2 Killed in Rollover Crash Near Fallbrook

Two people were killed after their truck rolled over on northbound Interstate 15, just south of Old Highway 395, and went down an embankment, California Highway Patrol (CHP) confirmed.

The incident happened around 8:30 p.m. Saturday evening.

North County Fire Protection District responded, but the passengers were pronounced dead at the scene.

It is unclear if any other vehicles were involved.

CHP officers are investigating.


Motorcyclists 'Ride for Inspiration' to Fight Down Syndrome

Nearly 50 motorcyclists rode through the streets of Morena to raise money for Down syndrome Saturday morning.

The San Diego Harley Davidson store hosted the eighth annual “A Ride for Inspiration,” benefiting families with Down syndrome, including educational programs and medical costs.

DS (Down Syndrome) Action, a group that holds monthly meetings in San Diego to identify unmet needs for people with Down syndrome hopes to give affected children an equal chance at life.

"People with Down syndrome are just like the rest of us. They should be able to be educated and to learn just like we do," president of DS Action Sharla Hank said. “Honestly in this day and age and what's going on out there, this is important. We need to look right within our own walls and make changes."

In 2008 DS Action partnered with Rady Children's Hospital to open the first Down syndrome center in Southern California. So far the clinic has helped more than 1,200 children.

Homeless Killings Suspect Lived in Complex for Homeless

A suspect arrested for a string of deadly attacks on homeless men had a long history of crime and mental health issues, and was himself, living in subsidized housing for the homeless, NBC 7 has learned.

Jon David Guerrero, 39, was living in a subsidized housing complex for the poor and homeless in downtown San Diego.

The Alpha Square apartment building, located on 14th and Market streets, provides residents with a fully-furnished room and services for those in need.

NBC 7 learned that Guererro was among the 201 tenants living in the apartment complex before he was arrested Friday morning in connection to the series of homeless murders.

Guerrero grew up in the wealthy community of Coronado, across the San Diego Bay, known for its expensive real estate and picturesque beaches. But since January he has been living in a one-room apartment on the fifth floor at Alpha Square. Homicide investigators spent several hours Friday morning searching the apartment for evidence.

The $46 million apartment building was funded by tax dollars, investment corporations and the San Diego Housing Commission through the Alpha Project.

Bob McElroy, the president of the organization, told NBC 7 that he sent outreach teams all over San Diego to warn the homeless community and urge them to sleep in groups. He said he posted information about the suspect, including pictures and a composite sketch around Alpha Square.

McElroy said he even met Guerrero. 

"Nothing exceptional. Very well mannered, 'yes sir' and  'no sir'. Cordial. Quiet. Loner,” McElroy said, describing his encounter with Guerrero.

A nearly two-week manhunt ended Friday morning on Laurel Street in Banker's Hill after an officer spotted Guerrero on a bicycle and recognized him as the suspect.

Just before Guerrero's arrest, two harbor police officers driving up the 1800 block of C Street heard a man screaming and discovered a fifth homeless man had been attacked. The 55-year-old man had suffered significant trauma to his upper torso.

The suspects' parents told NBC 7 they have yet to speak with their son and are seeking guidance from an attorney.

McElroy says the family is broken-hearted and that Guerrero's mother is his caregiver.

“She's there every day. It's her son. Making sure he has groceries and his laundry is done,” McElroy said. "She's devastated."

The store clerk, whose description of Guerrero helped police create a composite sketch of the suspect, told NBC 7 in an email that he is greatly relieved to hear of the suspect's arrest, adding "I'm glad that the nightmare is over."

Police told reporters they have no doubt they nabbed the man responsible for five attacks since July 3 that left three men dead, the Associated Press reported. The victims — all homeless men — received serious upper-body injuries and two were set on fire.

Guerrero remained jailed Saturday on suspicion of murder, attempted murder and arson. It wasn't immediately clear whether he had a lawyer.

He will be arraigned early next week.

Nice Attack: 49 Dead Still Not ID'd as Police Detain 2 More

French authorities detained two more people Sunday and released the estranged wife of the slain Nice truck attacker from custody as they tried to determine whether he had been an Islamic extremist or just a very angry man.

The Bastille Day carnage wrought by Mohamed Lahouaiej Bouhlel on the seafront of this southern Mediterranean city claimed the lives of at least 84 people and wounded 202, including many tourists from other countries.

About 85 people remained hospitalized Sunday, and of those, 18 including a child were still in life-threatening condition, Health Minister Marisol Touraine told reporters on a visit to the city.

The Paris prosecutor's office said only 35 bodies have been definitively identified so far, carried out by specialists with a judicial official present. That left 49 bodies still without identification. Touraine also said one of the hospitalized wounded still has not been identified.

A man and a woman were detained Sunday morning in Nice, according to an official with the Paris prosecutor's office, which oversees national terrorism investigations.

Shortly afterward, Bouhlel's estranged wife, who was arrested Friday, was released from custody, according to an official in the Paris prosecutor's office. She is the mother of Bouhlel's three children and was in the process of divorcing him.

In total, six people now remain in custody relating to the truck attack — but officials have provided no details about their identities.

BFMTV reported that Bouhlel had visited the scene of the crime twice in the lead-up to the attack. NBC News was unable to confirm that report.

Investigators are hunting for possible accomplices to Bouhlel, a 31-year-old Tunisian who had lived in Nice for years. He was killed by police after ramming his truck through crowds after a holiday fireworks display Thursday night.

Neighbors described the attacker as volatile, prone to drinking and womanizing. His father, in Tunisia, said his son did not pray or fast for Ramadan, the Muslim holy month.

But French authorities believe that something may have changed. Prime Minister Manuel Valls told the Journal du Dimanche newspaper that authorities "now know that the killer radicalized very quickly."

"(IS) is encouraging individuals unknown to our services to stage attacks ... that is without a doubt the case in the Nice attack," he said Sunday.

A close friend of Bouhlel's ex-wife, however, tells NBC News he was not a radical Islamist but rather a violent man with nothing left to lose after his marriage fell apart.

 

Nice's famous Promenade des Anglais, the site of the slaughter, has reopened. Memorials for the dead have been set up on the westbound lane of the road where the victims were mowed down by Bouhlel. Some areas are still stained by blood.

Joggers, bikers and sunbathers cruised down the pedestrian walkway along the glistening Mediterranean Sea on Sunday, where well-wishers placed flowers, French flags, stuffed animals and candles for the victims.

The site is also becoming a platform for anger at the attacker. Pained and outraged epitaphs have been written in blue marker on stones placed where police shot him dead.

A woman asked if she could put a yellow potted plant there, unaware of the significance of the spot. A man nearby declared "Never here." An argument ensued, with other passers-by saying that his family deserved respect.

"Are you defending him?" the man said, incredulously.

Many families are angry and frustrated that they couldn't find information about their missing loved ones.

The prosecutor's office says the identification of the 49 bodies is being carried out according to an accelerated procedure established after the Nov. 13 attacks on Paris, using DNA or medical records provided by families.

The prosecutor's office says it is working as quickly as possible but would not give a time frame for how long the identification process could take.

The families of 12 victims were able to see the bodies of their loves ones Sunday for the first time — three days after the killings.

Many in France are also angry at police and authorities for not preventing the deadly attack, even though France was under a state of emergency imposed after Islamic State attacks last year in Paris.

Valls defended the government's actions but warned that more lives will be lost to this kind of violence.

"Terrorism will be part of our daily lives for a long time," he said.

A special church service was being held at a Nice cathedral Sunday in honor of the victims.

The Paris prosecutor's office told NBC News that a man and a woman were taken into custody. That brings to seven the number of people held since the bloodbath — including the attacker's ex-wife.

Potential Democratic VP Compares Trump to Bernie Madoff

Potential Democratic vice presidential pick Tom Vilsack compared Donald Trump to one of the most notorious fraudsters in U.S. history.

In an exclusive interview with NBC News Agriculture Secretary Tom Vilsack delivered a strong condemnation of presumptive Republican presidential nominee, NBC News reported.

"Donald Trump is sort of to politics what Bernie Madoff was to investment," Vilsack said Saturday afternoon. "He is selling something that people don't fully understand and appreciate what it actually means."

Madoff's massive Ponzi scheme was uncovered in December 2008. Now 78, he is currently serving a 150-year prison sentence.

When asked his reaction to Trump selecting Mike Pence as his running mate, Vilsack warned that the Indiana governor might have difficulties reconciling with some of Trump's more controversial positions.

Poll: Clinton Holds 5-Point Lead Over Trump

On the eve of the GOP convention, Hillary Clinton maintains a five-point national lead over Donald Trump even after a period of negative news for the presumptive Democratic nominee, according to a new NBC News/Wall Street Journal poll.

Clinton leads the presumptive GOP nominee 46 percent to 41 percent in a poll that finds both candidates facing sizable disadvantages and challenges ahead of the party conventions which kick off Monday for the GOP in Cleveland and a week later for Democrats in Philadelphia.

The poll shows Clinton has an advantage among voters ages 18-29, women, as well as a significant advantage among African Americans — 84 to 7 percent. The margin among Latinos will be released later Sunday.

Trump, meanwhile, is ahead among whites and men, and the two candidates are tied among independents.

The poll was conducted before Trump selected Indiana Gov. Mike Pence as his vice-presidential running mate.

Water Main Break Shuts Down Road in Chula Vista

A busy street in Chula Vista will remain closed through Monday due to a water main break, the Otay Water District confirmed.

The westbound lane of Telegraph Canyon Road is blocked off to traffic due to a water main that ruptured Thursday between Apache Drive and Buena Vista Way. As a result, the Otay Water District said the No. 3 lane westbound between Apache Drive and Buena Vista Way will be closed for the next several days.

During the closure, alternate routes are available through westbound East H Street, north of Telegraph Canyon Road and westbound Olympic Parkway, south of Telegraph Canyon Road.

Lanes one and two will remain open.

The Otay Water District said all customers in the area of the main break have water service. Utility workers are currently in the area assessing the severity of the damage and working to repair the break. The duration of the time it will take to repair the break is unknown at this point.

FAA Bans Flights Between the US and Turkey

U.S. airline regulators are banning all flights between the U.S. and airports in Turkey as the country fought to overcome a military coup attempt that left at least 161 people dead and scores more wounded Saturday.

The Federal Aviation Administration ban includes commercial and private planes operating into or out of Turkey, as well as flights to the U.S. by non-U.S. carriers via third countries.

"The FAA is monitoring the situation in Turkey in coordination with our partners in the State Department and The Department of Homeland Security and will update the restrictions as the situation evolves," the agency said in statement.

The Federal Aviation Administration first issued a "notice to airmen" prohibiting flights to and from Turkey on Friday.

Turkish Airlines resumed normal operations Saturday at the airport in Istanbul, announcing in a statement that flights were arriving and departing on schedule.

Meanwhile, the U.S. embassy in Ankara issued a statement Saturday warning that U.S. government officials have been told not to use the airport in Istanbul and that U.S. citizens in the country should seek shelter. The embassy said it is still hearing reports of sporadic gunfire around the airport.

The Pentagon says U.S. warplanes have stopped flying missions against the Islamic State group in Syria and Iraq from a base in southern Turkey after the government closed its airspace to military aircraft.

The U.S. has been flying Air Force A-10 attack planes from Incirlik base as part of its air campaign against the Islamic State.

The Pentagon's press secretary, Peter Cook, said Saturday that U.S. officials are working with Turkish officials to get permission to resume air operations as soon as possible following the attempted coup.

Cook says U.S. Central Command is adjusting flight operations in the anti-IS campaign to minimize the effect of the closure of Turkish airspace. Cook also says Incirlik lost commercial electrical power.

DOJ to Review Police Response to Orlando Massacre

The Department of Justice announced Saturday that it will conduct an "after-action assessment" of the police response to last month's deadly shooting at the Pulse nightclub in Orlando, NBC News reported.

The assessment will look at how prepared Orlando police was for June 12 mass shooting, as well as tactics used, the DOJ said.

Forty-nine people were killed when gunman Omar Mateen opened fire in the nightspot frequented by the LGBT community and took hostages. Mateen was killed by police after an hours-long standoff.

Some have questioned why police waited for hours while Mateen had hostages in a bathroom before moving in to end the standoff.

Padres Add Another Unlikely Starter

It’s not often that a minor league call-up making his debut for a big league club immediately becomes the current staff’s leader in career wins. But this is how 2016 has gone for the San Diego Padres.

On Saturday the Friars said Edwin Jackson will be their starting pitcher in Sunday’s series finale against the Giants at Petco Park. San Diego signed Jackson to a minor league deal in June and sent him to Triple-A El Paso where he started three games and rolled up a 7.11 Earned Run Average.

Still, after the trade of Drew Pomeranz the Padres are desperate for starting pitchers. Here’s how their current rotation looks (with career win-loss records):

Edwin Jackson 88-108

When Jackson was a free agent in 2012 the Padres were interested in potentially signing him but the Cubs offered more money. It turned out to be a good non-get for the Friars. Jackson underperformed, was sent to the bullpen, got released, signed with the Braves, went to the Marlins as a free agent, got released, and is now on his way to San Diego.

When Jackson takes the mound for the Padres it will be the 11th different MLB team he has pitched for in his 14-year big league career.

Padres Balk Off The Giants

Over the course of Saturday night’s game between the Padres and Giants at Petco Park, San Diego baseball fans ran the emotional gamut. But in the end they went home happy.

A night that started with a “I like how this is progressing” before deteriorating in to a “This is so typically depressing” ended with a resounding “WHOO HOO!!” after the Friars pulled off a 7-6, 10-inning, comeback win over the Giants thanks to a balk from San Francisco closer Santiago Casilla that brought home the game-winning run.

Infielder Ryan Schimpf helped the Padres to an early lead. He hit a solo home run in the second inning and an RBI triple in the third inning, the first triple of the MLB career. Matt Kemp also hammered his 17th homer of the season off Giants starter Jeff Samardzija as the Padres built a 5-2 lead.

That lead was given away rapidly by the Padres bullpen. Carlos Villanueva pitched the 6th inning and gave up a pair of solo home runs, one to Mac Williamson and one to Ramiro Pena, and the game was tied 5-5.

That was the score in the top of the 10th when another beleaguered Padres reliever gave up a gopher ball. Kevin Quackenbush served up a dinger to Giants catcher Buster Posey to give the Giants a 6-5 lead so they went to their closer and Casilla imploded immediately.

Alex Dickerson and Derek Norris singled and after Norris stole 2nd base the Padres had two runners in scoring position with nobody out. Adam Rosales then snuck one through the 5.5 hole to bring home Dickerson and tie it 6-6.

On the very next pitch, there was no pitch. Casilla caught a spike, tripped and balked to being in Norris and send Padres fans away with a smile.

That smile will get even bigger if the Padres can pull off their first sweep of the series on Sunday. Edwin Jackson makes his San Diego debut on the mound against Johnny Cueto.

Woman Killed in Suspected DUI Crash After Concert ID'd

A woman killed in a suspected DUI crash when coming home from a Friday night concert was an Illinois native and animal lover who had been living in San Diego for several years, according to her landlord. 

Suspect Gabriel Jones, 33, was driving home from a Dixie Chicks concert at the Sleep Train Amphitheatre with Kendra Carperter, 39, in the passenger seat just before midnight Friday, the Chula Vista Police Department (CVPD) said. 

According to investigators, Jones admitted to drinking alcohol prior to getting behind the wheel. She was traveling westbound on Main Street when she lost control of her car and drove onto the area surrounding a home, striking a concrete block. This caused the car to roll over.

Carperter suffered a fatal head injury in the suspected DUI crash that happened just before midnight Friday in the 4000 block of Main Street, the Chula Vista Police Department (CVPD) said.

Her landlord spoke off-camera to NBC 7 San Diego Sunday and said Carperter was a day trader who worked from home in City Heights. She is originally from Illinois. 

Carperter was a big animal lover, her landlord said, and has a pit bull. 

Carperter was pronounced dead on scene.

Jones suffered minor injuries, but survived. She was taken to a local hospital where she was treated and soon released. The CVPD said she was arrested for various DUI-related charges. When she is released, she will be booked into Las Colinas.

El Cajon House Fire Sends Smoke, Flames Into Air: FD

Fire crews are working to put out a reported house fire in El Cajon.

The fire broke out around 12:07 p.m. Sunday on the 1000 block of Leslie Road, Heartland Fire officials said.

Fire crews arrived on scene and found smoke and flames coming from the structure. They are attacked the fire now.

It is unclear if there are any injuries at this time. 

No other information was immediately available.

National Leaders React to Baton Rouge Shooting

The attacks on public servants and the rule of law "have to stop," President Barack Obama said Sunday after another shooting spree targeting police killed three officers in Baton Rouge and wounded three others.

Obama said the motive for Sunday's attack, the second targeting police in less than two weeks, was unknown, but there was no justification for violence against law enforcement.

"The officers in Baton Rouge, the officers in Dallas, they were our fellow Americans, part of our community, part of our country, with people who loved and needed them, and who need us now — all of us — to be at our best," Obama said.

As the all-too-familiar scene unfolded in Baton Rouge, Dallas Police Chief David Brown tweeted, "Our thoughts and prayers are with Baton Rouge police." 

The city of Dallas is still mourning five slain police officers who were targeted in an ambush during a protest 10 days ago.

Hillary Clinton condemned the attack on law enforcement in Baton Rouge, saying, "There is no justification for violence, for hate, for attacks on men and women who put their lives on the line every day in service of our families and communities." 

Clinton said that violence must be rejected to "strengthen our communities."

Presumptive Republican presidential nominee Donald Trump demanded "law and order" while blaming the deaths on a "lack of leadership in our country."  

Republican House Speaker Paul Ryan said he was "deeply disturbed" by the shooting in Baton Rouge and extended prayers for the fallen officers and their families. 

Louisiana Gov. John Bel Edwards tweeted: "This is an unspeakable and unjustified attack on all of us at a time when we need unity and healing. Rest assured, Every resource available to the State of Louisiana will be used to ensure the perpetrators are swiftly brought to justice." 

In a statement issued Sunday, Attorney General Loretta Lynch said there is no place in the United States for such appalling violence. She also is pledging the full support of the Justice Department as the investigation unfolds.

Reverend Al Sharpton added: "Praying for the families of the police officers shot in Baton Rouge as we await the full details. This senseless violence really must stop."

Law enforcement officials around the country also took to social media to pay tribute to their brothers in blue. 

Obama has spent most of the last week focused on defusing tensions and rebuilding trust between police departments and the communities they serve.

The shooting of the police officers in Dallas and Baton Rouge were preceded by police shootings of two black men, Alton Sterling in Baton Rouge and Philando Castile in suburban St. Paul, Minnesota. Those shootings sparked protests around the country. Dallas police were defending protesters in that city when a black gunman, who authorities said "wanted to kill white people, especially white officers,” opened fire on them.

Sterling's nephew, Terrance Carter, spoke to The Associated Press on Sunday and said his uncle would not want this.

Pence's Record is 'Anti-Civil Rights': Kaine

Virginia Sen. Tim Kaine reacted to Donald Trump’s choice for the GOP ticket Sunday, telling NBC News he viewed Indiana Gov. Mike Pence’s record as “anti-civil rights.” 

Trump "is entitled to make his pick, so I don't really have any comments on it right now," Kaine said. "The only real way I know him is because of the controversy of his activities to really crack down on LGBT, and then that controversy, and the other things that I would kind of view as very anti-civil rights." 

Kaine appeared with Hillary Clinton at a campaign rally for the first time since before the Virginia primary on Thursday. Many believed it was an audition for the role of her vice presidential pick. 

He denied there were any conversations about the vice presidency. "Nope," he said. "We were talking about the rally and we were talking about Virginia."

Machete-Wielding Man Robs Subway: SDPD

A man wielding a machete robbed a Subway in Rolando, San Diego Police Department (SDPD) officers said.

The robbery happened at approximately 3:57 p.m. Saturday on the 4600 block of College Avenue when the suspect -- armed with a machete -- walked into the Subway and got behind the counter, police said.

The man demanded money from employees. The employees put an unknown amount of money in the camouflage backpack he was wearing, police said.

The suspect was last seen leaving the store in a newer model silver Infinity G35, police said. He drove southbound on the 4500 block of College Avenue.

Police described the suspect as a man in his 20s to 30s approximately 5 feet 10 inches and 190 pounds. He was last seen wearing a black ski mask, a camouflage backpack, a red hoodie, black jeans and white gloves.

The robbery is under investigation. Anyone with information is asked to call the San Diego Police Department.

No other information was immediately available.

SDPD Cranks Up 'Pokemon Go' Theme Song at Balboa Park

San Diego police driving through Balboa Park recently decided to help set the mood for the Pokemon Go trainers roaming the park...And what better way to set the mood than the Pokemon theme song? 

A trainer playing the popular application Thursday recorded a squad car cranking up the Pokemon Go theme song as it rolled through the iconic San Diego spot. 

The move elicited playful laughter from the crowds, who stopped playing the game and looked up from their phones to watch the officer drive through. 

SDPD Lieutenant Scott Wahl said the officers were having fun and connecting with the community. 

"It's a good thing to have a sense of humor with all the negativity that is out there today," said Lt. Wahl.

In the YouTube video's caption, the person said the officer came back and gave out donuts to people in the park.

Trump Shifts on Muslim Ban, Calls for 'Extreme Vetting'

Donald Trump shifted the parameters of his proposed temporary ban on Muslims entering the United States, calling for “extreme vetting” of people from “territories” with a history of terror, NBC News reported. 

During an interview Sunday with “60 Minutes,” he said people from suspicious “territories” will receive extra scrutiny when trying to enter the country. 

"We're going to have a thing called 'extreme vetting.' And if people want to come in, there's going to be extreme vetting,” he said. “We're going to have extreme vetting. They're going to come in and we're going to know where they came from and who they are."

Trump also shifted the language of his proposal during a trip to Scotland, where he said it wouldn't bother him if a Scottish or British Muslim wanted to come to the United States.  

His initial proposal came in December 2015, when he called for a temporary yet “total and complete shutdown of Muslims entering the United States until our country's representatives can figure out what is going on."

Baton Rouge Shooter Served in San Diego as a Marine: Records

Gavin Long, 29, the suspect in a shooting that killed three Baton Rouge police officers and injured three others, was formerly a Marine sergeant assigned to Camp Pendleton, MCAS Miramar and the Marine Corps Training Depot, according to military records obtained by NBC News. He also served at the Marine base at 29 Palms.

Long, who lived in Kansas City, Missouri, served from 2005 to 2010, and deployed once to Iraq from June 2008 to January 2009.

During his service he received several awards, including the Marine Corps Good Conduct Medal and the Navy Unit Commendation Medal.

Long’s marriage license in Kansas City also lists San Diego as his address.

Long, believed to be the only shooter in what police are describing as an “ambush”, was killed by police during Sunday’s shootout.

The attack comes less than two weeks after the fatal shooting of Alton Sterling by police sparked protests in Baton Rouge. 

The officers were responding to a call of shots fired when they were gunned down around 9 a.m. local time, said Baton Rouge Mayor Kip Holden.

Montrell Jackson, 32, Matthew Gerald, 41 — both of the Baton Rouge Police Department — and Brad Garafola 45, of the East Baton Rouge Sheriff's Office, were identified as the officers killed.

The fifth victim in a series of homeless attacks in San Diego is likely to survive, San Diego police confirmed Sunday.

The 55-year-old homeless man was found screaming under an overpass early Friday morning near 18th and C street downtown. He had significant wounds to his upper torso, according to police.

The victim’s condition has not been confirmed by a doctor, but police believe he will live and may testify against accused killer Jon David Guerrero, 39.

Last Friday morning police arrested Guerrero, who was living in a subsidized housing complex for the poor and homeless in downtown San Diego, for the killings.

Guerrero is accused in five attacks that began July 3, killing three and leaving two severely injured.

Police originally arrested Anthony Padgett, 36, of Chula Vista, but released him after new evidence lessened their confidence that he was the suspect, San Diego Police Capt. Dave Nisleit said in a news conference last Monday.

Guerrero faces three counts of first degree murder, two counts of attempted murder and two counts of arson.

He is scheduled to be arranged this coming week.
