Budget Cuts And Layoffs Coming To San Diego Court

Presiding Judge Jeffrey Barton told judicial officials that county cuts are coming, while wrapping up a series of face-to-face meetings last week.

The cuts will include four commissioner courtrooms that help carry the judicial workload. In addition, court reporters in the family court system, student workers and those that have retired but been rehired by the courts will also be cut loose.

According to Karen Dalton, Public Affairs Officer for the San Diego Superior Court, there is no available grant money to pay their salaries.

The budget for this year is $171.7 million. In comparison, the budget in 2008 was $200.5 million. Lower revenues and cost increases in operations are responsible for the decreased operating budget.

“Eighty-four percent of our budget is people,” Dalton explained in an email. “The court has no choice but to reduce services and employees in order to meet its latest budget…”

Incentives have been offered to full-time employees, including the commissioners, to leave their jobs. The hope, according to Dalton, is the court can meet their budget goals through this employee attrition.

Serena Williams has Wimbledon on her mind.

Last year's Wimbledon champion is on the sidelines this year because she is expecting her first child with fiance and Reddit founder Alexis Ohanian.

But, the expectant mother is still on the court. Williams took to Instagram to share a practice video -- a workout consisting of backhand drills -- with the caption: "Wimbledon got me like: Easy standing drills this morning. Go easy." She also posted a photo of herself on the court holding her baby bump in one hand and a racket in the other.

Williams accidentally announced her pregnancy on Snapchat in April. Since then, the mom-to-be has documented her baby bump on social media, and she bared it for Vanity Fair as she and her bump grace the cover of the August 2017 issue.

Williams says she plans to return to the court after giving birth.

"My baby is going to be in the stands, hopefully cheering for me and not crying too much," she said.

Police arrested a suspected drunk driver after he collided with another vehicle in Chula Vista and was hospitalized for his injuries Monday, California Highway Patrol (CHP) confirmed.

A 20-year-old man from Chula Vista was speeding rapidly on Interstate 805 south, when he approached a car driven by a 50-year-old man from San Diego. The man suspected of driving under the influence struck the other car from behind, colliding with the rear end of the vehicle, said CHP officers.

The crash caused each car to roll off the road, with both coming to a stop in the brush off the I-805, just south of Telegraph Canyon Road around 12:30 a.m.

The suspected drunk driver sustained moderate injuries and was taken to the UCSD Medical Center, according to CHP. The victim complained of pain to his shoulder and was also taken to UCSD Medical Center, but was later released.

At the hospital, the driver suspected of DUI was placed under arrest.

Neither driver had any passengers in their vehicles, but both cars were majorly damaged by the crash.

According to CHP, the eastbound Telegraph Canyon Road on ramp to I-805 south was closed for about an hour, while crews moved the crushed vehicles from the brush area.

There were 312 total hate crime events and there were 400 actual hate crime offenses reported in San Diego County from 2015 to 2016, stated the report.

In 2015, San Diego had the most cases related to hate crimes referred and filed at the District Attorney’s office in the state. In 2016, San Diego had the second highest number of hate crimes referred and filed.

FBI statistics also show that hate crime events are increasing in the region of San Diego County. There were 84 hate crimes reported in San Diego last year, compared to 73 in 2015, according to the agency.

An increase in hate crimes in California is happening amid an unsettling increase in hate crimes nationwide, said Attorney Becerra.

Arrest Warrant Issued for TJ Taxi Drivers Who Attacked Group

Mexican officials have issued an arrest warrant for the taxi drivers involved in beating a Chula Vista man and his friends for apparently using an Uber by the U.S.-Mexico Border.

On Friday night, Eric Ibarra, a Chula Vista resident, went to a San Diego Padres game with four friends. After the game, he went with them to Tijuana to stay at a friend's place.

Once the group crossed the U.S.-Mexico border, they ordered an Uber.

That's where the trouble started.

Ibarra told NBC 7 that taxi drivers in the area started to surround them, telling them they were in a taxi zone.

“My friends told them, 'no thanks, we already ordered Uber,'” Ibarra said. “At the beginning, there was just five to seven drivers, and then I turned my head to the left and I start seeing more taxi drivers coming out from the parking [lot].”

When he turned his back, he recalled, he was "totally knocked out.”

The taxi drivers attacked the group, leaving them bloodied on the street.

“I can't even breathe,” Ibarra said. His nose is broken in three places, and he suffered a dislocated and broken shoulder. “I have to breathe through my mouth. And my arms hurt a lot.”

Another friend needed 10 stitches, and others had bruises and black eyes.

Ibarra told NBC 7 he believes the taxi drivers attacked them because they were using Uber.

The Chula Vista resident explained that he crosses the border about once a week, but he has never had a problem before. He definitely did not plan on spending his Fourth of July weekend in the hospital.

Ibarra is an architect, he said, and will have to miss at least a month of work because of the injuries he suffered. He will also need several surgeries and physical therapy sessions as part of his recovery.

Following the attack, Mexican Government officials and Tijuana Mayor Manuel Gastelum announced that authorities will set up an operation down at the border, near El Chaparral, where taxis usually operate. The goal of the operation is to protect citizens, and to stop taxi drivers from violating laws.

Taxi drivers will not be allowed to operate in that zone anymore, Mexican police said on Facebook.

At the time of the attack, Gastelum announced on Facebook, four yellow taxi drivers were detained for harassing riders in incidents similar to what happened to Ibarra, though none of those men were involved in his incident.

Authorities have issued search warrants for the men involved in the attack.

Authorities have not returned NBC's request for comment on the status of Ibarra's case.

A man was arrested and charged for "threatening to kill" newly-elected French President Emmanuel Macron, French officials told NBC News on Monday.

The 23-year-old suspect was arrested last Wednesday in the Paris suburb of Argenteuil and charged on Saturday with "individual terrorist activity," said Agnes Thibault-Lecuivre, a spokeswoman for the Paris prosecutor's office.

The suspect allegedly plan to assassinate Macron on July 14, during Paris' Bastille Day military parade. It's the same parade that Donald Trump is expected to attend alongside Macron.

Without giving specific details on the arrest or the threat made against Macron, Thibault-Lecuivre told the AP on Monday that the 23-year-old suspect's plans were vague and not yet finalized, and that he appeared to be acting alone.

A manhunt has ended in Northern Virginia after a man escaped from immigration officials.

Marlon Carlos Rivas-Mendez, 27, fled from U.S. Immigration and Customs Enforcement (ICE) custody as he was facing deportation and being driven to Washington Dulles International Airport, law enforcement sources tell News4.

He is now in law enforcement custody, ICE told News4 Monday afternoon.

Rivas-Mendez escaped from a car traveling south on Dulles Toll Road near Old Ox Road in Sterling, sources say. He ran into a wooded area.

Loudoun County police say Rivas-Mendez is a Sterling resident who initially was arrested Monday morning. He was transferred into ICE custody about 11:10 a.m. without incident.

But in federal custody "Rivas-Mendez assaulted the transport personnel and escaped custody on the Dulles Toll Road," a statement from the Loudoun County Sheriff's Office said.

ICE, Virginia State Police, Fairfax and Loudoun county police and Metropolitan Washington Airports Authority officers all hunted for Rivas-Mendez.

Video from Chopper4 showed the extensive search underway.

Finally, more than three hours after he was taken into ICE custody, he was found about four miles away, near Mercure Circle and Old Ox Road.

He was taken back into custody without incident, Loudoun County police say.

Rivas-Mendez now faces local charges of assault and battery, and he is in ICE custody.

Sources said Rivas-Mendez stands 5-foot-11, is Hispanic with fair skin and was wearing a white T-shirt, camouflage shorts and no shoes. He had a handcuff around one wrist.

Anyone with information on Rivas-Mendez's whereabouts was asked to call 911 or 703-777-1021.

Democrats Put Forth Bill to Remove Trump

A bill to remove President Donald Trump from office has gained momentum in the last week after a series of ill-received tweets by Trump over the past week, NBC News reports.

The bill would create a bipartisan commission to medically examine Trump and ensure that he is physically and mentally fit to hold office. It was originally put forth by House Democrats back in April.

"Given Donald Trump's continued erratic and baffling behavior, is it any wonder why we need to pursue this legislation?" asked one of the bill’s co-signers, Rep. Darren Soto, D-Fla.

The idea behind the bill is backed by Section 4 of the 25th Amendment, which allows the Vice President to replace the president if the majority of the cabinet or “such other body as Congress” believes he cannot “discharge the powers and duties of the office.”

Chula Vista Seeks 15 Firefighter Recruits

Less than a month after the Chula Vista City Council adopts a new budget, the city has announced it's recruiting 15 firefighters for the Fall 2017 Fire Academy.

The firefighters union has been calling for more hands on deck. For six years, the Chula Vista Fire Department (CVFD) has consistently failed to meet the national response time goal.

According to the Chula Vista Firefighters Local 2180, the department has the worst emergency response times in the state of California

The union had requested the City Council to add 24 additional firefighters.

On June 6, the council approved adding an additional 12 firefighters, saying the budget could not accommodate the number requested by the union.

The city announced Monday 15 firefighters will be recruited for the fall academy.

According to the city, some of the positions will be funded by the Staffing for Adequate Fire and Emergency Response (SAFER) Grant.

Two additional fire stations will also be expanded as a result of a planned development in the eastern and western parts of Chula Vista.

In order to be considered for the Fire Recruit position, applicants must be on the Firefighter Candidate Testing Center (FCTC) Statewide Eligibility List

Authorities are searching for a group of suspects who stole a combined $25,000 worth of equipment and tools a North County school and farm.

The first break-in happened in the early hours of Wednesday, June 21, when the suspects drove up to Sullivan Middle School, on the 7300 block of West Lilac Road in Bonsall, San Diego County Sheriff Department (SDSO) Detective Steven Ashkar said.

In the surveillance video, two men can be seen driving a late model gray or tan Chevrolet or GMC cab pickup truck onto campus.

The suspects broke into two storage units and the school's maintenance office, stealing an estimated $10,000 worth of tools and equipment. Then, the suspects fled.

The following week, sometime between 7 p.m. Thursday and 6 a.m. Friday, the same colored truck can be seen driving up to Kendall Farms on the 4200 block of White Lilac Road in Rainbow in the surveillance video. Four masked men can be seen riding inside the car.

The suspects apparently cut a lock on the gate and broke into the farm, deputies said. The man also cut a wire to the farm's alarm system.

The men broke into a barn and stole more than $15,000 in landscaping tools, deputies said. They left $2,000 in damage to the property.

No further information is available.

If you recognize any of the suspects in these two burglaries, call the Sheriff's Department at (858) 565-5200. You can also call the Crime Stoppers anonymous tip line at (888) 580-8477. A reward of up to $1,000 is being offered for any information that leads to an arrest.

500 San Diego Students Must Retake AP Exam Due to Error

$
0
0

About 500 students will have to retake their Advanced Placement (AP) exams due to errors involved in the administration of the test, officials with the San Diego Unified School District (SDUSD) said Friday.

Several AP exams taken at Scripps Ranch High School have been declared void because the chairs in which the students were seated during the testing session were placed too close together in the exam room.

A petition requesting that the College Board reconsider voiding the test scores for the students has gathered more than 1,800 signatures.

The SDUSD Board Vice President for District B, Kevin Beiser, said he is disappointed in the board's decision to void the students' AP exams.

"In my opinion, they should have administered, maybe a lesser penalty, such as a sanction. Instead of going to what some people are calling the nuclear option," said Beiser.

There is no evidence of cheating, according to SDUSD. The problem was purely a breach of seating protocol.

The College Board and its test administrator, Educational Testing Service (ETS), notified school officials that the test results had been invalidated on Wednesday.

"I'm very disappointed the proper protocols were not followed at this site for some AP tests," said Beiser. "I'm equally disappointed the College Board and ETS test company is invalidating the scores, which I think is an overreaction as there is no evidence of student cheating."

The investigation began when the College Board received a seating chart after the AP exams were conducted.

Based on the investigation, the students were seated too closely together with partitions placed between their desks. The College Board's seating rules prohibit any kind of partitions.

According to the College Board, those seating rules are in place to make sure no student gains an unfair advantage.

SDUSD officials say they strongly disagree with the decision to void the students' AP exams, but legally, the agency has a right to invalidate the test scores.

Scripps Ranch High School consulted their legal department and decided not to take legal action upon realizing that similar efforts by districts have previously failed in the courts, said Beiser.

The school will do everything in its power to minimize the impact on students, he added.

One resident of Scripps Ranch, Dr. Carole Banka, helped start the Advanced Placement program in science when her daughter attended the school. She says this could really impact a college freshman's education.

"I'm really shocked that whoever was administering these tests would allow such a mistake to happen," said Banka. "If they're going into a premed program or any program headed for professional or graduate school, it could really slow down their progression through college if they're unable to make this up."

The void AP exams could have big consequences for students who aren't staying in San Diego this summer and won't be available to retake the exams. It's especially significant for seniors who already planned their first semester of college feeling confident with their prior test performance.

"The dedication of our teachers at Scripps Ranch High School is unparalleled as they have all volunteered to come in and teach review classes to help the students prepare for the free retest opportunities we will provide in July and then again in August," said Beiser.

Parents and students will be able to visit the Scripps Ranch Falcons' website and click on the AP Free Retest link at the top for further information about free review opportunities and to sign up for retesting.

Students who choose not to retake the test will have their fees refunded, according to SDUSD.

"We want to stress again that the students of Scripps Ranch have not done anything wrong to precipitate this decision by the College Board and ETS," said SDUSD Superintendent Cindy Marten. "On behalf of Scripps Ranch High School and all of San Diego Unified, we deeply regret the fact established procedures were not followed in this instance."

"We have accepted responsibility for that fact and are conducting an internal review of all AP test taking procedures at other high schools," she added.

Marten said more changes are coming; the annual training for proctors that is currently optional will now be a mandatory requirement. A new testing proctor has also been assigned to the Scripps Ranch High School community.

Students will have several opportunities to take make-up exams, with the first retest dates set for July 17 through July 20. The next opportunity will be in August.

A parent and student forum is planned at Marshall Middle School on July 5 at 6 p.m. to discuss this incident further.

School officials said students will not receive their scores from the invalidated AP exams. Scores from the makeup exams should be available within weeks following the exams, in time to send to colleges.

47 Drivers Arrested for DUI in San Diego County This Weekend

Forty-seven suspected drunk drivers have been arrested so far this holiday weekend across San Diego County, confirmed California Highway Patrol.

Last year, there were 66 drivers accused of DUIs arrested by the end of the Fourth of July weekend in San Diego County. Across California, law enforcement has arrested 896 drivers for suspected DUIs just this weekend, according to CHP.

Summer Stephan, the chief deputy district attorney of San Diego County reminded the community what the true spirit of the holiday is all about.

"Let the Fourth of July be about the independence of our country, not about you losing your independence for a choice to drink and drive and destroy somebody's life," said Stephan.

Authorities across the county are cracking down on drunk driving as San Diegans gear up for Fourth of July festivities.

Increased DUI patrols and checkpoints kicked off last Tuesday, reminding partygoers to "Drive Sober or Get Pulled Over" while celebrating the Fourth of July.

This begins a four-day, countywide effort to prevent alcohol-related deaths and injuries, as well as underage drinking in San Diego County.

Law enforcement agencies will be teaming up throughout the region to enforce DUI laws. That includes San Diego police, San Diego County Sheriff's deputies, California Highway Patrol and more.

As you prepare to drive home from the festivities, authorities reminded the public to keep in mind that drunk driving can have deadly consequences.

"For those that make the wrong and terrible decision to drive impaired, we want you to know this," said SDPD Police Chief Shelley Zimmerman, in a statement.

"We will be conducting maximum DUI enforcement targeting drunk and impaired drivers throughout the entire holiday period. This will include saturation controls and DUI checkpoints," warned Zimmerman.

Last year, 37 people were arrested for driving under the influence during the Fourth of July weekend. In addition, there were 12 DUI-related collisions. That shows higher numbers than previous years, according to Chief Zimmerman.

Everyone plays a crucial role in public safety, which is a shared responsibility. Police say if you see something suspicious, speak up and do something about it.

El Centro Border Patrol agents arrested a previously deported sex offender and seized narcotics at a checkpoint over the weekend.

The arrest and seizure occurred at the Highway 111 checkpoint, according to the U.S. Customs and Border Protection (CBP).

At approximately 11:15 p.m. Friday, agents saw a man running north from the international border fence west of Calexico and approached him.

The 36-year-old man was taken into custody after agents determined he was in the country illegally. He was convicted of Contributing to the Sexual Delinquency of a Minor in 2003 and was sentenced to 15 days in prison.

He was ordered to be deported to Mexico following his release.

The man was transported to the El Centro station for processing, according to CBP.

On Saturday, at approximately 1:15, agents stopped two people in a Jeep Liberty at the same checkpoint. During a secondary inspection, they discovered 20 packages of methamphetamine inside the spare tire.

The narcotics are valued at approximately $65,184.

CPB officials turned over the two people and narcotics to the Drug Enforcement Administration.

The co-founder of Silicon Valley's 500 Startups is stepping down from the company after admitting he made inappropriate advances toward women in the workplace.

Dave McClure announced his resignation and an apology for his actions in a blog post titled "I'm a Creep. I'm Sorry." He is the latest in a number of Silicon Valley venture capitalists and CEOs, like Uber's Travis Kalanick, to lose their job because of their treatment of women.

"Personally, I think we're on the verge of a big shakeup in Silicon Valley," said Kym McNicholas, director of Extreme Tech Challenge. "Those investors who have been misbehaving -- and there are a lot of them according to female entrepreneurs that I know -- they're going to be called out as women get more and more support from the industry and they know they don't have to be afraid anymore."

Fran Maier, co-founder of Match.com, said she was told once to hire someone because she had good legs.

"There's such an emphasis on pattern-matching and bro culture," Maier said. "And if you don't fit that perceived entrepreneurial look of a 20-something guy in a hoodie, your chances when you walk in the door are down."

Maier and McClure said an apologetic memo is good, but it is just a first step to solving the problem.
