Controversy Over Victorian Remodel

A Santa Clara, Calif., neighborhood is up in arms over a neighbor's decision to renovate an old Victorian to resemble the home in the animated movie "Up."

Hosam Haggog and Fatima Rahman spent more than two years on the renovations of their home in the highly sought-after Old Quad neighborhood.

"They love the movie 'Up' and we just thought we'd give them something fun to be proud of and actually all the kids in the neighborhood really love the colors," Haggog said of his daughters.

But several adults in the neighborhood are not in favor of the bright colors.

Harrison Street is the oldest street in Santa Clara with homes more than 100 years old. Many residents take pride in preserving the original look and style of their Victorians.

"I don't think it fits in," neighbor Lou Faria said of the renovated Victorian.

Faria, who also is a member of the Old Quad Residents Association, said the Haggog and Rahman should have kept to the historic theme of the neighborhood.

"It really, in my opinion, is atrocious that this Victorian is a gracious old lady and it's being painted up to look like a clown," Faria said.

Longtime residents feel the city didn't review the renovations plans carefully enough to prevent structural changes. But some now feel it's time to move on.

"I like historical houses to be historical," neighbor Chuck Petersen said. "On the other hand, it's his home and I feel that sometime down the line it's going to be repainted again anyway."

Rahman said there was no intention to spark drama over the renovation.

"We're not trying to create controversy," Rahman said. "We're trying to build a home for our daughters and our family. And that's what our intention was."

Secret Service Saves Tourist's Life

Quick-thinking Secret Service officers saved the life of a tourist from Texas, who collapsed while walking near the White House Thursday.

In the past nine months, Secret Service officers around the White House have responded to about 100 calls for medical assistance. Thursday’s was a life-or-death situation.

“I noticed a female collapse to the ground at the corner of the sidewalk,” Officer William Grimmer said. “When I responded over, she was unresponsive, barely breathing.”

The severity of her condition prompted him to call another officer who is also a certified EMT.

“She was foaming at the mouth,” Officer Thomas Hammond said. “Her husband was there with her.”

The officers knew the woman didn’t have much time.

“At this point we shocked her, and Officer Hammond continued CPR, and she began breathing again,” Grimmer said.

Her husband said the couple had just arrived in Washington from their home near Dallas and were doing typical tourist things. His wife underwent emergency surgery Thursday night a George Washington Hospital and is going to be alright. He’s looking forward to thanking the Secret Service officers personally.

“She’s obviously not out of the woods yet, but it feels great that we were able to be there and recognize the signs of what needed to be done and get it done in a timely fashion to get her off to the hospital,” Hammond said.

At least four people were killed and 27 others wounded within 16 hours across Chicago.

The number of shootings from Friday afternoon to Saturday morning is more than half the total number shot over a violent Easter weekend.

The weekend’s latest fatality took place just after 2 a.m. Saturday in the 5500 block of West North Avenue.

A 17-year-old boy was standing on the block when a man dressed in all black approached him from behind and fired, striking him in the head, police said. The teen was pronounced dead at the scene.

Less than an hour earlier, a 22-year-old man was fatally shot in the chest in the 5400 block of South Winchester Avenue in the Back of the Yards neighborhood.

Police said the man was pronounced dead at the scene and a 19-year-old woman who was shot in the leg was taken in stable condition to Mount Sinai Hospital.

The two were shot when someone fired into a home from outside, striking them both.

Police are conducting a homicide investigation.

On Friday, officers said they heard shots fired around 10:30 p.m. in the 1300 block of West 116th Street.

Officers responded to the scene where they found a woman sitting in a parked vehicle with gunshot wounds.

The 32-year-old woman, later identified as Leonore Draper, was taken to Advocate Christ Medical Center with wounds to arm and chest. She was later pronounced dead, according to Chicago Police News Affairs Officer Jose Estrada.

Earlier Friday, an off-duty police officer shot his neighbors, one of them fatally, after one neighbor shot and injured the officer’s wife in an argument that stemmed from a long-running feud between the two couples.

At least 24 others have been shot since Friday.

  • Around 5:25 a.m. police said a 19-year-old man was shot while riding in a vehicle on South Lake Shore Drive. The teen was in a vehicle traveling southbound in the 1200 block of South Lake Shore Drive when a white minivan pulled alongside and an occupant fired at the victim’s car, Estrada said. The victim was driven to Jackson Park hospital with wounds to his buttocks.
  • At 2:35 a.m., police said a 17-year-old woman was sitting in parked minivan with other passengers in the 1300 block of South California Avenue after leaving a party in the area. An armed male offender on the sidewalk began firing at a group of men across the street, who returned fire, officials said. The van was struck multiple times during the shootout but only the 17-year-old woman was struck by a bullet. She was taken in critical condition to Mount Sinai Hospital with a wound to the head, according to authorities.
  • A 41-year-old man was shot around 2:20 a.m. while approaching a group of people arguing across the street from his home in the 1500 block of East Marquette Road. Police said the man was sitting on his porch when he heard a group arguing across the street and attempted to approach them. The man said he heard a gunshot and felt pain in his upper right leg. He was taken to Northwestern Memorial Hospital in stable condition.
  • Also at 2:20 a.m., a man in his 20s walked into Roseland Hospital with gunshot wounds to his right leg and right testicle. Police said the victim and his companions would not give hospital staff or officers their names or any details surrounding the shooting. Officials said the wounds may have been self-inflicted.
  • Around 1:30 a.m., a 27-year-old man was shot while driving in the 4300 block of South Prairie Avenue, police said. Someone in a green minivan opened fire at the victim’s vehicle, police said, and the victim suffered a graze wound to the chest. He was driven by a friend to Provident Hospital and later transported to John H. Stroger Jr., Hospital of Cook County in stable condition.
  • Two people were shot around 12:40 a.m. in the 5100 block of South Wood Street. Two teens were standing on a sidewalk when two offenders opened fire from an alley, police said. A 14-year-old boy was shot in the left leg and taken to Comer Children’s Hospital and a 19-year-old man, who was also shot in the leg, was taken to Holy Cross Hospital. Both were listed in stable condition.
  • At the same time, four people were shot while standing in the 2700 block of West 42nd Street. Police said a 20-year-old was shot in the head and taken in critical condition to Mount Sinai Hospital. Three others, ages 22, 23 and 27, were taken to Stroger Hospital, two in stable condition and one in critical.
  • About 15 minutes earlier two men were shot in the 5000 block of West Erie Street. A 21-year-old man and a 24-year-old woman were sitting on a front porch with a group of people when an armed man fired at the group and fled on foot. The man was shot in the right buttocks, left ankle and left forearm and was taken to Mount Sinai Hospital in stable condition. The woman suffered wounds to her right cheek and was transported to West Suburban Medical Center.

Eleven others were shot Friday afternoon and evening.

SUV Strikes Crowd at Ice Cream Shop

Authorities have released the identity of a 73-year-old woman who was killed when an SUV drove into a crowd standing outside a Southern California ice cream shop and injured several others.

The crash happened just before 6 p.m. at Farrell's Ice Cream Parlour in Buena Park, Orange County Fire Capt. Gonzalez told NBC4.

Marisa Malin died in the hospital after the crash, according to a coroner's report. At least six others were hurt, including two adults and three children. One victim refused treatment at the scene.

The reason the man drove into the crowd was not immediately known, but a witness at the scene said the man may have accidentally accelerated while in a parking spot.

"We were actually sitting outside, like 10 or 15 minutes before that even happened," witness Giovanna Hernandez told NBC4.

"On the same bench, the third one over on this side, we were sitting on that exact bench," she said, pointing to the scene of the crash.

No diners inside the restaurant were hurt, but they recalled the scene outside after the crash.

"The young boy, about the age of 9, was holding his knee. I turned the corner to go around all of the firefighers and police and all that, and I see a lady (being put) into a gurney," witness Bryson Miller said. "I see another lady up against a bench with blood coming out of her leg."

"All they came here for was some ice cream," Miller said. "I'm just really sorry for them."

The driver was not hurt in the crash, officials said.

Note: An earlier version of this article listed the victim as a 60-year-old woman, but investigators later changed her age to 73.

NBA Investigates LA Clippers Owner

The NBA is investigating a TMZ report alleging that Los Angeles Clippers owner Donald Sterling made racists remarks about African Americans during a phone call with his girlfriend.

In a news conference Saturday, NBA Commissioner Adam Silver said Sterling will be afforded due process and that the league will consider "a range" of possible sanctions.

"The audio recording posted by TMZ is truly offensive and disturbing and we intend to get to the bottom of it as quickly as possible," Silver said.

The commissioner said Sterling agreed not to attend the Clippers playoff game against the Golden State Warriors on Sunday.

Silver said he hopes the investigation will be "wrapped up in the next few days."

In the audio, a man TMZ alleges is Sterling tells a woman that he doesn’t want her to “broadcast” that she is associating with black people. The comments were made after Sterling’s girlfriend posted a photo with Magic Johnson on her Instagram, TMZ reported.

“Yeah, it bothers me a lot that you want to broadcast that you’re associating with black people,” the man says in the recording.

“You can do anything, but don’t put him on an Instagram for the world to have to see,” he adds. “And don’t bring him to my games.”

On Saturday morning, Johnson took to Twitter to voice his disapproval.

“LA Clippers owner Donald Sterling's comments about African Americans are a black eye for the NBA,” Johnson tweeted.

“I will never go to a Clippers game again as long as Donald Sterling is the owner,” he tweeted to his wife, Cookie Johnson.

Andy Roeser, president of the Clippers, said in a statement that the woman who is believed to have released the tapes to TMZ is currently involved in a lawsuit with Sterling.

"We have heard the tape on TMZ. We do not know if it is legitimate or it has been altered. We do know that the woman on the tape -- who we believe released it to TMZ -- is the defendant in a lawsuit brought by the Sterling family alleging that she embezzled more than $1.8 million, who told Mr. Sterling that she would 'get even,'" Roeser said.

The woman, V. Stiviano, is challenging the case.

NBC News has not been able to authenticate the audio-tapes.

Los Angeles Mayor Eric Garcetti released a statement condemning the comments attributed to the Clippers' owner.

"These statements are offensive and despicable and have no place in Los Angeles," Garcetti said. "I urge the NBA to act swiftly. L.A. fans deserve and demand better."

During a press conference in Malaysia, President Barack Obama responded to questions about the incident.

"The owner is reported to have said some incredibly offensive, racist statements that were published,” Obama explained to the audience. “When ignorant folks want to advertise their ignorance, you don’t really have to do anything. You just let them talk, and that’s what happened here."

The NAACP also issued a response to the allegations made against Sterling.

"If these allegations are proven true, we are extremely disappointed in Mr. Sterling," said Alice Huffman, president of the NAACP California State Conference. "Recent remarks like these, and those of Cliven Bundy, remind us that racism is not a footnote of our past, but a reality of our present that we must confront head on."

The statement went on to say that Sterling feels "terrible" about the allegations made against him.

"He is also upset and apologizes for sentiments attributed to him about Earvin Johnson. He has long considered Magic a friend and has only the utmost respect and admiration for him--both in terms of who he is and what he has achieved," the statement read.

The Clippers organization is also conducting an investigation into the allegations.

Huffman also called on the Los Angeles branch of the organization to remove Sterling from an honoree list for next month's 100th anniversary gala. A post for the event on the chapter's website noted that Sterling will be honored with a lifetime achievement award on May 15.

"If true, these are very hurtful remarks and Mr. Sterling, whose team talents and fan base is majority minority, should offer an apology to Californians," Huffman said.

It’s not the first time Sterling is being accused of racially insensitive behavior. In 2009 he agreed to pay $2.73 million to settle allegations that he discriminated against blacks, Hispanics and families with children at apartment buildings he controls in Los Angeles.

Sterling admitted no wrongdoing in the settlement. The U.S. Department of Justice said at the time it was the largest settlement of its kind.

High Winds Whip Through County, Snow Dusts Mountains

Spring showers brought high winds and a touch of snow to San Diego County Saturday, causing a mess at outdoor events.

A high wind warning has been issued across the county’s mountains and deserts, set to expire at 9 p.m. But that doesn’t mean things were calm closer the ocean.

The blustery weather sent organizers scrambling at the Walk MS San Diego event in Liberty Station Saturday morning.

“We lost our check-in tent. It flew 100 feet away,” said Jessica Ishikawa with the National MS Society. “We lost a couple other tents.”

Just hours before the start time, the wind knocked over scaffolding and broke lights.

The NBC 7-sponsored fundraiser was postponed half an hour while workers rushed to get things in order.

“We had a moment of shock, and then we’re like, ‘Let’s do this.’ We called in people to get here now and we really rallied together,” said Ishikawa.

In Chula Vista, the wind uprooted two 70-foot trees in Rohr Park, one of which fell on a water valve.

“So we had to come in and do their work so we can restore the water,” said Chula Vista Public Works Supervisor David Savage.

Around the same time, five other downed trees were reported to the public works department.

According to Savage, a previous storm likely softened the ground, and this wind was just strong enough to blow over the trees.

To the east, Mount Laguna received a late-season dusting of snow overnight as the storm passed over. There is a 30 percent chance of more snow showers through Saturday afternoon, the National Weather Service reports.

People driving high profile vehicles, especially in the mountain and desert areas, are advised to drive carefully throughout the weekend.

Crane Rolls onto Slope of I-805

A construction crane loomed precariously over the northbound Interstate 805 after it rolled over from its work site Saturday, causing concern that it may flip into traffic.

The crane is part of the construction for a new overpass for Palomar Street in Chula Vista.

Around 12:45 p.m., the Chula Vista Police said somehow, the large piece of equipment tipped away from the work site and landed upside down on the slope leading down to the freeway's edge.

The operator inside, who was ejected but not trapped, is being treated for a head injury.

Police said  the crash may impact the 805 northbound lanes as they turned the crane rightside up and clear the incident, but no delays were reported.

Paralyzed Vet Fights for VA Spinal Cord Injury Center

A place in San Diego where veterans have gone to get specialized care for 25 years is in need of some serious care of its own, and a one time Navy SEAL is fighting to make that happen.

For Al Kovach, the Spinal Cord Injury Center is a second home. As the incoming President of Paralyzed Veterans of America, he has seen many fellow veterans come through the doors.

“If you could hear the stories that have gone on in the hallway of this building, it would be great,” said Kovach.

Kovach's story started here more than 20 years ago as he was recruited for the elite Navy SEALs.

“I graduated in '89 and became a member of SEAL Team 5 and was injured in a parachuting accidentm" said Kovach. He was paralyzed in the fall.

Now a new wave of veterans have begun to need the center's help. About 50 vets have been getting treatment there since Sept. 11, 2001.

But the center is no longer up to code. There is $187 million in the president's budget for a new center with additional 30 beds for long term care at the VA.

Congresswoman Susan Davis has been working to see that her colleagues on Capitol Hill veterans to see the need.

"It's a win for our veterans and a win for our community because we serve so many of our veterans here," said Davis, who represents the 53rd District.

And Kovach wants to be sure his fellow veterans get the care they deserve.

"When the war ends, the DOD can pack up their tanks and go home, but the VA is going to have to deal with the results of this war for 60 or 70 years,” said Kovach.

Safety Questioned after Pot Dispensary Shooting

A fatal shooting at a North Park medical marijuana dispensary Friday comes less than a day after the city began accepting applications to run licensed dispensaries.

Neighborhood activists have already complained about the city’s decision to regulate the dispensaries and say the shooting reinforces their opinion that the dispensaries attract crime.

But an attorney representing dispensaries says Friday’s shooting is hardly commonplace, and that regulated, licensed dispensaries actually contribute to a decrease in crime.

“We just don’t see this type of crime in other cities,” said attorney Lance Rogers. “The data shows that crime actually decreases when you have a regulated, transparent dispensary in a community that’s working with law enforcement.”

Rogers points to the safety requirements that will be required of potential dispensary operators.

They will, in part, be required to have operating security cameras, a licensed security guard and alarms, all of which contribute to a decrease in crime, according to Rogers.

“You’re going to have crime in any industry. To single out medical cannabis when these incidents happen is not fair because folks rob convenience stores at a much higher rate than medical marijuana dispensaries,” said Rogers.

He says he is encouraging his clients to go beyond city requirements and come up with a comprehensive security plan as they work toward a permit to operate a licensed dispensary.

Twitter Reacts to Donald Sterling's Alleged Remarks

The sports world took to Twitter with their reaction to the racist remarks Los Angeles Clippers owner Donald Sterling reportedly made during a phone call with his girlfriend. The comments were made in audio released by TMZSports.com Saturday and set off a firestorm on social media. NBC News has not confirmed the authenticity of the tape.

L.A. Clippers president Andy Roeser issued the following statement today in response to the allegations:

“We have heard the tape on TMZ. We do not know if it is legitimate or it has been altered. We do know that the woman on the tape — who we believe released it to TMZ — is the defendant in a lawsuit brought by the Sterling family alleging that she embezzled more than $1.8 million, who told Mr. Sterling that she would 'get even.' Mr. Sterling is emphatic that what is reflected on that recording is not consistent with, nor does it reflect his views, beliefs or feelings. It is the antithesis of who he is, what he believes and how he has lived his life. He feels terrible that such sentiments are being attributed to him and apologizes to anyone who might have been hurt by them. He is also upset and apologizes for sentiments attributed to him about Earvin Johnson. He has long considered Magic a friend and has only the utmost respect and admiration for him — both in terms of who he is and what he has achieved. We are investigating this matter.”

The woman on the tape is challenging the Sterling family's lawsuit.

At a news conference Saturday night, NBA commissioner Adam Silver said the NBA will investigate the audio recording. He emphasized the fact that it has not been confirmed that the man on the tape is Sterling:

"All members of the NBA family should be afforded due process and a fair opportunity to present their side of any controversy, which is why I’m not yet prepared to discuss any potential sanctions against Donald Sterling."

Take a look at some of what NBA players, ex-basketball players and others have tweeted:

Teens Arrested During Curfew Sweep in South Bay

In an effort to crack down on underage drinking, San Diego police held a curfew sweep operation along the Mexican border in the south bay on Friday evening.

Police said they were at the border in San Ysidro enforcing a 10 p.m. curfew for teens under 17-years-old who they say are known to go to Tijuana in order to drink.

“We can’t drink over there in U.S. and it’s different drinking in TJ,” said Alex Marquez.

Marquez just turned 18 and at that age she is legally allowed to drink in Mexico.

However police say they were enforcing the sweep because a number of teens under 18 are going to Tijuana to drink and that can also lead to crime.

Throughout the evening, police detained teens who were breaking the curfew law and since starting the sweeps, police said they have noticed a difference.

“Statistics have shown that juvenile crime and victimization has significantly dropped when we hold these curfew operations,” said SDPD Acting Lt. Terence Charlot.

During spring break, 12 teens were arrested.

Police will be out in force again during the summer and holiday weekends, Charlot said.

A man has been taken into custody after threatening his family with a handgun, according to the San Diego Police.

Officers were called to the scene in the 4000 block of 34th Street in Normal Heights around 6:15 p.m.

Inside were two kids under the age of ten and three adults, including the suspect's wife.

The 31-year-old man -- not a boy as officials first reported -- used a 9mm semi-automatic handgun to hold up his family, police said, threatening suicide or injury to others.

Some family members took shelter in a bathroom while others tried to calm the man down.

The wife was able to escape, and not long after, the suspect emerged from the home as well. Rethinking, he slipped back inside and then returned outside with two adults held in front of him.

At that point, the man had his hands behind his back, and police believed he might have a gun.

Officers used a taser to bring the suspect down, though he kept walking a little while after he was hit. He was not armed when he exited, but in the home, officers found a gun.

Now, the man will be mentally evaluated.

Police said the situation could have been a lot worse, but thankfully, it ended peacefully.

Armed Men Commit $120K+ Jewelry Heist on Highway

A brazen highway robbery in San Diego’s north county area netted armed thieves over $120,000 in jewelry and cash from a man who says he was on his way to Orange County Friday evening, according to officials.

Authorities report the ordeal began at about 8:25 p.m. on the north side of Interstate 5, just north of Harbor Drive in Oceanside.

The robbery victim spoke to NBC San Diego about what happened, but chose to remain anonymous as he was still shaken up about the crime. Authorities said he was an employee of "Brilliant Diamonds" in La Palma, California.

According to victim, he was driving to Orange County when a truck or SUV pulled up alongside his car and practically ran him off the road.

At the time, the man, who is a jewelry wholesaler, was carrying between $120,000 and $125,000 worth of jewelry and stones after leaving a jewelry store in the El Cajon area where he had just completed a transaction, he said.

As the vehicles closed in on the victim, he said the suspect's vehicle pulled up behind him very closely and started flashing their high beams. Believing that the person needed help, the victim began to slow down his car, authorities said.

At that moment, another car pulled up to the victim’s driver side, rolled down their vehicle's window and flashed a gun, telling him pull over. While this was happening, the car that was behind the victim had pulled in front of him, according to authorities.

The victim said he was scared and so he pulled over to the shoulder of the I-5.

Once the vehicles had come to a stop, an armed suspect came over to the victim's vehicle, pointed a gun at him and demanded he hand over the jewelry and some cash.

Once the victim complied, the thieves took the merchandise and an undetermined amount of cash and left, authorities said. The driver called 911 and authorities from California Highway Patrol and Oceanside police responded to the scene.

The victim said he doesn’t know how long the suspects had been following him as he drove from the store to the highway. The man declined to say which store in El Cajon he left prior to the robbery taking place.

San Diego County Sheriff’s officials have taken over the investigation and are trying to track down the suspects.

Authorities have yet to release a description of the suspects.

A woman was fatally shot in Chicago Friday night while returning home from an anti-violence group’s fundraiser.

Leonore Draper had just returned home from A Charitable Confection, a fundraiser for teen anti-violence group Project Orange Tree, when she was shot outside of her home in the 1300 block of West 116th Street, police said.

Officers said they heard shots fired in the area around 10:30 p.m. and when they arrived at the scene, they found Draper, 32, in her car with gunshot wounds to the arm and chest.

A neighbor said she didn’t realize Draper had been shot until she saw the shattered car window.

“I saw her and I kept waiting for her to get out of her car but she didn’t and then I noticed her window was shot out,” said Robin Anderson. “She was 32. That’s it.”

Draper was transported to Advocate Christ Medical Center in Oak Lawn where she later died, officials said.

Police believe Draper was an innocent victim of a drive-by shooting.

Members of the anti-violence group Ceasefire went door-to-door in Draper’s neighborhood Saturday afternoon to speak to residents about the incident and gather information on the shooting.

“We need more people like [Leonore Draper]” said Jessica Morris with Ceasefire. “That is why we are here.”

Draper was one of four people killed in overnight Chicago violence that left 27 others wounded.

No one was in custody as of Saturday evening, but an investigation is underway, officials said.

La Jolla Residents Upset Over Construction Setbacks

A slew of setbacks to a construction project currently underway in La Jolla have left residents disgruntled and concerned that the work won’t be complete in time for the summer construction moratorium.

“No one had any idea that our lives would be this disrupted,” said Nicole Goedhart, a resident and landlord in Avenida de la Playa.

Avenida de la Playa is the main street through the business district of La Jolla Shores and is the site of the Avenida de la Playa Infrastructure project.

The project involves the replacement of a storm drain located at the end of Avenida de la Playa in an area where the street meets the beach, also known as The Boat Launch. The work will also include the repair of sewer and water pipes.

Goedhart told our media partner, La Jolla Light, although the city posted notices before the work began, she doesn’t think it did enough to warn residents about the impact the construction would have on the area.

“My first knowledge about the project was a door hanging early in the new year left by the city regarding the project, with just a generic description with contact information,” said Goedhart. “It wasn’t until Tim Lucas (La Jolla Shores Association chair) came to my door in March and talked to me in person, that I had any idea of the huge impact this project would directly have on me, my family and my tenants.”

Goedhart said construction closures in the area have made parking at her and her tenants garages an issue or impossible. She told the paper that city engineers advised her to look into parking alternatives for the duration of construction.

“I could have put up with all of this if someone had given us the courtesy of a heads-up,” Goedhart said. “All this could have been solved if we knew about this ahead of time and there wouldn’t be this panic situation.”

For Izzy Pihanyi, Co-Owner of Surf Diva which is also located on Avenida de la Playa, the situation caused by the project has been a bit easier, yet still troublesome.

“People have been very patient about it,” said Pihanyi referring to Surf Diva's students who she told to leave early whenever they had a class at the business.

Pihanyi said her issue with the project was the lack of notices she said the city agreed it would put up informing nearby visitors that businesses like hers were still open amid construction.

According to Pihanyi, she and other merchants met with the city about the notices while the construction was being planned, but she has yet to see any since it began.

“I don’t think any of us realized how impactful it would be. On paper, it made sense to get it all done, but when all the trucks are in such a small area it definitely has an impact… I don’t know what we expected,” Pihanyi added.

Troubles aside, Pihanyi did say she thought the construction crews in the area so far had been nice and were good about responding to their needs.

Along with the project's delays, loud noises are making the situation difficult for business says James Thorpe, a manager of Shore Thing Cafe .

Thorpe said the passing trucks are akin to a motorcycle passing and interrupting a conversation, but made worse by the fact that there’s a long line of them.

La Jolla Light reports the costly project is one month behind schedule, a delay caused in part by unexpected work.

One such instance was a recent job San Diego Gas and Electric had to complete.

The storm drain that is being replaced crosses the path of power and gas lines and so those lines needed to be relocated, according to SDG&E Communications Manager Hanan Eisenman.

Eisenman said SDG&E came in after it was determined the power and gas lines had to be removed and the company completed the work on April 22. He added that all of work was done in the public right-of-way and that SDG&E does not put up notices unless work is done on private property. The company did place “no parking” signs in the area to alert people of the work.

Monica Munoz, senior public information officer for San Diego Public Works, told La Jolla Light the city would do all it could to accelerate work after the SDG&E portion of the project was complete.

The city has directed the project’s contractor, HPS Mechanical, to work from 7 a.m. to 7 p.m. Monday through Saturday to get the project back on track, according to LJSA officials.

“All agencies do their best to coordinate work schedules and efforts but until the street is dug up we don’t necessarily know what additional challenges we may encounter,” Munoz added.

According to the city's website, the project should be complete in summer 2014.

Though Thorpe’s assessment of the current situation wasn’t pleasant, he said, in the end, the project may be worth it for visitors to the area.

“A lot of people are traveling and to show up and there’s construction, it doesn’t bring you back. But, you could look at the bigger picture and it might bring them back,” Thorpe said.
