Nearly 47K San Diego Customers Lose Power

Tens of thousands of residents and businesses in San Diego were without power Saturday morning.

The power went out around 7:52 a.m. in parts of Hillcrest, North Park, Kensington, Normal Heights, University Heights, Old Town and Mission Hills, according to the San Diego Gas and Electric website. Callers told NBC 7 the San Diego Zoo and Balboa Park also lost power.

Nearly 47,000 customers total were without electricity, according to SDG&E. The power was restored about an hour and a half later around 9:17 a.m.

The widespread outage was caused when the top of a circuit breaker fell off at a substation on Iowa Street and El Cajon Boulevard, according to SDG&E. The utility is investigating what caused the malfunction.


Toddler Attacked by Dog

A California toddler has suffered facial nerve damage after he was viciously attacked by a dog in Riverside County on Friday.

One-year-old Kaidyn Sutton suffered significant injuries in the incident, where a dog mauled the boy at Primrose Park, French Valley, at around 4 p.m, according to the Riverside County Sheriff's Department.

"He was running around in the grass playing when a dog...came out of nowhere and attacked him -- latched onto his face and just mauled him," according to the boy's grandfather, Glenn Garrett.

It left him with a large gash over his eyes.

He was taken for treatment at Loma Linda University Medical Center, and was operated on overnight. His mother Michaela Sutton said he may have long-term damage due to the attack.

"He is out they said he did great, he looks great. There may be some nerve damage in his forehead and they fixed one tendon that works one eyebrow but couldn't exactly pinpoint the other but (because) he's so little they hope it will grow back," Sutton said in a Facebook update.

"But he's doing great right now just waiting for him to wake up," Sutton added.

The boy does have nerve damage, Garrett confirmed to NBC4, and will likely require more surgery before he's fully rehabbed.

Sutton was with his mother in the park at the time of the incident. She rescued him before further damage could be done by the vicious animal, which was not wearing a collar or leash.

The dog was found Saturday afternoon. Animal Services officials said the 6-year-old Labrador mix was impounded shortly before 3 p.m. after it was identified by a witness at a home in unincorporated Riverside County.

The dog, named Dexter, will be held at the county’s San Jacinto Valley Animal Campus pending a hearing to determine if the dog is safe enough to be returned to the owner, officials said.

The grandfather, Glenn Garrett, said he hopes "the dog is put down to prevent this from happening to another child and tearing another family apart."

Neighbors seemed surprise, saying the dog was friendly.

Records show the dog has been vaccinated for rabies and microchipped. There were no records of prior incidents.

Girl, 9, Shot By Brother, 12

The mother of a 9-year-old girl who was critically wounded by her brother was arrested Saturday on charges accusing her of possessing a stolen weapon and leaving it unsecured in her home, Newark police said.

Catrease Thomas, 33, was being charged with endangering the welfare of a child and possession of a weapon.

Her daughter was shot in the chest by her 12-year-old brother who was playing with the gun inside their home. The girl was taken to a nearby hospital where she remains in critical but stable condition.

The weapon, a 9 mm handgun, was reported stolen out of Alabama and was unsecured in Thomas' home on the 200 block of Renner Avenue in Newark, police said. Police recovered the gun, which was loaded.

Charges are pending against a second adult, police said.

“The city, the police department, the residents, we are all outraged that this senseless shooting has occurred, an incident that could have easily been avoided but for the carelessness of two adults. We have a 9-year-old clinging to her life as a result of that carelessness,” said Newark Police Director Eugene Venable. “My heart goes out to the family of the children although the children’s mother and her boyfriend will be prosecuted to the fullest extent of the law.”

2 Brothers Badly Burned

Two brothers in Fitchburg, Massachusetts, were badly burned in a backyard campfire accident on Saturday, the Fitchburg Fire Chief confirmed.

The brothers, 11 and 13, were injured after squirting gasoline on a burning campfire, according to authorities.

Neighbors say they heard a boom at 83 Walnut Street as a result of the gasoline being dumped on the flames around 5:30 p.m.

Jaxson Carroll, 11, suffered second-degree burns on his face. He was flown to UMass Medical Center for treatment.

Jameson Carroll, 13, suffered second-degree burns on his leg. He was taken to the same hospital via ambulance.

One of the brothers was later transported to Shriners Hospital. 

The mother of the boys was inside the home fetching marshmallows when the mishap took place, neighbors said. She suffered burns as well after coming to their aid. 

Man Pushed Onto Subway Tracks

A 61-year-old man standing on a subway platform with his wife was pushed into the path of an oncoming subway train and killed Sunday in the Bronx, officials said.

The engineer on the southbound D train saw Wai Kuen Kwok on the tracks at the 167th Street station shortly before 9 a.m., police said. The conductor tried to stop the train, but it was too late, and the man was hit, police said.

The 61-year-old's wife was taken to the hospital but was physically uninjured, police said. She was released and has spoken to police.

Police are searching for the pusher and are reviewing surveillance footage; a suspect was seen boarding a city bus after the attack, according to the NYPD.  

Suspect Sought in El Cerrito Homicide

San Diego police are looking for an El Cerrito homicide suspect they consider to be armed and dangerous.

Police believe Thanh “Tony” Pham, 34, shot two people during an argument Tuesday in the 4200 block of 54th Place.

A woman, who police have identified as 42-year-old Thuy Nguyen, was killed. A 36-year-old man was seriously injured but is expected to survive.

Pham is described as a Vietnamese man, 5-foot-8 and 150 pounds with brown eyes and black hair. He could be driving a black Scion TC with California license plate number 6ZZD604.

Power Outage Planned Sunday Morning in Escondido

Parts of Escondido will be without electricity Sunday morning as part of a planned power outage.

The outage will take place from 12:10 a.m. to around 8 a.m. Sunday, according to the city. It will impact traffic lights and crosswalk signals at the following intersections:

  • Via Rancho Parkway & Beethoven
  • Via Rancho Parkway & Sunset
  • Via Rancho Parkway & Quit Hills
  • Del Lago & Avenida Magoria
  • Via Rancho Parkway & I-15 (northbound)
  • Via Rancho Parkway & I-15 (southbound)
  • Del Lago & I-15
  • Via Rancho Parkway & Felicita

The Westfield North County mall will also be without power as San Diego Gas and Electric crews perform equipment maintenance.

No Sign of Missing Woman 6 Weeks Later

There is still no trace of 75-year-old Sally Estabrook six weeks after her disappearance.

That’s why volunteers held a candlelight vigil Saturday in hopes of reigniting the case and finding the missing grandmother. The vigil took place at 5 p.m. at Pioneer Park in Julian.

Estabrook went missing from the Pinezanita RV Park on Highway 79 Oct. 4. Since then, search teams from San Diego, Riverside, San Bernardino and Orange Counties have combed the rugged area for Estabrook.

Family members have pleaded for the public's help to find her, including her son-in-law, Megadeth frontman Dave Mustaine. Estabrook suffers from Alzheimer's disease and is not very communicative, but loved ones say she may respond to Sally, Nana or Mom.

Someone reported seeing Estabrook Oct. 13 in Scripps Ranch, but nothing came of the tip.

Estabrook is described as 5-foot-4 and 145 pounds with shoulder-length blond hair.

Team Amber Rescue hosted Saturday’s vigil. The group was founded by Carrie McGonigle, who has dedicated her life to helping families find missing loved ones after her own daughter, Amber Dubois, was murdered.

Covered CA Seeks to Enroll More Latinos, Minorities

Even if people don't speak the same language, they will get the same access to health care.

That's at least if insurance agent Michael Bergstrom has anything to do with it.

A Covered California enrollment center in Escondido is opening up lines of communication for ethnic minorities, especially Latinos, who didn't enroll in large numbers last year.

“We know that there are still over a million people in California who qualify for subsidized care who have not signed up for insurance. Over 600,000 of those are Latino,” said 80th District Assemblywoman Lorena Gonzalez.

“Not only because there's language barriers, but because there's cultural barriers to having insurance and what it does and how it works and the necessity to have it," said Bergstrom, a specialist with Covered California.

Many minorities are concerned health care costs too much and signing up may get their family members who don't have legal status in trouble with immigration.

“The agencies don’t interact with Covered California, but there is still concern about it," Bergstrom clarified.

Covered California hired 200 call center employees who speak other languages and launched easy to understand ads, hoping to reduce cultural concerns and increase health care for those who may need it most.

“It has a positive feeling at the end of the day to say that these people are covered and they can have care that is affordable for them,” Bergstrom said.

Norovirus Outbreak Hits Cruise Ship

More than 170 passengers and crew have fallen ill with norovirus on a nearly month-long cruise that docked in San Pedro, California, Sunday morning. 

Princess Cruises confirmed that passengers were ill with the stomach flu in a Nov.13 statement, saying the ship would receive a "deep cleaning" in Los Angeles on Sunday before it embarks on its next voyage.

Out of the 3,009 passengers and 1,160 crew members aboard the ship, 158 passengers and 14 crewmembers took ill with the virus, according to the Centers for Disease Control.

Norovirus, an infectious stomach flu, causes vomiting and diarrhea, according to the CDC.

The Crown Princess docked in the Port of Los Angeles at 6:50 a.m PT (9:50 a.m ET).

The ship's return was delayed by a day because of a separate illness that required the ship to backtrack to an island on Monday, Nov. 10, according to Princess Cruises.

An extremely sick crew member was offloaded on an island in French Polynesia because he required emergency surgery, according to the statement. He was flown to another island and is expected to fully recover.

In April, 129 people on the same ship contracted norovirus during a seven-day cruise off the California coast.

Man Found Dead Behind Hookah Lounge

A 29-year-old man was gunned down at a hookah lounge early Sunday morning in Rolando.

The fatal shooting happened around 4 a.m. at 3 Kings Hookah Lounge at 7059 El Cajon Boulevard.

The hookah lounge owner told NBC 7 they had just closed for the night when they heard loud banging at the door. The victim, who the owner says is a regular customer, answered the door and was shot.

Police discovered his body in the alley behind the business. The man had been hit in the upper torso, according to San Diego police. He was pronounced dead at the scene.

The alleged gunman ran east on El Cajon. He is described as an African-American man between 5-foot-8 and 6-foot wearing a dark colored sweatshirt and dark colored pants.

So far, no arrests have been made. Police have not released a motive for the shooting.

El Cajon Boulevard was closed between 70th and 71st as officers collected evidence. Investigators are expected to remain at the crime scene until 1 p.m. or 2 p.m. Sunday.

The business owner said the shooting was caught on surveillance camera and police are reviewing the footage.

Explosive Device Team Blocks I-5 Freeway

The San Diego Fire Department’s Explosive Device Team (EDT) virtually shut down the southbound Interstate 5 freeway Sunday morning.

The ordeal began around 9 a.m. on I-5 South at the Interstate 805 merger in Del Mar Heights.

A dozen EDT units were investigating suspicious package found on the freeway, but it turned out to be harmless, fire officials told NBC 7.

Witnesses reported traffic was at a standstill and people were stepping out of their cars.

Crews cleared the scene around 11 a.m., according to the fire department.

Janet Napolitano Discusses UC Tuition Hike

The president of the University of California says nobody within the UC administration can remember any "deal" with Gov. Jerry Brown not to raise tuition for the next two years.

"I wasn't here then, so I asked," said UC chief Janet Napolitano. "Nobody can find it, the regents who were here at the time can't find it. The real question is, what kind of university do we want?"

Napolitano made the comments during a taping at NBC4 Los Angeles. The interview aired Sunday morning at 9 a.m. on the station's "News Conference" program.

The proposed 5 percent hike in tuition for each of the next five years will be taken up at the UC Regents meeting on Wednesday in San Francisco. Napolitano says the increase can be less if the UC receives more general fund revenue than has been promised by the Brown administration.

Brown's office says there was an agreement with the UC not to hike tuition for five years in exchange for a 4 percent increase from the state for each of the next two years. Napolitano says the UC system needs more than that as part of an effort to provide "stability in the budget" and to help the it recover from years of budget cutbacks during the recession.

"The investment per student by the state to the University of California is much lower than it has been in decades," she told the program.

Brown, Lt. Gov. Gavin Newsom and the Democratic leadership of the state legislature all oppose the proposed tuition hike.

The dispute represents the most difficult political challenge for Napolitano in her brief tenure as head of the 10-campus system. She took the position in September 2013. Napolitano previously served as secretary of the Department of Homeland Security during President Barack Obama's first term in office and prior to that held the office of Governor of Arizona.

Napolitano also discusses concerns over the number of out-of-state students admissions, the new "yes means yes" sexual assault code on campuses and the controversy over HBO talk show host Bill Maher's selection as commencement speaker at UC Berkeley.

NBC4's "News Conference" program, which first started in 1966, airs Sunday morning at 9 a.m. following "Meet the Press."

Target Employee Accused of Peeping

Sherriff’s deputies arrested a Santa Clarita, California, Target employee who allegedly took cellphone photos of a woman in a dressing room stall.

Ricky Alexander Torres, 21, was taken into custody about 6:45 p.m. Friday at the store in the 19100 block of Golden Valley Road after the woman told store employees she caught him snapping photos of her, according to Los Angeles County Sheriff's Department officials.

Target loss prevention officers detained Torres until deputies arrived.

Sheriff’s officials said Torres was booked on charges of peeping into changing room with electronic device. He was being held on $10,000 bail and set to appear in court Monday.

Target said it was investigating the incident.

1 Dead After Boat Capsizes in Fl.

A 72-year-old man is dead after a boat capsized three miles east of Boca Chita Key in Biscayne Bay Sunday.

Three men were thrown into the water when the 27-foot boat capsized after a wave swamped the back of it, according to Jorge Pino with the Florida Fish and Wildlife Conservation Commission. 

The men were able to lie on the overturned boat until help arrived, but 72-year-old Ramiro Rodriguez went into cardiac arrest, officials said.

"They were doing CPR to the elderly gentleman, so we deployed a diver immediately in the water," said Lt. Ernie Capote.

The men were able to call 911 and rescuers soon arrived on scene. Rodriguez was airlifted onto a rescue helicopter and transported to Mercy Hospital, where he later died. The condition of the two other victims, 44-year-old Carlos Manuel Amigo and 16-year-old Carlos Gabriel Amigo, was unknown.

The boat was towed back to Black Point Marina in Southwest Miami-Dade.


Son of Pa. Official Killed in Crash

The son of the chief of staff of a Pennsylvania state senator died in a car accident early Sunday morning.

A spokesperson for the office of Pennsylvania Sen. Vincent Hughes confirmed with NBC10 that 32-year-old Charles Gibson, the son of Marcella Daniels, Hughes’ chief of staff, died in a car crash in South Philadelphia.

The spokesperson described Gibson as a “very popular man,” and “very nice.”

Gibson was driving a silver Toyota Avalon southbound on Columbus Boulevard shortly after 2 a.m. when he lost control of his vehicle and crashed into a pole. He was pronounced dead at the scene at 2:40 a.m. No one else was inside the car at the time.

Police continue to investigate the accident but told NBC10 Gibson was drag racing at the time of the crash.

Chargers Hang on, Keep Raiders Winless

It was by no means a thing of beauty. Of course, nothing usually is when playing the Oakland Raiders.

The Chargers (6-4) scrapped their way to a 13-6 victory over their division rivals Sunday at Qualcomm Stadium, ending a three-game losing streak and keeping Oakland (0-10) winless on the season.

How bad was it? Both teams punted nine times. In the Chargers postgame locker room, cameras and reporters swarmed around ... punter Mike Scifres.

"It was one of those field position days," the unlikely star said after booming 380 total punt yards, including four that were downed inside the Raiders 10.

The Chargers got off to a quick start, scoring on the third play from scrimmage. After Raiders quarterback Derek Carr fumbled away his first snap, Rivers found Malcom Floyd for a 22-yard touchdown pass in the left corner of the end zone.

"We get spoiled with him making those plays," Rivers said of his longtime receiver. "There aren't many guys I throw that ball to."

From there it became a battle of kicks. Nick Novak hit a pair of field goals, including a 52-yarder midway through the third quarter that actually got tipped at the line. He also missed his first kick of the season, from 48 yards out to end the first half with the Chargers up just 10-3.

"It's been a long time for me," Novak said of the miss. "It was good to get back out there an make one (from 52)."

Rivers completed 22 of 34 passes for 193 yards despite getting knocked around and limping off the field on a couple of occasions. He said his leg got rolled up on one play and he got the wind knocked out of him on the other.

He acknowledged having an off day, but was more concerned with the outcome of the game.

"We want to play better, we know we need to play better," Rivers said. "But winning is the objective."

Running back Ryan Mathews rushed for 70 yards in his first action after missing more than two months with a knee injury, earning praise from head coach Mike McCoy.

"He looked good," McCoy said. "He was physical and he ran the ball hard."

Keenan Allen added eight catches for 63 yards while Floyd finished with four receptions for 44 yards.

The second half was a battle of punts as the Bolts defense was able to keep the Raiders off the board until allowing a field goal with 4:06 left in the game. That preceded nine straight kicks from punter Marquette King, who finished with 446 punt yards.

From there, the Chargers were able to run out most of the clock, aided by an incredible third-down catch by Antonio Gates at midfield. He ripped the ball away from two Oakland defenders to make the acrobatic grab.

"How he kept his concentration on that ball, it was really awesome," Rivers said.

Gates finished with three catches for 32 yards.

The Raideres got the ball back with under a minute left but only drove to their own 29 before a last-second heave landed harmlessly near the Chargers end zone.

The win keeps the Bolts square in the middle of the playoff chase. They are just a game behind division co-leaders Denver and Kansas City and are clustered with a group of five other 6-4 teams vying for the final AFC playoff berth.

Pregnant Woman Hurt in Hit-and-Run Crash

A pregnant woman was hospitalized overnight after her car was struck in a hit-and-run crash in an Escondido neighborhood, officials said.

The woman was traveling along 9th Avenue around 2:30 a.m. when black pickup truck collided with her SUV and came to rest in the front yard of a home.

The impact of the crash smashed the woman’s SUV and awakened residents.

Two men who were the pickup ran from the scene, officials said. The truck was registered to a home a few blocks away but police said they were not sure if the driver in the crash was the car’s owner.
 

Man's Body Found in Lemon Grove

The discovery of a man’s body Sunday near the railroad tracks in Lemon Grove has launched an investigation, San Diego County Sheriff’s Deputies said.

The unidentified man was found near the tracks at Lemon Grove Avenue and Palm Street at 7:23 a.m. Nov. 16, deputies said.

Officials said there were visible signs of trauma but they were not sure if those injuries caused his death.

The Sheriff's Homicide Detail is handling the investigation.

Woman, Kids Struck Near Escondido School

Escondido police responded to the report of a vehicle collision with a pedestrian near an elementary school Monday morning.

Police said the collision occurred on Juniper Street, south of E 17th Avenue and west of State Route 78. 

Someone at the school confirmed the incident to NBC 7 saying that a mother was walking with a third grader and a younger child when the three of them were hit by a car.

The person did not know the condition of the victims but said all were taken to a nearby hospital.

Escondido police said the victims were in a crosswalk at the time they were hit.

The driver stopped at the scene. No citation has been issued, officials said.
