First-Timers & Pros Join Opening Day Hats Contest

First-timers and experienced pros alike strutted their stuff Friday at the 2016 Del Mar Opening Day Hats Contest at the seaside track in San Diego's North County.

Elaborate hats adorned with flowers, feathers, beads, toy horses and other bells and whistles filled the Plaza de Mexico at the Del Mar Racing track for the 22nd annual Hats Contest.

This included a bright yellow and blue diamond hat created by San Diego resident Lori Shelton, who told NBC 7 she has participated in the Opening Day Hats Contest for about 20 years.

Shelton was decked out – head to toe – in the blue and yellow diamond motif of Del Mar Racing season. This included a bright yellow dress with a blue belt and yellow shoes each featuring a hand-painted race horse. Even Shelton's pedicure was blue and yellow.

Shelton said her Opening Day get-up took her between 50 and 60 hours to create. As Opening Day drew near, Shelton said she keep adding details here and there to her project.

“[Thinking about] this hat was waking me up at night!” Shelton said with a laugh.

Bonita resident Andria Elam told NBC 7 this was her first time entering the famous Opening Day Hats Contest.

She proudly sported a lilac and turquoise fascinator topped with curled feathers and purple veiling, which matched perfectly with her floral dress.

“I spent two months on and off crafting my fascinator from millinery materials,” Elam explained, saying she was inspired by her love of fashion and horse racing.

In all, Elam estimates she spent 40 or 50 hours creating her hat, as every part of it was made by hand.

"It's really labor-intensive because I make it using traditional millinery techniques," she explained. "Everything is hand-sewn."

"[Hat-making] is an art. It's so amazing and I have so much admiration for those who do it professionally," Elam told NBC 7. "It's something I've always wanted to dabble in and I thought this would be the perfect opportunity to give it a try."

Patty Newman – wearing long white and black dress with bows and a large matching hat – said it took her one month to make her outfit. For Newman, this also marked her first time entering the Hats Contest. She was the first contestant to walk in front of the judges' panel, posing and showing off the many features of her outfit and hat.

For some contestants, their Opening Day outfit began with the hat and inspiration for the other parts of their ensemble followed. For others, it started with the dress and then creating a hat to match.

Some found inspiration in San Diego, incorporating beaches, water and sunshine into the props that adorned their toppers.

This included one woman whose hat featured a sandy beach – complete with a mini replica of a bonfire pit – and lots of horse figurines.

“This is a scene of the horses' day off. They're hanging at the beach,” she told NBC 7, saying she had entered herself in the “Funniest Hat” category.

Sisters Anna Mackin and Deborah Mauzy-Melitz impressed the crowd with their San Diego Zoo-themed hats, which were a nod to the zoo's centennial.

Mackin's hat included figurines of lions, elephants, rhinos and more, while Mauzy-Melitz's hat was covered in flamingo figurines gathered around a plastic waterfall.

Several contestants made a big splash at the hats competition, including a man who topped his hat with a giant replica of a shark being ridden by a jockey. 

Stephen Schreper sported a large hat inspired by late pop icon Prince and “Purple Rain.” The hat included puffy clouds and tinsel covering the trim, meant to be the rain. The hat also included horse figurines hand-painted with the words “Del Mar 2016.”

Another memorable hat was Lauren Chadwick's hat, which was topped with figurines of cats and scrolled with the words “Cat Lady.” The inside brim was covered in paw print stickers.

“I love cats and I wanted to show representation for other animals that can also race,” she said with a laugh.

Chadwick has a tattoo of a cat nose and whiskeys on her forearm, which she held up to her face to make it appear as if she had whiskers. She entered her hat in the “Most Outrageous” category.

Escondido resident Tessa Robeson's hat was also hard to miss. Her huge topper, which she said weighed close to 40 pounds, featured bright tropical flowers and a gold skeleton drinking tiny bottles of tequila.

Robeson said the secret to keeping her heavy hat balanced on her head was reinforcing the base of the hat with sturdy, flexible chicken wire.

In the end, organizers said more than 300 contestants entered the 2016 Opening Day Hats Contest.

The winner of the Bing Crosby Grand Prize was Elam, who also won the “Best Fascinator” category. She walked away with a prize valued at more than $1,000 that included a one-night stay at Fairmont Grand Del Mar and dinner for two at Addison Restaurant. Elam also received a halter from racing’s No. 1 horse, California Chrome, donated by the horse’s owners.

Driver in France Truck Attack ID'd as Death Toll Rises

At least 84 people were confirmed dead, including 10 children and teenagers, in the truck attack during Bastille Day fireworks in Nice, France, Paris Prosecutor Francois Molins said Friday.

Among the 202 people wounded were 52 in critical condition and 25 on life support, he said, one day after a man driving a rented refrigerator truck careened down the Riviera city's famed waterfront promenade, knocking people over like bowling pins, according to authorities.

The 31-year-old driver was identified as Mohamed Lagouaiej Bouhlel, a Tunisian-born delivery man living in Nice. Officials had earlier reported Bouhlel was a French national.  

Molins said Bouhlel was married with children and his wife was being questioned by authorities.

But several neighbors at the address listed for Bouhlel told The Associated Press he had not lived there for three years and the apartment was occupied by his estranged wife. Men living in the apartment, who identified themselves as the wife's family members, said she was divorcing Bouhlel.

No terror group immediately claimed responsibility for the Thursday night attack on France's national holiday, which rocked a nation still dealing with the aftermath of two attacks in Paris last year that killed a total of 147 people.

Toddler Found Wandering in Encinitas Reunited with Parents

A 2-year-old boy found wandering at an Encinitas park barefoot and by himself, has been reunited with his parents, the San Diego County Sheriff's Department (SDSO) confirmed.

The little boy was found walking around the Cottonwood Creek Park at 95 North Vulcan Ave. just before 1:30 p.m. Friday, deputies said.

The boy's parents reported him missing around 6 p.m. when they discovered that he was not at his preschool for pickup. 

According to SDSO, the preschool had a "park day" Friday and there was a mixup with the head count, leading to the boy being left behind at the park.

Deputies scoured the park after the toddler was found, notified lifeguards at nearby beaches and sweeped nearby neighborhoods, parking lots and hospitals.

They also launched their ASTREA helicopter and made PA announcements in the area.

Deputies say the parents dropped off the toddler and his sibling at the preschool at 9 a.m.

There will be no charges filed against the parents. 

SDSO says the preschool is not being named because of the ongoing investigation.

Suspect Arrested in Homeless Killing Spree

San Diego police identified the man they've arrested in the investigation of a series of attacks on homeless men while they sleep.

Jon David Guerrero, 39, of San Diego has been taken into custody based on a "significant amount of evidence," Chief of Police Shelley Zimmerman announced at a Friday afternoon news conference.

“We can all rest a little easier tonight knowing this predator is off our streets,” Zimmerman said.

Guerrero is accused in five attacks that began July 3 and believes to have acted alone.

Guerrero was taken into custody near the most recent attack at 18th and C Street just after 4:30 a.m. Friday.

Two Harbor Police heard a male screaming for help and found a 55-year-old man with significant trauma to his upper torso.

“He was asleep and he was awakened by being attacked,” Nisleit said.

One person was detained on Laurel Street a couple of blocks east of Interstate 5.

Nisleit would not release information about the weapon used in the attack.

"Today detectives discovered physical evidence at the scene and the suspect’s residence that definitively and uniquely links together the recent murders and brutal attacks against the homeless community," Capt. David Nisleit said.

No motive was discussed in the media briefing on Friday.

Guerrero will face three counts of first degree murder, two counts of attempted murder and two counts of arson.

He was booked into the San Diego Central Jail in downtown on Friday.

Four men were attacked between July 3 and July 6. Three of the men died from their injuries. A fourth is in critical condition and unable to identify his attacker, police said.

The victim in Friday's attack was not identified by name but police officials said he was hospitalized in critical condition.

Clinton Mocks Trump's VP Indecision

Shortly before Donald Trump officially announced that Indiana Gov. Mike Pence is his running mate, Hillary Clinton's campaign mocked the presumptive Republican nominee's "indecisive" rollout in a new web video. 

The video published online Saturday morning, compiles news clips of Trump telling various reporters at different times that his shortlist of contenders included, 10, 3, "potentially 4, but in my own mind I probably am thinking about two." 

It also shows how Trump appeared to waffle over his decision to choose Pence in the 48 hours leading up to his announcement, using footage of outlets reporting that the real estate businessman tried to retract his pick after reports emerged he had settled on Pence. 

"Donald Trump: Always divisive. Not so decisive," read a card at the end of the video.

Trump received widespread criticism on Friday, for his erratic and indecisive handling of the vice president nominating process.

SeaWorld to Host Pokemon Go Lure-A-Thon

SeaWorld San Diego is inviting Pokemon trainers to come and catch ‘em all at its inaugural Pokemon Go Lure-a-Thon on Saturday.

Lure Modules, which act as attraction beacons for wild Pokemon, will be activated at 40 PokeStops inside the park from 10 a.m. to 1 p.m. The park is also host to three different Pokemon gyms, so friends and strangers alike can get together and battle.

According to SeaWorld, Pokemon species sighted at the park include Jolteon, Squirtle, Omanyte, Scyther and the beloved Pikachu.

Pokemon Go is an augmented reality game played using your smartphone. The app will take playes to various locations where they can catch Pokemon.

1 Killed by Speeding Off-Duty Cop

One person was killed and three others injured early Saturday morning when they were struck by a speeding SUV driven by an off-duty police officer who was later charged with DWI and vehicular manslaughter.

Officer Nicholas Batka, 28, was speeding down Bedford Avenue in the Williamsburg neighborhood of Brooklyn and lost control of his vehicle at about 3 a.m. near the intersection of North 8th Street, police said.

Batka was supposed to be reporting for duty at 7 a.m.

Batka's car jumped the curb and struck two men and two women, all in their 20s, police said. All were taken to local hospitals and three were said to be in serious condition. Their identities haven't been disclosed by police.

The person who died was a 21-year-old man, police said.

Batka flashed his badge at the scene as he tried to get out of his car, witnesses said.

He refused to take a Breathalyzer test, and was charged later in the day with driving while intoxicated, vehicular manslaughter, three counts of assault and driving on a sidewalk.

Batka joined the NYPD in January, 2015. He was assigned to the transit bureau Manhattan task force. He has been suspended from the force.

Ariz. Terror Suspect Attacked in Jail: Officials

Authorities said the Arizona man arrested this month for allegedly planning a terror-related attack was assaulted in jail, NBC News reported. 

Mahin Khan, 18, of Tucson, was attacked by other inmates in a Maricopa County jail on July 2 — the day after his arrest, according to the Maricopa County Sheriff’s Department. 

Khan, who declined to be placed in segregation when it was offered, suffered “some minor non-life threatening injuries,” authorities said. He was moved to the segregated housing unit in Lower Buckeye Jail following the attack. 

Police arrested Khan this month on terrorism-related charges linking him to a conspiracy targeting government buildings in two Arizona cities. He’s due back in court in Phoenix on Tuesday.


Boy, 12, Arrested in Connection With Plot to Kill La. Cops

Police arrested a 12-year-old suspect Friday in connection with an alleged plot to kill Louisiana officers after the fatal shooting of Alton Sterling, NBC News reported. 

The boy is being held on charges of simple burglary and theft of a firearm in connection with a pawn shop robbery last Saturday, according to police. The boy is not being identified because he is a juvenile. 

Antonio Thomas, 17, and Malik Bridgewater, 20, were arrested last week in connection with the robbery. A 13-year-old male was also arrested. A fourth man, 23-year-old Trashone Coats, was charged with possessing one of the stolen guns, but not in the burglary. 

The East Baton Rouge Sheriff said Tuesday the alleged plot was the reason officers were being tough on protesters demonstrating after the shooting death of Sterling. Nearly 150 protesters were arrested last weekend.

Congresswoman Talks Vet Support at Warrior Foundation

Representative Loretta Sanchez, senior member of the House Armed Services Committee, and former Rhode Island Congressman Patrick Kennedy visited the Warrior Foundation Freedom Station in Golden Hill Saturday to discuss support for veterans. 

The station provides temporary residence and medical assistance for service members making the transition to civilian life.

Active duty men and women can move in before leaving the military so when they retire they're already making the transition.

The organization supports seriously injured veterans returning from war, PTSD victims, those undergoing physical or occupational therapy and those who have been medically retired.

“Several of my colleagues suggested that we come here today to take a look at what is happening with a foundation that is working directly [with] people who are still active in the military, Sanchez said. “I’m interested in the transition phase. That is where we seem to be losing our veterans.”

"We need to have both the federal government and private insurers pay for that kind of care,” Kennedy said about traumatic brain injury and PTSD, both of which are treated at the center. “The brain is an organ of the body that needs reimbursement for its illnesses just like every other organ of the body,” Kennedy said.

The Warrior Foundation is a non-profit and not affiliated with any other group.

Family of Ohio Woman Found Dead in Jail Files Lawsuit

The family of an Ohio woman who died in an Ohio jail almost a year ago filed a federal lawsuit this week, NBC News reported. 

Ralkina Jones, 37, was found dead in a jail cell on July 26. She was arrested two days earlier by Cleveland Heights Police Department after having a fight with her ex-husband outside a bar. 

The lawsuit — filed by Jones’ sister — against the city of Cleveland Heights, the police department and others, alleges police failed to check on her and properly provide her medication. 

The medical examiner ruled Jones' death accidental.

According to the suit, Jones was over-medicated and went six hours without being checked on. Jones was taking five medications, according to jail records. No dollar amount was named in the suit.

Nice Attack: 5 Detained as France Mourns 84 Killed

French officials said Saturday five people have been detained for questioning in connection to the deadly Bastille Day truck massacre in Nice, NBC News reported.

The Paris prosecutor said three people were detained Saturday and two on Friday, including the estranged wife of the attacker, identified as 31-year-old Mohamed Lahouaiej Bouhlel — a Tunisian citizen living in Nice.

For reasons still unclear, Bouhlel climbed into a 19-ton white refrigerated truck and maneuvered it onto the packed Promenade des Anglais, hit the gas and sent bodies flying on a 1.2-mile rampage before he was shot dead by police.

French interior minister Bernard Cazeneuve said Saturday that, based on early investigations, Bouhlel "appears to have become radicalized very quickly."

Flowers and tributes were left at barricades on the seafront Saturday as France began to observe three days of national mourning amid grief and anger that authorities failed to thwart yet another mass attack in this already-grieving nation.

Small Plane Crashes Behind Home

A small plane crashed Saturday afternoon in Westwood, Massachusetts, injuring the pilot and his passenger.

Officials from the Federal Aviation Administration said the Piper PA-24 crashed at about 3:15 p.m. in a wooded area off Peartree Drive.

The plane was headed to Norwood Memorial Airport when it went down.

A woman attending a birthday party nearby said she saw the plane just before it crashed.

"I looked up and I saw the plane over the top of the house and it just looked like it wasn't flying well," said Deb Murphy of Norwood. "It looked kind of wobbly and it looked like it wasn't turning very well. A few seconds later, we heard the crash."

Authorities said the pilot and his passenger had to be extricated from the wreckage by area firefighters.

The pilot, a 65-year-old man from Newton, Massachusetts, was flown by medical helicopter to Boston Medical Center. His passenger, a 77-year-old man from Norwood, Massachusetts, was first transported to Norwood Hospital, then flown by medical helicopter to Boston Medical Center. Both were being treated for serious injuries. 

The exact cause of the crash is under investigation by the FAA and the National Transportation Safety Board.

Potrero Fatal Crash Starts Small Brush Fire

A crash that killed a motorcyclist and involved two cars in Potrero started a small brush fire Saturday afternoon, California Highway Patrol (CHP) said.

After the crash a vehicle caught on fire around 3:20 p.m.

A Sig Alert was issued on State Route (SR) 94 west of SR-188 around 3:35 p.m.

All lanes were closed in both directions, but have since reopened. 

The fire is under control and has burned less than half an acre.


Woman Killed in DUI Crash After Concert

A woman heading home from a concert Friday night was killed when her friend – suspected of drinking and driving – plowed her car into a concrete block in Chula Vista, causing the vehicle to roll over.

The Chula Vista Police Department (CVPD) said the suspected DUI crash happened just before midnight in the 4000 block of Main Street, after the victim and her friend left the Dixie Chicks concert at the Sleep Train Amphitheatre.

According to investigators, the driver – who admitted to drinking alcohol prior to getting behind the wheel – was traveling westbound on Main Street when she lost control of her car and drove onto the area surrounding a home, striking a concrete block. This caused the car to roll over.

The CVPD said the passenger in the vehicle, now identified by the San Diego County Medical Examiner's (ME) office as Kendra Carperter, 39, suffered a fatal head injury in the crash. She died at the scene, police confirmed.

The DUI suspect suffered minor injuries but survived. She was taken to a local hospital where she was treated and soon released. The CVPD said she was arrested for various DUI-related charges. Her name was not immediately released.

France Boosts Security in Wake of Nice Attack

France will call up 12,000 police reservists and boost security measures across the country in the wake of the truck attack that left 84 people dead and more than 200 injured in Nice, NBC News reported. 

The French government has drawn criticism for failing to thwart another mass attack following the Paris siege and the Charlie Hebdo bloodbath. 

French President Francois Hollande extended the state of emergency put in place in November and called up thousands of reservists — moves that many in Nice said was too little, too late. In an open letter in the Nice Matin newspaper, regional council president Christian Estrosi called France's current leadership "incapable" of properly addressing security threats. 

Five people were arrested in connection with the rampage, French prosecutors said. The attacker, Mohamed Lahouaiej Bouhlel, 31, wasn’t known to intelligence services.

Transgender Officer Comes Out to Police Department

Christina Garcia, an accident investigation officer for the San Diego Police Department (SDPD), prepares for the worst every day. but in her personal life the 32-year-old has struggled with her own difficulties.

In July 2015 Garcia prepared for a backlash after she announced to the department that she was transgender.

“Telling 1,800 officers that I’m transgender and not knowing how they were going to treat me was my biggest obstacle,” Garcia said. “ I really didn’t know if I was going to lose all respect from them because here I was, I was going from masculine to feminine in a primarily masculine profession.”

Garcia said she has struggled with gender identity for years.

“I knew I was different since I was a child,” she said. “Being very young I didn’t know what I was going through. I didn’t quite know why I felt this way.”

She first came out to Dan Meyer, the LGBT liaison sergeant at the department.

“I was really having a tough time with it,” she said. “I didn’t know of any other transgender officers, and I didn’t know you could be transgender and be a police officer.”

“This definitely was a first for the San Diego Police Department,” Meyer said. “I knew kind of going into this we were going to kind of set the standard. We just wanted to make sure we were doing everything we could to make sure her process was what she wanted to make it look like.”

Garcia said the hardest part of transitioning from Chris wasn’t telling her family, it was telling her fellow officers, but instead of a backlash, a flood of support came through for Christina.

“Proud of you. You have my full support. Let me know if you need anything,” one officer wrote.

“Please tell Chris I am proud of him and wish him the best in this process,” another wrote.

“He is stronger than I have ever been,” another officer wrote.

“A lot of them came to me and said 'you know what? You’re a good cop and that’s all that matters is that you’re a good cop,'” Garcia explained. “It was very inspiring to me. It showed me that I really can be a cop and I can be transgender and it really is okay.”

Garcia relied on The Center, a place of support for the LGBT community, during and after her transition, and now hopes to bring the same kind of support to the community she polices.

“I took it upon myself to get involved in the community because I care about my community,” she explained. “It’s the community that I work for. I know there are others out there like me, and I also want to be there to help them through their process if they choose to come out because it’s really difficult to do this alone.”

Chihuahua Fatally Mauled at OB Dog Beach

A Los Angeles woman’s dog was brutally attacked by a pit bull at the OB Dog Beach two weeks ago, the whole incident recorded with cell phone video.

Mary Kelsey doubled over with grief as she comforted her Chihuahua, Cali Rue on July 2.

“I just said momma loves you and I don't want you to be in pain,” said Kelsey.

The woman was in San Diego on vacation when the vicious attack happened, causing internal Injuries and paralyzing Cali Rue.

She says she sang these words as she was forced to put Cali Rue to sleep:

“You’ll never know dear, how much I love you. That lady took my sunshine away.”

‘That lady’ only gave her the name Mossa, a phone number missing a digit and a fake address, Kelsey said.

On Saturday Animal Services said they had checked an address they have with no success, but said they’ve got several others.

“For the owner to not take accountability, and I have to go to such lengths to try and figure out and put pieces together is even more heartbreaking and traumatic, “ said Kelsey.

Cali Rue would have celebrated her third birthday on July 25th.

Kelsey is now vowing to take her fight to City Hall, where she will push to have aggressive dogs muzzled or a separate section of the dog beach for small dogs.

“I can’t go after this woman criminally. Only civilly and that makes me sick. I can’t replace Cali Rue. Next time the dog kills it could be a baby on the beach,” she said.

DJ Fired After Gay Men's Chorus Mishap Plays Pride

Two months after the San Diego Gay Men's Chorus were supposed to perform at Petco Park, the DJ who accidentally hit the recording of a woman singing, is now playing at the San Diego Pride festival.

The Padres fired Art Romero (known as DJ Artform) after the incident in May sparked a backlash, but later rehired him when the Gay Men's Chorus accepted Romero's apology and asked the Padres to give him second chance.

“I'm really glad to go back to the community of San Diego and show myself again with the LGBT community in solidarity,” DJ Artform said Saturday. 

The Pride festival kicked off Friday with music and dancing in Hillcrest and performances in Balboa Park that included the Gay Men's Chorus.

DJ Artform played Oscar Wilde Irish Pub Saturday night. 

“Given what happened...I think it's very fitting that he should come here to play in Hillcrest,” co-owner of the pub Kevin Gallagher said. 

The Pride Music Festival continues through Sunday, and DJ Artform will be on the movement hip hop stage.
