Two Teens Shot in Grant Hill

Two teens were shot while standing on the corner of a street in Grant Hill, police said. 

Police said an 18-year-old teen and a 14-year-old teen were standing on the corner of the 100 block of 29th Street when they heard gunshots and felt pain. 

The two of them ran away, police said, and police found them in an alley. 

The 18-year-old was shot four times and the 14-year-old shot once. 

Both were taken to the hospital with non-life threatening injuries. 

Police have no suspect descriptions. San Diego Police Gang Detectives are investigating. 


K9 Bites Officer During Pursuit

A police dog bit an officer during a pursuit early Sunday morning.

Shortly after 2:30 a.m., a police officer tried to pull over a driver for a traffic violation, San Diego Police said.

The driver took off and lead officers on a short chase before jumping out of the car and running off near the intersection of Fairmont Avenue at Camino Del Rio North in Kensington.

When the officer ran after him, he was bitten on the hand by his own K9 dog, police said.

The officer was treated and will be okay.

The suspect in the pursuit was arrested.

Missing Student's Sorority Search

The investigation into the disappearance of a Minnesota university student changed from a search for a missing person to a "water recovery effort" on Monday, police in Minneapolis said. 

Jennifer Houle, 22, was last seen around 1 a.m. Friday at the Blarney Bar in Dinkytown, a neighborhood in Minneapolis, police told NBC News. Houle’s purse was found two hours later about three blocks away from the bar.

Police on Monday said they'd obtained video which showed Houle entering the Mississippi River from the 10th Avenue Bridge. No foul play was suspected, they said.

"We extend our deepest condolences to the Houle family and all of Jennifer's many friends," the department said in a statement.

Houle was a member of the Pi Beta Phi sorority at the University of Minnesota. Her sorority sisters posted a message on Facebook asking for the public to join the search. "We need all the help we can get to find this warm-hearted, beautiful person." The message has been shared more than 8,000 times.

Friends and family hosted a prayer vigil Sunday night at Stillwater Area High School. Houle graduated from Stillwater in 2011, according to Minnesota Public Radio News.

Body Found Inside National City Van After Car Fire

A body has been found inside a van in National City after a car fire, police confirmed to NBC 7. 

The body was found after a car fire at the 2200 block of Tidelands Avenue at a truck stop, National City Police said. 

Police said they did not know whether the body was a man or female and they did not know how long it took firefighters to put out the fire.

$1,000 Reward Offered for Information on Shooting

Police are offering up to $1,000 for information leading to the arrest of a man that allegedly shot a man in San Diego's East Village. 

The victim is in critical condition after he was shot in the head in East Village and is not expected to survive, police said.

The incident happened at approximately 4:40 p.m. Saturday when San Diego Police officers were flagged down by two residents at the 1500 block of J Street.

Officers found a 47-year-old man suffering from a gunshot wound to the head, police said. 

The victim was taken to UC San Diego hospital. He is in critical condition and is not expected to survive.

Police are investigating the incident and looking for the public's help in solving the attempted homicide. 

Anyone with information is asked to contact the San Diego Police Department's Homicide Unit at (619) 531-2293 or the Crime Stoppers anonymous tip line at (888) 580-8477. They are offering up to $1,000 for information leading to the suspect's arrest.

Body Found at Scene of Chula Vista Brush Fire

Police have found a body while responding to a brush fire in Chula Vista. 

Chula Vista Police and Fire officials responded to a fire at C Street and Broadway Sunday evening at approximately 9:03 p.m. 

Officials said they found a body in the fire at a river bottom. 

The fire spread to half an acre before crews got it under control, they said. Officers at the scene said when they arrived, transients were in the area.

Police say the scene is an active crime scene investigation. 

Police did not know whether the body was a male or female.

Coachella Bans Selfie Sticks on Festival Grounds

Festival goers can leave behind their selfie sticks when packing for their trips this year.

The Coachella Valley Music and Arts Festival in California is the latest in a string of festivals and venues to ban ticket holders from carrying in the popular selfie stick. 

"NO Selfie Sticks / Narsisstics [sic]," the website reads. Festival organizers did not immediately reply to a request for comment. 

Selfie sticks help large groups take selfies easier, but organizers of several large music festivals around the nation are banning the stick on their grounds. 

Earlier in the week, Lollapalooza, a summer music festival in Chicago, also had a noticable addition to its FAQ section on the website for 2015 festival goers, NBC Chicago reported: no selfie sticks.

"GoPro attachments like sticks, selfie sticks & monopods," the website clarified. Professional recording equipment, such as detachable zoom lenses and tripods, will also not be allowed into festival grounds. 

It was immediately unclear whether other large music festivals in California would institute a similar ban. HARD Fest, a popular music festival in Los Angeles, did not specifically mention selfie sticks on their prohibited items list, though they do not allow professional recording equipment such as cameras with detachable lenses, or videos cameras or GoPros. 

Other popular California music festivals, such as Outside Lands in August or County Summer in June, do not specifically mention selfie sticks. The highly anticipated San Diego festival, Kaaboo, will not allow audio or video recording equipment on festival grounds. 

ULTRA, a large music event in Miami, specified on their website that they would not allow festivals goers in Miami to bring in "professional cameras, flash cameras or video and audio recording equipment, or camera poles." Summerfest, a Milwaulkee, WI festival, did not specify whether they would allow the sticks. 

Music festivals are not the first to institute a selfie stick ban. The Smithsonian's Hirshhorn Museumbanned the popular sticks in February

1 Dead in Shooting Outside NSA Facility in Maryland

A man is dead after two men dressed as women tried to gain unauthorized entry with a stolen vehicle at a National Security Agency gate at Fort Meade, Maryland, Monday morning.

When the driver of a Ford Escape ignored an NSA police officer's instructions to leave the campus about 9 a.m., barriers were deployed. NSA police fired shots at the vehicle as it drove toward an NSA police vehicle blocking the road, according to the NSA. The vehicle crashed into the NSA vehicle.

One of the men died at the scene. The other was taken to a hospital. The cause of death hasn't been determined, the NSA said.

Prior to the shooting at Fort Meade, the men robbed someone at a hotel in Jessup, Maryland, sources told News4. Their vehicle was taken from the hotel.

One NSA officer also was taken to a hospital.

From Chopper4, emergency workers could be seen caring for an injured, uniformed man who was loaded into an ambulance.

At least one gun and drugs were found in the stolen Ford Escape the men were riding in, according to NBC News.

A senior U.S. official told NBC News that the incident appears to be a "local criminal matter."

The FBI is leading the investigation. Its Baltimore office said they do not believe the incident is related to terrorism.

“The incident has been contained and is under investigation,” said Col. Brian Foley, Fort Meade garrison commander.

The Department of Defense said they are not considering any changes to installation points of entry at this time.

Fort Meade, a United States Army installation, is home to approximately 10,000 military personnel. More than 51,000 military, civilian and contract employees work at the installation.

9th Circuit Appeals Court American Flag T-Shirt Case

The U.S. Supreme Court declined on Monday - without any explanation - to take up a free speech case that was sparked over boys wearing American flag T-shirts on Cinco de Mayo at a Morgan Hill high school five years ago.

The justices met Friday behind closed doors to decide whether to hear the case: Dariano vs. Morgan Hill Unified School District, which a federal appeals court in San Francisco refused to reconsider in September 2014. But a decision to not take the case was quietly posted Monday.

"It's unjust, it's discretionary, it's politicized," Robert Joseph Muise, the plaintiff's lead counsel for the conservative American Freedom Law Center, told NBC Bay Area Monday morning. "The 9th circuit set a horrible precedent. Why? I don't know and they won't tell me."

But San Francisco-based Gordon and Rees LLP attorney Don Willenburg, lead counsel for the school district, said he was happy the previous court ruling was left standing because student violence is a "particularly salient concern in an era of rampant school violence."

The decision not to take the case means the February 2014 decision made in San Francisco by the 9th U.S. Circuit Court of Appeals stands. That court also let stand a lower court ruling in favor of Live Oak High School Principal Nick Boden and Vice Principal Miguel Rodriguez, who asked a group of boys to change or hide their red-white-and-blue clothes and T-shirts by turning them inside out out of concern about violence that might break out on Cinco de Mayo in 2010, at a school where 40 percent of the student body was Latino. The May 5 holiday commemorates the Mexican army's unlikely victory over French forces.

The administrators worried that the blatant American flag symbols on a day honoring Mexican pride would instigate violence on campus. And Willenberg said threats of "physical fights" over the shirts had been made on that day.

The boys, their parents, attorneys and conservative talk show hosts, argued, however, that they had every right to wear what they wanted - especially red, white and blue.

But the two sets of judges noted that Live Oak High School documented at least 30 fights on campus during a six-year span between gangs and "between Caucasian and Hispanic" students and that administrators had good reason to tell the boys not to wear the T-shirts on a Mexican holiday, court documents state. One of those fights occurred a year before the day in question, when mostly white students hung an American flag on campus, chanted "USA," and cussed at Mexican students, the judges noted.

Both Boden and Rodriguez are no longer at the school. The boys who wore the shirts - Daniel Galli, Austin Carvalho, Matthew Dariano and Dominic Maciel - have all graduated.

But William J. Becker Jr., the boys' parents' lawyer, who is the president and CEO of Freedom X, a group that protects "conservative and religious freedom of expression," vowed to appeal the decision - and he did, bringing it all the way to the highest court in the country.

Becker's side was represented by the American Freedom Law Center in Michigan. The conservative Alliance Defending Freedom in Georgia, and The Claremont Institute's Center for Constitutional Jurisprudence in Orange, Calif. signed on to the case in support of the boys' families. They had argued the T-shirts represented freedom of expression.

The case at the time drew national attention where many of of the boys were asked for interviews on conservative talk shows and Fox News. And the interest in the story still hasn't died down completely. In May 2014, a small group of Tea Party patriots picketed in front of the high school with American flags, who were arguing in support of the "restoration of American values and ideas."

As a preemptive strike before the protest, the school released a three-minute video asking students to be proud of their heritage without "beating on other people's opinions."

$100K Reward for Missing College Student in LA: Family

A $100,000 reward was being offered for the safe return of a UC Berkeley student who went missing after leaving a party near the University of Southern California campus early Saturday morning, family members said.

Eloi Vasquez, a 19-year-old freshman who plays on the school's soccer team, walked out of a fraternity house in the 600 block of West 28th Street about 1:30 a.m. with only his cellphone in hand.

His friends tried to get him to come back to the party, but he told them over the phone he "was going to the beach."

Vasquez then called a friend, Aurora Cardena, in Northern California at 2:18 a.m. and told her he was "screwed" and got lost, his mother Wendy Margolin said.

"He pretty much said, 'I need you to come over here, I need help.' I asked him 'Where are you?' and he told me that he was in LA and that he didn’t know where he was at and that he was lost," Aurora Cardenas told NBC Bay Area. "The second time he called it just clicked. I didn’t know if his phone died, or if he hung up."

When Vasquez left the party he didn't have his wallet, money or ID with him. The phone he used to call his friend has since died.

"Everyone knows how responsible he is, how dedicated to school he is and he hasn't contacted anyone since," Margolin said. "Something is going on with him."

Vasquez's parents drove to LA from Northern California on Saturday hoping to find their son. The home where Vasquez was last seen has since been littered with fliers by friends also in hopes of his return.

A $50,000 reward was offered for Vasquez's safe return Sunday. The amount was doubled Monday. 

"All his friends are out scouring for him... looking around for him," Margolin said. They've gone to lifeguard towers in the Santa Monica and Venice area, hoping someone has seen him.

His mother planned to visit candy and doughnut shops that stayed open late night near where the party was.

Vasquez's friends said they had been drinking at the party on spring break.

"It's definitely unlike him and we're very concerned," said Vasquez's friend, Marko Helfrich.

Vasquez is described as 6 feet tall, weighing about 175 pounds with black hair and brown eyes. He was last seen wearing a baseball T-shirt with red sleeves, gray pants and white tennis shoes.

"Eloi is a wonderful young man who has excelled both academically and athletically here at Cal. Our entire Cal Athletics family is very concerned for Eloi’s safety and our first priority is to help in any way we can to locate him," the Berkeley athletics department said in a statement.

JetBlue Computers Back Online After Outage

A computer outage that caused delays for thousands of JetBlue Airways passengers early Monday morning has been resolved, the company said.

JetBlue Airways said it had fixed a systemwide computer problem by 6:15 a.m. Eastern that has caused delays because the airline had to manually check in passengers.

NBC News reported that the airline had to issue handwritten boarding passes to passengers at many airports.

 

The company said in an email that passengers might experience delays throughout the day. It did not specify how long it would take to work through delays and get operations back to normal.

The airline did not immediately respond to inquiries on how many flights were affected, but passengers at airports in Boston; Orlando, Fla., and Washington, D.C., took to social media to report long lines and delays.

Wounded Warrior Bikes Disappear From Shed

More than a dozen bikes used by Wounded Warriors are missing from a facility and the Navy is looking for the public’s help in finding them.

The 16 missing bikes are valued at $10,000 and have a Semper fi sticker or the have the words “Ride to Recovery” written on them.

To many of the veterans that use them, the bikes are a way to get out of a hospital bed and feel normal, if only for a moment.

“This is freedom from being in the hospital,” said Adam Powlawski, a wounded Marine. “This is freedom breaking out of your room. This is freedom from depression."

Wounded Warriors use these bikes to manage their injuries and post-traumatic stress.

During Powlawski’s deployment to the Middle East, he injured his leg. He said he doesn’t know if he’ll ever completely recover.

“It's life altering and you're never going to be the same and it’s not necessarily a bad thing, but it changes the way you think and look at life,” said Powlawski. “To get out and to escape that and to feel normal again and be out in society this has really helped me a lot."

Tuesday, Wounded Warriors woke up to find the bikes stored in their shed gone, despite the fact that both locks were still intact.

“It hurt me a lot that somebody stole from my fellow Marines, my fellow service members everybody that's here that used this program for part of healing,” said Jamie Rihn, Project HERO Naval Medical Center San Diego Balboa Manager.

Naval Base Police is investigating the theft. Anyone with information on the incident is asked to contact them at (619) 556-1527.

“To take from us, it's just unfathomable,” said Powlawski.

Trevor Noah to Replace Jon Stewart at "Daily Show"

South African comedian Trevor Noah, who joined "The Daily Show" as an on-air contributor in December, will replace the outgoing Jon Stewart as host of the satirical news program, Comedy Central announced Monday.

31-year-old Noah has appeared on "The Daily Show" only three times since his debut. 

"You don't believe it for the first few hours," Noah, who is currently on tour in Dubai, told the New York Times of his promotion. "You need a stiff drink, and then unfortunately you're in a place where you can't really get alcohol."

Stewart, 52, announced in February that he was leaving "The Daily Show" after 16 years. Comedy Central has not yet revealed an exit date for Stewart or a premiere date for Noah.

"I'm thrilled for the show and for Trevor. He's a tremendous comic and talent that we've loved working with," Stewart said in a statement. "In fact, I may rejoin as a correspondent just to be a part of it!!!"

"Trevor Noah is an enormous talent. He has an insightful and unique point of view, and most importantly, is wickedly funny," Comedy Central president Michele Ganeless said in a statement. "For the next host of 'The Daily Show,' we set out to find a fresh voice who can speak to our audience with a keen take on the events of the day, and we found that in Trevor. He has a huge international following and is poised to explode here in America."

Born in South Africa to a black South African mother and a white European father, Noah became a well-known face in his home country through hosting numerous award shows and two seasons of his own late night talk show, "Tonight with Trevor Noah."

Noah made his U.S. television debut in 2012 on "The Tonight Show with Jay Leno," has appeared on "Late Show with David Letterman," and made his "Daily Show" debut in 2014. He was the subject of the 2012 documentary film, "You Laugh But It's True," which chronicled Noah's career in post-apartheid South Africa and his preparations for his one-man show "The Daywalker."

SR-94 Lane Blocked by Rollover

A lane of State Route 94 was blocked in La Mesa after a vehicle rolled over, injuring one person.

The California Highway Patrol says the rollover happened at about 1:50 p.m. when the car flipped and landed back on its wheels. The crash was in the SR-94 westbound lanes near State Route 125.

One injured person was able to get out of the vehicle.

Paramedics evaluated the victim at the scene, but it's unclear if the person was taken to the hospital.

One lane was blocked while crews cleared the wreckage.

Plaskon to Use Insanity Defense

A former Milford, Connecticut, student accused of stabbing and killing a classmate in a high school stairwell last spring is pleading not guilty by reason of insanity, according to his attorney.

Christopher Plaskon, 17, has been charged with murder in the stabbing death of Maren Sanchez at Jonathan Law High School hours before the school prom last April.

Although authorities have been tight lipped about a potential motive, classmates speculated that Plaskon might have been angry that Sanchez turned down his invitation to go to prom together.

Plaskon, who is being tried as an adult, pleaded not guilty last June despite allegedly telling police, "I did it. Just arrest me." He underwent a psychological evaluation that wrapped up in January.

According to documents released by defense attorney Richard Meehan, Plaskon will "rely on the affirmative defense that at the time of the alleged commission of the offense, he was suffering from a mental disease or defect and/or extreme emotional disturbance."

Plaskon waived a trial by jury and will instead go before a three-judge panel.

A motion filed in court ahead of Tuesday's status proceedings says the defense team plans to "introduce expert testimony relating to the affirmative defense of mental disease or defect and/or extreme emotional disturbance and/or another condition bearing on the issue of whether he had the requisite mental state for the offense charged."

Plaskon is being held at the Manson Youth Institute in Cheshire, a correctional facility for boys and young men ages 12 to 19.

331 Chinchillas Found at Wisc. Home

A Wisconsin home was deemed uninhabitable after police say more than 330 chinchillas were found living inside. 

Police responded to the home in the 2200 block of Melody Lane in Waukesha Sunday morning for a well-being check when they said they saw “obvious living condition issues” at the residence.

Officers called the home a “hoarder home” and said it was filled with stacks of clothing and various belongings.

Police said 331 living chinchillas were housed in the living room and dining room of the rental property and 25 deceased chinchillas were found in the garage and a chest freezer in the basement.

Three children-- a 7-year-old, a 9-year-old and a 17-year-old – also lived in the home, according to authorities.

“The smell of ammonia was so overwhelming that officers contacted the Fire Department, who were able to test the environment with specialized equipment,” a release from the Waukesha Police Department said. “They deemed the air unsafe to breath and the residence uninhabitable.”

The Humane Animal Welfare Society plans to take custody of the chinchillas and evaluate their health but will conduct "further examinations" before doing so as the owners refused to surrender custody of the animals.

The Department of Health and Human Services also responded to the scene and said child neglect charges will be referred for each parent. Officials also planned to explore charges for poor treatment of animals, but it was not immediately clear what those charges would be. 

Police did not release the identities of the animals' owners.

Missing UC Berkeley Student Found Dead: Police

A UC Berkeley athlete who went missing after leaving a party near the USC campus over the weekend has been found dead, LAPD officials said.

Eloi Vasquez, 19, was fatally struck by a car on the eastbound 10 Freeway near USC about an hour after friends said they last saw him leaving the party, police said.

It was unclear why Vasquez was on the freeway. Police said the crash was not a hit-and-run.

"The family is understandably very distraught and has respectfully asked for privacy," LAPD officials said in a statement.

Vasquez didn’t have an ID or money on him when he left the fraternity house party in the 600 block of West 28th Street about 1:30 a.m. Saturday.

However, he did have a cellphone and had told friends over the phone that he was "going to the beach."

He was also on the phone with a friend in Northern California about 2:18 a.m. He told her he was "screwed" and got lost.

CHP officials said Vasquez was struck by a car about 2:25 a.m. The coroner's office confirmed that the victim was Vasquez.

Vasquez was a freshman midfielder on the UC Berkeley soccer team. Friends said they made the trip to Los Angeles for spring break.

The news of his death came as family members announced a $100,000 reward for his safe return and also said they hired a private investigator to help locate the teen from Novato.

The Cal Athletics website described Vasquez as "a wonderful young man who has excelled both academically and athletically here at Cal."
