Padres Win Series over Diamondbacks

What started off as a shaky homestand for the Padres ended in victory as the Friars won the series against the Diamondbacks two games to one with a 4-1 victory Thursday night. On the mound for San Diego in game three was Clayton Richard. The lefty was explosive on the hill with a season high of eight strike outs and one allowed run through 6 and 2/3 innings.

First baseman Wil Myers got things started on the right foot for the Padres with a solo homerun in the top of the first inning to give San Diego an early 1-0 lead. That was Myers’ fourth homerun of the season. He currently leads the MLB in hits with 25.

The Friars offense also continued to shine. In the bottom of the fifth inning shortstop Erick Aybar was at it at again with a double to left field to score infielder Yangervis Solarte and catcher Austin Hedges. With that the Padres took a two run lead over Arizona.

To close out a great night at Petco Park, Hedges fired a solo homer to the left field seats in the bottom of the seventh inning for his third homerun of the season.

The Padres continue the latter part of their homestand with the first of three games against the Miami Marlins on Friday night at 7:10 p.m. PST.

'There May Be a Bomb in My Car': Threat Prompts Base Closure

The investigation into the possibility there may be explosives inside the trunk of a vehicle prompted the closure of the main gate at Naval Air Station North Island for seven hours Thursday.

A U.S. Navy petty officer was taken into custody just after 5 a.m. after reporting there may be a bomb in the trunk of a car, officials said.

"When the person came through the gate, the statement was made, 'There may be a bomb in my car,'" Base Commanding Officer Capt. Scott Mulvehill said.

Security personnel set up a perimeter around the car but they were having difficulty getting into the trunk, Mulvehill said.

"They lowered the back seat to get into the trunk and now they're trying to get eyes or video into the trunk to verify what's in there," he said.

The petty officer who made the report was being interrogated by NCIS agents, he added. No evidence of a bomb was present on her hands or clothing, officials said.

The main gate at 3rd and Alameda was closed as of 6 a.m. Thursday, affecting approximately 30,000 people, the base commander said.

Sailors and staff were asked to call in to their commands before heading in to work, officials said.

All traffic was diverted to the Ocean gate and carrier gate, officials said.

Because of the delays to base traffic, commuters using surface streets in Coronado found gridlock.

“We take all threats seriously and we appreciate the city’s patience with us as we investigate the validity of this threat,” Mulvehill said.

A day care center was closed and the children that had already arrived at the day care were moved and are being taken care of until they can be reunited with their parents, Mulvehill said.

Just before noon, the vehicle was removed by a tow truck and the main gate was reopened.

No bomb was found in the car. The sailor is now in custody and the Navy is investigating the incident.

NFL Releases 2017 Regular Season Schedule

So much has happened since the conclusion of the 2016 NFL regular season, and here we are already gearing up for 2017!

Thursday afternoon the National Football League released the full 2017 regular season schedule. The Los Angeles Chargers will be playing all their home games at the StubHub Center in Carson and have a stacked road schedule.

The Bolts open the season in Denver against the Broncos in a Monday Night Football matchup on September 11. They return to Los Angeles in week 2 for their home opener against the Miami Dolphins.

The first half of the season, the Chargers will also host the Kansas City Chiefs (week 3), Philadelphia Eagles (week 4) and Denver Broncos (week 7). Los Angeles’ newest NFL franchise will travel to New York City to face the Giants in week 5, then Oakland to play against the soon to be Las Vegas Raiders in week 6. They’ll round out the first half with a trip to Foxborough, MA, to go up against the New England Patriots in week 8.

After the bye week, the Chargers will start the second half of their season on the road against the Jacksonville Jaguars on November 12. They’ll host the Buffalo Bills in week 11 before heading to Dallas for a Thanksgiving Day game against the Cowboys in week 12. Back in Carson the Bolts will host the Cleveland Browns and the Washington Redskins in weeks 12 and 13, respectively, before heading off on their final two road games of the season. First they’ll head to Arrowhead Stadium to take on the Kansas City Chiefs in week 15, then back to New York City for a Christmas Eve matchup against the Jets in week 16.

The regular season finale will have the Chargers hosting the Raiders. Last season the Bolts hosted their rivals in a mid-December matchup that left Qualcomm Stadium looking more like the black hole. This season the two will face off at the StubHub Center. With far less seats, 30,000 compared to just above 60,000, it will be interesting if the crowd will be predominantly powder blue or black and silver.

The kickoff of the 2017 NFL season will bring two high-powered offenses as the Kansas City Chiefs will battle the New England Patriots at Gillette Stadium at 5:30 p.m. EST on NBC.

San Diego's Homeless Number Goes Higher

$

San Diego's homeless population shows no signs of shrinking, and it's spread far beyond the city limits.

Civic leaders gathered downtown Thursday to break out the numbers, vowing to work harder and smarter to curb that growth.

Doing the best they could over ten days earlier this year, 1,600 volunteers went in search of the homeless in dozens of places around the county.

An annual head count is required for federal funding to reverse a dynamic that’s become too big for too long.

More than 9,000 people, countywide, were officially tabulated as homeless.

That's a five percent increase over 2016’s findings.

But the city of San Diego's total was up 10 percent, with those listed as "unsheltered" increasing by 18 percent.

“These are very sobering figures,” Mayor Kevin Faulconer said during a news conference in East Village. “We have to make homelessness our number one social services priority across this region.”

Surveyors reported seeing a lot of mental health, drug use and disability issues – plus a larger number of tents and makeshift shelters than last year, especially downtown.

One bright spot was a nine percent drop in homeless veterans, part of a 29 percent decrease in their numbers since special housing programs were launched in 2013.

“Our veterans system is much more ‘housing-first’ focused than the rest of our system,” said homeless advocate Michael McConnell. “All they have to do is embrace housing-first throughout the entire system and we can get all of those numbers going in the right direction.

In recent weeks, Father Joe's Villages and the Alpha Project have stepped up with major plans for long-term housing.

“A lot more people are getting out and learning about the issue,” McConnell noted. “And hopefully the leadership will come together to make a big dent on the overall population."

Civic leaders say the county is being short-changed by the $18 million a year it gets in federal grants to deal with homeless.

If a proposed hotel tax hike passes in a November special election, the city could reap $15 million a year for that.

WindanSea Beach Closed Due to 1,000 Gallon Sewage Spill

County health officials closed parts of La Jolla's popular WindanSea Beach Thursday after approximately 1,000 gallons of sewage spilled into the water.

The County of San Diego's Department of Environmental Health closed the section of the beach stretching from Nautilus Street to Marine Street at 1 p.m. The stretch of beach is about 2,000 feet long.

A ruptured force main at a pump station on the 100 block of Fern Glen at Vista Del Mar, adjacent to the beach, spilled approximately 1,000 gallons of sewage into the water.

Officials are collecting water quality samples at the site to assess the impacts of the spill.

Signs have also been posted at the beach and at access points to the beach. The signs will remain in place until testing shows the water is no longer impacted.

For more details, check the County's website.

New Results of Lead Testing in Vista Schools

New lead testing results at Vista Unified School District schools show that a faucet, used for food preparation at one elementary school, has tested positive for lead.

The faucet, located at Grapevine Elementary School in Vista, at 630 Grapevine Road, is located in the kitchen.

Of the 29 schools tested in the school district, 22 schools passed the lead test. Tests at six schools are still pending. The district is taking advantage of a state program to pay for the testing at its schools.

Before the lead testing on March 15, the faucet at Grapevine Elementary was used for food preparation. Now, the faucet is bagged and out of use.

“One faucet got a 16 measure on the lead test, and 15 is in the danger level, so we immediately shut it down, turned it off water, and bagged it,” said assistant Superintendent of Business Donna Caperton.

As schools test for lead in their drinking water, they are required by the state to fix problems if they discover lead in water at levels greater than 15 parts per billion (ppb).

Approximately 17 schools throughout the county have found lead between 5 ppb and 15 ppb - levels at which they are not required to take action under state guidelines.

Caperton said the district has also brought in hot water stations, so kitchen staff could wash their hands.

They brought in bottled water for cooking, and food is being brought in from the central kitchen.

The district made repairs, but after a second round of testing on March 24, the water tested a measurement of 12.

That’s below the 15, but even so, out of an abundance of caution, more repairs were made, and another test was done Wednesday. The district is waiting for the results of that testing.

“I mean if they’re taking care of it, I’m not worried,” said Maria Deleon, a parent at the school.

Deleon was happy to know the District is taking action, but she wishes the District had notified parents, especially since the faucet in question was involved in food repair.

“The reality is it was one school. It was one faucet. We did not want to unnecessarily alarm people,” Caperton said.

Caperton said the district’s focus was on getting the problem fixed.

“We're here to make sure your children are safe, the food they get is safe, e they have clean water, and we’re not going to make any excuses or cut any corners in doing so," Caperton said.

As schools across the County test for lead in water, NBC 7 is mapping the schools and the results here. Parents can view how the testing is going and click on each location for updates and links to test results.

In 2009, California’s health department, OEHHA, set the public health goal for lead in drinking water at 0.2 parts per billion.

The California Public Interest Research Group (CALPIRG) and the American Academy of Pediatrics maintain there is no safe level of lead in drinking water provided to children.

Lead poisoning in children can cause symptoms ranging from headaches and hearing or speech problems to learning and behavioral problems or damage to the brain and nervous system.

The potential for lead contamination in the water supply is greater in buildings built before 1986, according to health, water and city experts.

There are 447 schools across San Diego County built before 1986.

See our map of schools where the risk is greater here.

NBC 7 is gathering our coverage of concerns regarding drinking water in our special section "Safe to Drink?' here.

Atty. General, Sec. of Homeland Security to Visit San Diego

Two top Trump administration officials are set to visit San Diego on Friday as the administration looks at ways to better improve border security.

U.S. Attorney General Jeff Sessions and Secretary of Homeland Security John Kelly will visit the U.S.-Mexico border wall south of San Diego, looking into what types of enforcement works and what types of enforcement doesn't work along San Diego's southern border.

The local president of the National Border Patrol Council, Terence Shigg, hopes the visit will lead to a new wall, and more enforcement.

“Walls aren't the end all be,” said Shigg. “You’re always going to need the infrastructure, the lighting, camera, agents, boots on the ground. You're always going to need that. So we don't ever want to get to the conversation of we're going to build something that no one is ever going to breach, I don't think that's possible.”

Sessions and Kelly are coming from El Paso, Texas, where they stopped on Thursday to talk about the plan to crack down on illegal immigration.

Over the last decade, the number of people illegally crossing into the U.S. along the southern border has consistently decreased.

Despite the drop in numbers, Border Patrol agents say smuggling is still a serious problem that needs to be addressed.

“You have criminal networks calling the shots,” said Shigg. “They all have a specific job. One person smuggles people, the other smuggles drugs, one is to cut fences, one is to guide through routs. Another person does the scouting.”

Border Patrol officials hope to get enough funding to hire 5,000 more agents along the U.S.-Mexico border. Currently, the San Diego region has about 2,300 agents.

To help increase those numbers faster, authorities are considering removing a mandatory polygraph test used to weed out corruption.

“Those who have already taken a polygraph for other agencies,” Shigg told NBC 7. “Those who already have a clearance from the military, they don't have to do that test, because obviously they've already passed one.”

Before Friday's high-profile meeting, local pro-immigrant activists say they will hold a protest at the border to speak out against plans to build a new wall.

Congress still has to approve any potential funding for a new border wall and heightened border enforcement.

Hospital Fined For Mistakenly Removing Patient's Ovaries

California health officials are fining Redwood City-based Sequoia Hospital $47,452 for erroneously removing a patient’s ovaries last year.

The Peninsula facility is one of 14 hospitals facing 17 penalties issued by the California Department of Public Health on Thursday. Accused of not complying with “licensing requirements that caused, or were likely to cause, serious injury or death to patients,” the hospitals are being made to shell out a total fine of $1,135,980.

Including Sequoia, the Bay Area houses four of these hospitals: California Pacific Medical Center-St. Luke’s Campus Hospital and Kaiser Foundation Hospital in San Francisco; and Queen of the Valley Medical Center in Napa.

According to the CDPH, doctors at Sequoia were supposed to surgically remove the patient’s uterus, fallopian tubes and appendix. But the procedure was entered incorrectly in the hospital's surgery log, leading to the removal of her ovaries. The report does not specify whether the woman’s ovaries were taken out instead of or along with the uterus, fallopian tubes and appendix, but says the patient will require lifelong estrogen replacement therapy as a result of the misstep.

Meanwhile, a St. Luke’s patient felt dizzy and fell off her bed, but was not put through hourly neurological checks as prescribed, the CDPH found. The woman hit her head and died despite undergoing emergency brain surgery, and the hospital is facing a $47,452 penalty.

Kaiser is being fined $147,025 for two separate incidents, both of which led to the deaths of patients in 2015 and 2016.

In the first, a dialysis patient suffered “massive blood less and cardiac arrest” when his femoral catheter got disconnected from his bloodline, both of which were under a blanket. In the second, the patient experienced “acute respiratory failure” after a tracheostomy tube cuff valve was mistakenly left inflated. The mismanagement of the tracheostomy – described by the CDPH as “a surgical procedure to create an opening through the neck into the trachea” – led to the patient dying.

At Queen of the Valley, three separate incidents in 2013 in which hospital staff didn’t track patients’ symptoms and administered incorrect treatment, resulted in two deaths while the third patient is left in a vegetative state. The CDPH has levied a $225,000 fine on the Napa hospital for its mistakes.

Other hospitals on the CDPH list are LAC/Harbor UCLA Medical Center in Torrance; Santa Barbara Cottage Hospital in Santa Barbara; Bakersfield Memorial Hospital in Bakersfield; Desert Regional Medical Center in Palm Springs; and Sutter Davis Hospital in Davis.

The CDPH says regulations adopted in 2014 allow the agency to issue up to $75,000 in fines for a hospital's first administrative penalty, up to $100,000 for the second, and up to $125,000 for the third and every following violation within three years. Penalized hospitals are required to put forth a plan of correction, and have 10 days to appeal the fine.

Overnight Closure of South Bay Expressway in Both Directions

The South Bay Expressway, also known as State Route 125 toll road, will be closed in both directions on Monday April 24, starting at 9 p.m., through Tuesday April 25, until 5 a.m., between Birch Road and Olympic Parkway in east Chula Vista.

Motorists traveling in the area are encouraged to avoid the area or take an alternate route. A detour will be set up via Birch Road, Eastlake Parkway, Olympic Parkway and La Media Road.

Residents adjacent to the toll road can expect intermittent construction-related noise and lighting.

The reason for the closure is so that crews can work on the installation of false work temporary wood structures used to support the foundation of a new transit guideway bridge for the future South Bay Rapid service.

Additional overnight lane closures are planned from Tuesday through Thrusday, April 27. The work schedule is subject to change depending on weather conditions.

SANDAG (San Diego Association of Governments) says that when completed, the new bridge will allow transit vehicles to cross the South Bay Expressway and reduce travel time. The bridge will also accommodate people walking and biking, while connecting residents and communities west of the toll road with retail and entertainment on the east side.

SANDAG says that the South Bay Rapid project is a $128 million investment to create a new, frequent, and reliable transit choice to connect residents to employment and activity centers in Downtown San Diego and South County.

The 26-mile Rapid route will run between the Otay Mesa Port of Entry and downtown via a dedicated transit guideway along East Palomar Street and Eastlake Parkway in Chula Vista.

Local Marijuana Enthusiasts Celebrate '420' at A-List Party

April 20 is known by several names by marijuana lovers and advocates--"Weed Day" and "4/20" among them.

In San Diego County, hundreds of marijuana enthusiasts celebrated the day at an invite-only A-list party.

The creators of a website called Budtrader hosted the party at Shelter Night Club in Encinitas. Among the 200 plus guests were the owners, entrepreneurs, and investors in Southern California's cannabis industry.

The November vote that legalized recreational marijuana in the state created the "green rush." Ever since, those wanting a piece of the business have been clamoring for footing on the ground floor.

One of those making a real name for him is former Encinitas software company owner Brad McLaughlin.

McLaughlin bought Budtrader.com and in a matter of months grew the registered membership from 60,000 to over 600,000.

The website connects business owners in the cannabis industry so they can share everything from products to corporate structure.

McLaughlin made headlines last week after he invited Governor Jerry Brown to this event.

Although Governor Brown didn't commit, McLaughlin said his presence would give confidence to investors in California's cannabis industry.

"All the other leaders in the marijuana industry will be here tonight. His presence just says 'I stand with you guys. I support you. It's going to be great for the state, you have nothing to worry about and if push comes to shove, I have your back'," McLaughlin said.

McLaughlin told NBC 7, a two-time gold medal winning Olympian, a former NFL player and one NFL current player did attend the party.

Even though its a "Weed Day" celebration, there is no marijuana use allowed on the premises.

Recreational use regulations and licensing are still being worked out in Sacramento.

The U.S. military has deployed “sniffer aircraft,” drones and U-2 spy planes in preparation for a possible North Korean nuclear test, NBC News reported.

The sniffer aircraft is capable of detecting evidence of a nuclear explosion, according to NBC News.

Bebe expects to close all of its brick-and-mortar locations by the end of May, the clothing retailer said in a filing Friday with the Securities and Exchange Commission.

The retailer has four locations in San Diego County including Horton Plaza, Fashion Valley, University Towne Center and Shops at Las Americas Outlet.

The chain had previously said it was committed to closing 21 locations, which represented roughly 12 percent of its total outlets, CNBC reported.

The move comes amid speculation that the company plans to transition to an online-only model.

Bebe didn't immediately respond to CNBC's request for comment.

Caltrans construction crews will close State Route 78 (SR-78) in both directions, between Indian Oaks Road and Weekend Villa Road in Ramona starting Friday, April 21.

The construction will last up to four consecutive weekends from Fridays starting at 9 p.m. until Mondays at 5 a.m.

Caltrans says that motorists can expect delays and are urged to allow extra time for travel during the closures.

The closures are needed to allow crews to construct a retaining wall to stabilize the slope on the north side of the highway.

A detour will extend from Cloverdale Road/San Pasqual Road to Main Street/State Route 67 (SR-67).

Eastbound motorists will be detoured south on Cloverdale Road/San Pasqual Road, south on Bear Valley Parkway/Via Rancho Parkway, south on Interstate 15, east on Scripps Poway Parkway and north on SR-67 to SR-78.

Westbound motorists will follow the same detour in the opposite direction.

Local traffic will still be able to access SR-78 between Cloverdale/San Pasqual Road and Indian Oaks Road and between Weekend Villa Road and SR-67/Main Street.
