Senate Republicans, Democrats Agree on New Russia Sanctions

The Senate reached a bipartisan agreement Monday night on a new round of sanctions against Russia, which would prevent President Donald Trump from lifting the rules without Congressional approval, NBC News reported.

In addition to removing the power to lift the sanctions from Trump, the measure would codify existing sanctions and place new economic restrictions on Russians who violate human rights, supply weapons to the Assad regime in Syria or who are involved in the Russian defense or intelligence industry.

The deal, which Trump has not supported, would also place more sanctions on industries, including Russia's mining, shipping and railway industries.

The measure will be attached to a larger bill to impose sanctions on Iran, which Trump has supported. If it passes a procedural vote Wednesday, the Senate could vote on it Thursday. The House would then have to approve it before it goes to Trump.

California Awards $62 Million to Fund Veteran Housing

Approximately $62 million was awarded by the state of California to help fund the Veterans Housing and Homelessness Prevention (VHHP) program in a third round of Proposition 41 grants Monday.

Prop 41 is an effort to help build or rehabilitate 12 development projects aimed at keeping veterans off the streets, according to a statement from VHHP.

“The VHHP program helps veterans and their families regain a sense of place, a sense of pride and peace,” said Director of California Department of Housing and Community Development (HCD) Ben Metcalf.

With the money awarded from Prop 41, VHHP is set to add 836 more affordable housing units in California, with 471 to be veteran-specific. Of the 471 units, 243 units will be dedicated to veterans who are chronically homeless.

CalVet Secretary Vito Imbasciani said in a statement that California is committed to helping lift veterans out of homelessness long-term.

“The VHHP funding generates more than four walls and a roof for veterans who are struggling,” said Imbasciani. “It provided a safe place with supportive services that create a ladder for success from chronic homelessness.”

Homelessness among women veterans and their children is on the rise, and on average, more than 9,600 veterans face homelessness in California, according to Imbasciani's statement.

In San Diego, there are approximately 1,054 homeless veterans, according to a 2017 WeAllCount Point-in-time Count.

San Diego is receiving $3,525,000 to build one development with 31 VHHP units, according to data from the VHHP program.

“We have a number of developments from the first round of grants from Proposition 41 that are almost done,” said a spokeswoman from CalHFA. “To build an entire development can take up to two years, so we won’t see developments from round three for another few years.”

VHHP has allotted $238 million to fund housing developments, which was taken from the first three rounds of grants from Proposition 41, and will result in a total of 1970 housing units for veterans and their families, according to the California Housing Finance Agency (CalHFA).

The Golden State Warriors avenged their 2016 NBA Finals loss to the Cleveland Cavaliers with a 129-120 victory on Monday night in Oakland.

Kevin Durant was named the NBA Finals MVP after scoring 39 points as he finally took home his first ever NBA Championship trophy.

LeBron James did everything he could to send the series back to Cleveland scoring a game-high 41 points, but this time the Warriors were able to close the door on the 3-1 series lead.

Padres Clobber Cincinnati

The Padres offense came to life in the second inning Monday night against the Cincinnati Reds.

And unlike this past Saturday, the Friars kept a firm grip on the lead en route to a solid 9-3 victory.

Franchy Cordero and Yangervis Solarte homered and San Diego scored six runs in the second to race out to a 7-2 lead against Reds starting pitcher Bronson Arroyo.

For Cordero it was the first major league home run of his young career.

Solarte went yard two batters later.

Austin Hedges also contributed three hits and three RBI.

The catcher's first base knock was a two-run double in his first plate appearance which made it 3-2 San Diego and helped the Padres grab the lead for good.

That was more than enough for Perdomo on this night.

The right-hander pitched into the seventh inning and finished with four strikeouts and allowed only 7 hits and 3 earned runs.

Padres relievers Ryan Buchter, Kirby Yates and Craig Stammen combined for 2.1 shutout innings to close out the contest.

The Friars return to Petco Park Tuesday against the Reds when lefty Clayton Richard opposes Scott Feldman.

First pitch is slated for 7:10 p.m.

Two Killed In Head-On Crash In University City

Two people are dead after a wrong way driver crashed head-on into a car on the westbound lanes of SR-52, just east of I-5 in University City.

The California Highway Patrol said they received a call just after midnight, that someone in a gray pickup truck was driving the wrong way on SR-52.

A minute later, CHP received another call about a crash. 

Officers say the person driving the pickup collided into someone driving a Mercedes sedan, sparking a fire that killed both drivers. 

The roads near the crash were closed while the highway patrol investigated the crash. 

The roads have reopened. 

No other information was available.

Driver Killed After Plowing Into Tree in 4S Ranch

A driver was killed overnight after plowing into a tree in 4S Ranch, officials said.

At around 3:30 a.m., the driver -- identified, for now, only as a 34-year-old man, crashed at Camino Del Norte and Camino San Bernardo. The impact left him unresponsive and trapped inside the car.

Emergency crews got him out of the wreckage and tried to resuscitate him; he was taken to a hospital where he died shortly thereafter.

CHP officers are investigating what led to the crash. No other information, including the victim's name, was immediately released.

Warriors' Game 3 Win Earns America a Free Taco Tuesday

Whether you were rooting for the Golden State Warriors or the Cleveland Cavaliers in the 2017 NBA Finals, everyone wins Tuesday with free food from Taco Bell.

The taco franchise challenged the Eastern and Western Conference winners to "steal a road game" during the tournament and offered to give free Doritos Locos Tacos to everyone in return.  

Thanks to the Warriors' 118-113 victory over the Cavaliers in Game 3 in Cleveland, taco fans everywhere can now claim their prize.

The "Steal a Game, Steal a Taco" giveaway is from 2 p.m. to 6 p.m. at Taco Bell locations nationwide, while supplies last. Customers are limited to one taco and there is no purchase necessary.

Taco Bell held a similar promotion during the 2016 World Series.

Golden State defeated Cleveland on Monday to win their second NBA title in the last three seasons.

String of Crashes Make for Deadly Night on Local Roads

A string of crashes in less than 24 hours kept law enforcement very busy across the county and left several drivers dead.

At 8:15 a.m. Tuesday, one driver was killed in a crash in Poway, on westbound Scripps Poway Parkway near State Route 67.

About five hours earlier, around 3:30 a.m. in 4S Ranch, a driver crashed into a tree at Camino Del Norte and Camino San Bernardo. The impact left the driver unconscious and trapped inside his car; he died at a hospital shortly thereafter.

A few hours before that, over in University City on State Route 52 east of Interstate 5, two drivers were killed in a fiery, head-on crash just after midnight. In that collision, California Highway Patrol officials said one driver in a pickup truck was traveling the wrong way on the freeway just before plowing into another driver in a sedan.

Two other deadly crashed happened Monday night.

At 11:20 p.m. in Normal Heights, a motorcyclist crashed on northbound Interstate 805 at Adams Avenue. Witnesses reported seeing the motorcyclist down in the roadway and debris from his motorcycle scattered across multiple lanes. He died in the accident, officials said.

At around 6:20 p.m., another motorcyclist was killed in a crash along the 8200 block of Friars Road in Mission Valley.

All five separate, deadly crashes remain under investigation; the names of the victims in all cases have not yet been released.

1 Dead, 1 in Critical Condition After Poway Car Crash

A 19-year-old woman driving down Scripps Poway Parkway early Tuesday morning was killed when she veered off the road, crashing into a broken down Sparkletts truck. 

The crash happened at approximately 8:15 a.m. on westbound Scripps Poway Parkway near State Route 67, Poway fire officials said. A Sig Alert has been issued for the area and drivers should expect heavy delays.

A 19-year-old woman, who has not been identified, was behind the wheel of a 2010 Ford Focus with her 19-year-old friend when, for an unknown reason, she veered off the road and rear-ended a broken down Sparkletts truck, Sgt. David Cheever said. The truck has pulled over on the shoulder near Sycamore Canyon Road. 

The preliminary investigation revealed the driver may have fallen asleep at the wheel, Cheever said. There was no indication the driver tried to brake prior to the crash, Cheever said.

The 19-year-old was pronounced dead at the scene. 

At the time of the crash, the passenger was asleep. The passenger, partially crushed by the front end of the car, was taken in an air ambulance to Palomar Medical Center, Cheever said. She suffered a serious leg injury, injuries to her pelvis, chest contusions and other injuries. She is in critical condition. 

The driver of the Sparkletts truck was injured in the crash and taken to a local hospital. At the time of the crash, he was sitting inside his truck, waiting for a tow truck to arrive. 

Poway Fire Department officials are at the scene. 

The investigation is ongoing. 

No further information is available.

New Stores, 2nd Valet Coming to Fashion Valley Mall

A relocated California Pizza Kitchen, new stores, and a second valet location are among additions in the works at Fashion Valley mall in Mission Valley.

A statement from the mall’s operator, Simon Property Group Inc., said stores slated to join the lineup this spring include women’s fashion retailer Joie, opening a 1,470-square-foot location that will be its first in San Diego; and Montblanc, which sells high-end items including writing instruments and timepieces and will open a new and expanded store on the lower level near Macy’s.

Those will join Saje Natural Wellness, which sells natural health products, and Distroller, which sells dolls and toys for children, both of which recently opened their first stores in the San Diego market.

Los Angeles-based California Pizza Kitchen has a new location under construction on the mall’s lower level. Its current restaurant on the mall’s upper level will remain open until the new venue is ready.

Mall operators said Fashion Valley plans a summer opening for its second valet location, next to True Food Kitchen and Bloomingdale’s at the mall’s main entrance. Its current valet post is located between Louis Vuitton and Stacked.

Opened in 1969 at 7007 Friars Road, Fashion Valley is San Diego’s largest regional shopping mall, spanning more than 1.7 million square feet with more than 200 stores and eateries.

Arrest Made in Horton Plaza Homicide

San Diego police have arrested a man accused of opening fire on a U.S. Navy service member, unprovoked, outside a comedy club at San Diego's Horton Plaza mall, killing him. 

Arrow Morris, 39, of San Diego, has been booked into San Diego County Jail on one count of murder in the death of 43-year-old James Celani. Morris was also charged with one count of attempted murder, robbery, dissuading a witness and violation of parole.

SDPD Homicide Investigators say Morris was outside the Mad House Comedy Club on Saturday evening just before midnight.

Morris was arguing with a woman outside the club before the shooting took place. 

During that argument, police said, he took her purse and walked away from the club. 

As he walked away from the club, he bumped into the victims: Celani and his cousin. 

Without provocation, he shot both victims, police said.

Celani was shot in his chest and taken to UC San Diego Medical Center. Despite life-saving measures, he was pronounced dead at the hospital. 

Celani was Navy pilot who later worked with drone technology. As part of Naval Special Warfare, Celani supported Navy SEAL teams working tactical operations.

The second victim, a 29-year-old Riverside resident, was shot in the leg. He is expected to survive. 

Homicide detectives found Morris in Serra Mesa at approximately 6 p.m. on Monday, police said. He was arrested in public. 

A second suspect remains on the loose. Police have identified the man, but detectives are working to determine how, exactly, he was involved in the shooting. 

He has not been arrested, and police will not release his identity.

Gas, Water Service Shut Down at Airport’s Terminal 2 West

Gas and hot water service were shut down Tuesday morning in Terminal 2 West at the San Diego International Airport after a construction incident impacted a gas line, airport officials said.

Jonathan Heller, a spokesperson for the San Diego County Regional Airport Authority, said a construction worker at the Federal Inspection Station site in Terminal 2 West struck a gas line while digging at around 9:25 a.m., rupturing it.

Heller said gas service to Terminal 2 West was shut down; there was no hot water or gas service. He said concession vendors were offering a limited menu due to the impacted services.

As of 10:30 a.m., it was unknown how long the service shut-offs would last. Heller said San Diego Gas & Electric (SDG&E) crews were on site efforting repairs.

San Diego Fire-Rescue Department (SDFD) crews were also at the airport taking a look at the broken gas line but, as of 11:35 a.m., those crews had cleared.

The roadway outside Terminal 2 West was shut down for a bit after the gas line was hit, but Heller said it reopened a short time later. No one was injured.

DUI Suspect Plunges Into Carlsbad Lagoon

A young woman suspected of driving under the influence plunged 30 feet into a lagoon in Carlsbad, got herself out of the water-logged wreckage, and fled.

According to the Carlsbad Police Department (CPD), DUI suspect Danielle Rogel, 20, was driving along the 4100 block of Carlsbad Boulevard at around 2 a.m. Tuesday when she lost control of her car and crashed into the Agua Hedionda Lagoon on the east side of the roadway.

Witnesses told police Rogel escaped from the wreckage before the car was mostly submerged and walked away northbound on Carlsbad Boulevard towards Tamarack Avenue.

When emergency crews arrived, they discovered the car inside the lagoon, but no driver.

About 40 minutes later, police received reports of a suspicious woman – Rogel – walking in on Sequoia Avenue, about two blocks north of the lagoon.

When officers approached Rogel, she admitted to being the driver of the car that crashed into the water. She was arrested on suspicion of DUI and for fleeing the scene of the accident.

No one else was inside the car with Rogel at the time of the crash, the CPD said, and no one was harmed.

Several agencies worked together throughout the morning to safely remove the wreck from the lagoon including the CPD, the Carlsbad Fire Department, the Oceanside Police Department, Encinitas Lifeguards, Solana Beach Lifeguards, and S&R Towing.

Chipotle to Give BOGO Deals to Nurses on Wednesday

Chipotle is celebrating Nurse Appreciation Day on Wednesday by giving nurses a "buy one, get one free" deal on burritos, bowls, salads or orders of tacos.

The deal is available to any nurse who shows a nursing license or ID at checkout at the restaurant. 

“Nurses take care of people day in and day out and we want to do our small part to take care of them,” Mark Crumpacker, chief marketing and development officer at Chipotle said in a statement. “Their jobs aren’t easy, but hopefully this small gesture makes lunch or dinner a little easier and a little tastier.”

Adults Reminded of Penalties for Giving Alcohol to Minors

County officials and the San Diego Sheriff's Department reminded adults of the major consequences of giving alcohol to minors Tuesday.

It is against the law to provide alcohol to minors, host underage drinking parties and to allow minors to drink.

Deputies say that anyone allowing minors or adults under age 21 to drink alcohol will be held accountable. They may be cited or arrested, fined up to $1000 or more, serve up to six months in jail and face additional fines for law enforcement services, according to county officials.

Although most kids don't drink, there's still a substantial amount that are drinking, said county officials. The latest California Healthy Kids Survey indicates that 18.6 percent of nineth graders and 29.1 percent of eleventh graders drank in the past month.

“Alcohol is easily available to minors,” said Alfredo Aguirre, director for HHSA’s Behavioral Health Services. “They get it from older friends, strangers willing to buy it for them, store clerks who fail to check IDs and adults, including their friend’s parents and sometimes even their own parents.”

Minors caught drinking can be cited for being a misdemeanor minor in possession of alcohol. Those caught with a fake ID, using it to procure alcohol and gain entry into bars or clubs, can be cited for a misdemeanor false identification violation, according to the county.

A minor can be convicted of a misdemeanor, which will appear on their criminal record. They could lose their driver’s license for one year, regardless of whether they were driving a car or not, if there’s any trace of alcohol in their body. That includes just .01 percent blood alcohol content, according to state law.

If they are driving a car, they can be charged with a DUI if their blood alcohol content is .05 percent or higher.

“Underage drinking is dangerous and binge drinking even more so. Drinking large amounts of alcohol in a short period of time can result in alcohol poisoning which can lead to death,” Aguirre added.

“So it’s important that parents talk to their kids and set clear expectations about not drinking. They do listen to you, even if it doesn’t seem like they do.”

Crews Battling 50 Acre Brush Fire on Camp Pendleton

A brush fire burning on Camp Pendleton has grown to 50 acres, though no structures are threatened, officials said. 

The fire broke out on the south side of the base, near the 800 block of Douglas Drive, Tuesday afternoon.

The location is by the border between Oceanside and Camp Pendleton. The fire is burning near the Oceanside Golf Course, and heavy smoke can be seen from Oceanside to miles away. 

Douglas Dr is closed from North River Rd to Vandegrift due to the active fire.

No evacuations have been issued, Oceanside officials said. 

There is no word yet on containment.

SDPD Officer Injured in Solo Crash on Interstate 805: PD

A San Diego police officer has been taken to the hospital following a solo crash in University City, SDPD Officer Billy Hernandez said. 

A Sig Alert has been issued for southbound Interstate 805 at Governor Drive following the crash. Commuters should expect delays in the area. 

After the crash, citizens rushed to help the officers until medics arrived. 

The officer was transported to a local hospital. The extent of the officer's injuries is unclear. 

No further information was available.

Suspect Arrested in in Deadly Oceanside Hit-and-Run

An arrest has been made in a deadly hit-and-run crash that took the life of a woman walking in Oceanside.

Oceanside police say information was gathered over the course of their investigation that lead them to identify a local resident, Edward Anthony Hernandez, 22, as a suspect.

Police arrested Hernandez Tuesday on a hit-and-run causing death charge.

Investigators found his vehicle abandoned after the hit-and-run back in April. Hernandez was determined to be the owner of the vehicle.

On Sunday, April 16, Oceanside resident Margaret Examus, 64, was killed in the hit-and-run crash on the 1400 block of Mission Avenue. She was found unconscious in the westbound lanes, east of Interstate 5 just before 8 p.m.

Examus was crossing the street when she was fatally struck, according to witnesses. The car was speeding down the road at over 70 mph.

Residents familiar with the intersection told NBC 7 that it's generally considered a safe intersection.

Bill to Allow Veterans Get Treatment for Misdemeanor DUI's

Veterans struggling with emotional damage related to their service could get a break on DUI arrests.

Senate Bill 725 would allow veterans to get treatment rather than be convicted of misdemeanor DUI’s.

With nearly 40,000 veterans calling San Diego home, the proposed legislation could have a big impact in San Diego.

It would expand a current military diversion program.

Advocates say it will help drunk-driving offenders get treatment for their problems with alcohol.

Among the critics is the San Diego County District Attorney’s Office, which is advocating the bill be amended to include a limit on the number of times offenders can access the diversion program.

A Deputy District Attorney told NBC 7, the proposed legislation does not provide any avenue for restitution for victims of injury DUI crashes

“We’re very much pro-veteran and pro-treatment, but we want it to be balanced with the needs of public safety,” said Harrison Kennedy, a prosecutor.

San Diego-resident Kim Moreno said he worked for a similar drug diversion program at MCAS Miramar during the Vietnam War.

“It had its successes and it had its failures and a lot of that depended on the individuals themselves,” Moreno said.

Some told NBC 7 society should be doing more to help our veterans before they get behind the wheel of a car drunk.

Last fall, a Wounded Warrior veteran went to the Veteran’s Administration seeking assistance with his alcohol addiction, according to his defense attorney Paul Pfingst.

Six days later, before receiving treatment, he picked up his two children from school, driving with a blood-alcohol content four times the legal limit, according to prosecutors.

Paul Schenk crashed his truck into 21-year-old Rachael Guarneros-Callahan, ending her life and injuring his two children, aged 5 and 4, who were unrestrained in the vehicle.

SB 725, first reported by the UT San Diego, applies only to misdemeanor DUI’s, so Schenk would not qualify for the diversion program for the fatal DUI in Ramona.

However, prosecutors say they want to avoid a situation where they would have to tell a family who lost their loved one that the defendant had done something similar before and avoided prosecution.

Senate Bill 725 unanimously passed the Senate and could be up for a full vote of the Assembly sometime this week, according to the UT San Diego.
