure.

GST Sergeant Allan Butchart, who worked with DeGuzman, has watched strangers leave notes flowers and balloons for the SDPD family at the peace officer's memorial outside SDPD Headquarters.

“If those strangers dropping off those flowers, balloons, etc knew him just for a minute, they would realize the depth of the grief we are all going through,” Butchart said.

Sgt. John Iammarino recalled De Guzman’s rookie pursuit, his loyalty, sense of humor and karaoke ability while Officer Cassie Ericson described her former partner as “a protector” and "a warrior."

Fe De Guzman said her son stopped for a moment before he left for his shift the night he was killed. She said he always stopped before going to work and prayed with his parents who lived with him and his wife, Jane.

“Remember to take an extra moment with your family and friends and tell them how much you love them and how grateful you are for them,“ she said.

It was the second memorial service in two days for the decorated officer, a 16-year veteran of the force who worked on an anti-gang unit.

A smaller crowd mourned De Guzman Thursday at his family church in Bonita, the small suburb where he will be buried. Uniformed police officers from as far as Chicago, New York, Aurora, Colorado, and Fort Worth, Texas, packed Corpus Christi Catholic Church for the 90-minute Mass.

Jesse Gomez, a construction worker with a criminal record stretching back to 1983, pleaded not guilty Tuesday to charges of murder and attempted murder from his hospital room. He is recovering from wounds he received in a gunbattle with police.

Prosecutors say the two officers pulled up to Gomez, who was on foot, and Irwin got out of the patrol car to ask if he lived in the area. Gomez, 52, is accused of shooting Irwin and then went to an open passenger door to fire several times into the car, killing De Guzman. After being shot, Irwin fired back as Gomez fled, prosecutors said.

Police have yet to determine a motive.

Two thousand law enforcement officers took part in the procession. Approximately 1,000 of the officers were from the San Diego Police Department.

Other agencies including the San Diego County Sheriff's Department were brought in to help patrol the city.

City Public Utilities Dept. Hit with Cronyism Accusations

Widespread allegations of favoritism in hiring have been leveled against the city of San Diego's Public Utilities Department.

A new auditor's report says dozens of candidates hired in recent years had inside "influence and connections".

Public Utilities oversees the city's water and sewage services.

Investigators uncovered an employee vetting process they allege was "abused" -- so that in a third of the cases reviewed, "friends and family members" of city staff were hired "to the detriment of public job applicants."

"The selection process that was prescribed was not followed,” says City Auditor Eduardo Luna. “The appointing authority had given specific directions, and they didn't insure that the staff followed those directions to have a fair and objective process."

The audit was sparked by a whistle-blower's hotline tip, and found that 41 out of 120 labor applicants selected between December 2012 and September of last year should not have been hired.

Also, that those with "connections" to city staff: family, friends, relatives “presumably benefitted from a word-of-mouth selection process".

The report cited bad record keeping, and abuses that "compromised the City's ability to defend itself against alleged violations of State and Federal employment laws."

Taxpayer advocates are outraged, but hardly surprised.

“Basically, the fix is in,” Richard Rider, chairman of San Diego Tax Fighters said in a Friday interview with NBC 7.

“It is an unspoken but given policy that when possible,” Rider added, shifting to a bureaucratic point-of-view in the telling: "'we're going to hire relatives; we're going to hire friends. We'll also hire other people, once the relatives and friends are hired. And you don't hire 100 percent, because that would be too obvious'."

The auditors pointed out possible misdemeanor implications, and confidentially referred names and cases to Public Utilities for further investigation.

The department is said to be undertaking a series of recommend reforms, with top tier city officials urging employees to "call out" improprieties.

Bar Fire Kills 13 in France: Police

A fast-moving fire swept through a birthday party in the basement of a bar in the northwest French city of Rouen, killing at least 13 people and injuring six others, authorities said Saturday.

The bar fire came as France is on maximum terror alert after two deadly attacks last month and was the second recent tragedy to hit Rouen, a city in Normandy. A priest was slain by two Islamic State extremists in his church outside Rouen on July 26 and his funeral was held Tuesday in Rouen Cathedral.

More than 80 firefighters battled the early Saturday blaze at the downtown bar in the city in Normandy, Rouen Mayor Yvon Robert said after the blaze was extinguished. 

The fire was "totally accidental," Robert told Europe 1 radio, mentioning a possible gas explosion "from the heat in a basement room doubtless too small for the number of people present."

It was not known how many people were partying at the Cuba Libre club. The area has been blocked off and Interior Minister Bernard Cazeneuve said a judicial investigation has been opened to discover the cause of the blaze.

He gave an initial count of 13 dead and six injured in the fire, which started after midnight Friday. The prefecture, which runs the region, said one of the six injured was in a life-threatening condition.

Images from outside the bar on French television showed a large ground-floor window broken open, burned red bar chairs and a tattered awning in front.

The mayor said the fire was "very brief."

The birthday party was "a moment of joy for those involved that ... ended tragically," Robert said.

The local Paris-Normandie newspaper said the fire ignited in the basement of the bar, which was rented for the evening for the birthday celebration. The paper, without citing sources, said the ceiling, which was covered in sound-insulating material, quickly ignited when candles were lit.

The paper quoted the deputy prosecutor at the site as denying initial reports of an explosion. Laurent Labadie was quoted as saying that the noise reported by neighbors was the sound of windows exploding from the heat.

In addition to the slaying of the French priest, another IS extremist launched a Bastille Day attack on the famed promenade in Nice, killing 85 holiday revelers with a truck before being shot dead by police.
