Police Chase Ends in Arrest

Aerial footage shows police repeatedly punching a suspect who appeared to surrender after leading authorities on a chase from Massachusetts into New Hampshire Wednesday afternoon.

The Massachusetts State Police Department, one of the agencies involved in the pursuit and arrest, will investigate whether officers' actions during the suspect's arrest were appropriate, according to a news release.

The agency said the chase began in Holden just after 4 p.m. The driver ultimately led police across Massachusetts, into New Hampshire, back to Massachusetts and finally into New Hampshire.

Thet pickup truck was stopped in Nashua after blowing two tires.

The driver, identified by Massachusetts police as 50-year-old Richard Simone of Worcester, can be seen on aerial video exiting the truck, which is surrounded by officers, and getting down to his knees. As officers approach the suspect, who puts his hands on the ground, two can be seen winding up and punching him.

Other officers can be seen around the suspect, with several appearing to get on top of him after the punches are first thrown. Simone is then handcuffed, stood up and led away.

"The pursuit, like all pursuits that involve Massachusetts State Police, will be reviewed by the department's pursuit committee," spokesperson Dave Procopio said in a statement. "Additionally, MSP will also review the apprehension of the suspect, to determine whether the level of force deployed during the arrest was appropriate."

Procopio noted that the apprehension had sparked an investigation separate from the one into the pursuit, "as the video captured by news helicopters shows a use of force against the suspect."

The department did not say in the release, or through a spokesman, which agencies were involved in the arrest.

"The Governor is aware of the situation and our office has been in contact with the Departments of Safety and Justice," the office of New Hampshire Gov. Maggie Hassan said in a statement. "All New Hampshire public safety officials are held to the highest standards, and the Governor expects this will be fully investigated."

A Holden Police Department news release did not make note of any use of force in the arrest at the conclusion of the pursuit. The release said officers were on the lookout for the vehicle following an alert issued Monday by the Leicester Police Department.

Nashua Police have not returned phone calls seeking comment. Police in nearby Hudson, however, say the suspect "collided briefly" with a Massachusetts State Police cruiser before hitting a utility pole and continuing on to Nashua.

Hudson Police note that they only provided backup when the suspect was in town.

Simone was booked by the Nashua Police Department. It was not immediately clear if he had an attorney.

Simone was wanted on assault and battery with a dangerous weapon and larceny charges, according to state police. Holden police tried to stop him, but he gave chase, and a state police cruiser followed.

The driver led police onto I-190 northbound, then off the highway and onto Route 117 in Lancaster — where state police were required by policy to stop partaking in the chase. When the vehicle returned to I-190, state police rejoined the response.

The chase continued onto Route 2 in Leominster east to I-495 in Littleton.

State police say Simone got off the highway again in Chelmsford, where he took several roads before hopping on U.S. Route 3 northbound. He got off on the last Massachusetts exit before taking other roads into Nashua, where the pursuit ended after about an hour.

More Thunderstorms & Hail Hit Midwest

Parts of the Midwest and the South were hit Wednesday by another spring storm after tornadoes were blamed for killing at least two people earlier this week, NBC News reported.

Large hail was seen in the St. Louis area, where severe storms are expected throughout the evening, according to the National Weather Service’s St. Louis office.

Tornadoes were responsible for killing two people Monday in Oklahoma and injuring at least ten people Tuesday in western Kentucky.

Forecasters said the system is slowly weakening and that no more tornadoes are expected in the short term. More severe storms are expected from north-central Texas and Oklahoma into the Mississippi Valley through Thursday, with high winds, large hail and flash floods.

Padres Sweep Doubleheader at Wrigley

On the same day that Nationals pitcher Max Scherzer tied a MLB-record with 20 strikeouts, Padres lefty Drew Pomeranz struck out 10 batters over the course of 6 shutout innings. 

One swing by Christian Bethancourt was enough to give the Padres a 1-0 victory in game 2 of their Wednesday doubleheader at Wrigley Field. Earlier in the day, San Diego defeated the Cubs 7-4 thanks to a late Brett Wallace homer.

Bethancourt obliterated a pitch by John Lackey in the 5th inning of game 2. He knew he hit it out too because he stood and admired it for a few seconds which Lackey did not take too kindly. Lackey had not allowed a hit until Bethancourt redirected that pitch out of the ballpark.

Kevin Quackenbush, Brad Hand, and Fernando Rodney helped navigate the final 3 innings. The trio stranded 4 Cubs on the basepaths and helped hand the Cubs their first back-to-back losses of the year. 

Hand struck out the side in the 8th, but had the added pressure of having to work out of a bases-loaded jam after two walks and a rare error by shortstop Alexei Ramirez.

Cubs fans must be infuriated after seeing Rodney notch two saves in one day against his former team.

The reliever from the Dominican Republic struggled last season with the Cubs and Mariners – so much so that some fans coined the hashtag “FernandoRodneyExperience” whenever he struggled at Wrigley.

Rodney however fired his second invisible arrow into the sky after giving up a single to Javier Baez in the 9th. He is now 10-for-10 in save opportunities this year and has yet to allow an earned run.

You can make a strong argument Pomeranz has been the Padres best starting pitcher thus far.

The southpaw raised his strikeout total to 51 on the season after silencing the Cubs lineup. That's the 11th highest total in the bigs. Pomeranz also improved to 4-3 and lowered his ERA to just 1.80. 

The Padres continue their 7-game road trip in Milwaukee on Thursday. 

James Shields (1-5) opposes Jimmy Nelson (4-2) when the two teams begin their 4-game series.

Man Runs Pregnant Woman Off Road

Residents of Haverhill, Massachusetts, couldn't believe what they were seeing when they watched two cars go flying down a narrow, winding road and then crashing in the woods. But what's even more shocking is that this wasn't an accident - police say it was intentional.

Methuen resident Josef Leavitt, 24, is accused of running a pregnant woman off the road, on purpose.

"The driver is in stable condition however she was seven months pregnant at the time," said Essex County Assistant District Attorney Stephen Patten.

Patten said 24-year-old Deanna Clarke of Haverhill was pinned inside her Jeep Cherokee that had rolled over.

Leavitt allegedly took off.

Wednesday morning, the prosecution argued for Leavitt to be held without bail.

"I'd say this, there is a 7-month-old baby fighting for their life and he left them in the road," Patten said.

Haverhill resident Mike Sherar said he witnessed the two vehicles side by side speeding along Middle Road right before they crashed at about 6:15 p.m. Tuesday.

"I was walking back from the barn and they went flying by," Sherar said. "My wife and I are infuriated."

Fueling that anger - is that the prosecution says this all started as a drug deal gone bad.

"The baby's life is in jeopardy and it's not the baby's fault," Sherar said.

Leavitt was allegedly trying to buy marijuana from Clarke's passenger. When they couldn't strike a deal, Patten says Leavitt got in his car and started chasing Clarke's Jeep.

"The defendant, and I will quote, 'The BMW was traveling left of way and intentionally crashed into the side of the Jeep,'" Patten read off the police report.

Leavitt's public defender Michael Baldassarre argued that the eyewitness accounts are inconsistent and that Leavitt should be released on "reasonable" bail.

"This gentleman is not a flight risk, he has no history of violence, and he lives with his parents," Baldassarre said.

Leavitt's parents were in court Wednesday visibly upset and refused to speak to us on their son's behalf.

Clarke is expected to be OK.

Her baby was delivered in an emergency C-section and is in critical condition.

Leavitt is being held without bail pending a dangerousness hearing next week.

Wheelchair Kids Caught in Bus Fire

A fire broke out on a school bus while three students in wheelchairs were on board in Brooklyn, fire officials say. 

The bus was parked in front of P.S. 396 at 110 Chester St. in Brownsville when it caught fire at about 3:15 p.m., according to the FDNY.

School safety officers and other school officials jumped on board and removed the students in wheelchairs, the FDNY said. 

The fire was quickly extinguished and no one was hurt, officials said.

The fire does not appear to be suspicious in nature. 

The Department of Education said, "All students involved are safe. Nothing is more important than the safety of students and staff." 

Earlier Wednesday, another yellow bus that also transported passengers in wheelchairs caught fire in East Harlem, hurting nine people on board, fire officials said. The cause was unclear.

WWI-Era Cannon Stolen in Cali

Police are searching for thieves who were caught on surveillance video stealing a cannon from the Veteran's Hall in Richmond, California.

Investigators speculate the thieves may intend to melt the metal down, but many said the historic weapon is worth way more than the brass and iron it is made of.

"This is part of our American history and this is stealing from our culture," Richmond Police Lt. Felix Tan said. "It's stealing from the men and women who've fought for our country and our freedom."

The theft has hurt 79-year-old veteran Art Hunt, who said the World War I-era cannon has stood outside Richmond's Veteran Hall for as long as he can remember.

"People have died for this country. You just don't steal from them. That's not right," Hunt said. "You're stealing something you don't even know what it represented. This hurts."

Surveillance camera capture the theft, which took place May 1 as vendors set up the city's Cinco de Mayo festival. Video shows the crooks pulling into the lot, cutting the cannon's chain and towed the 1-ton brass and iron weapon away. The theft took place in under a minute.

"It was literally on the run and we did not receive any call of anybody driving our city limits with a cannon in tow," Tan said.

Hunt said the cannon is priceless and is a symbol of freedom for those who have called the Veteran's Hall home, including the nation's first all-black tank battalion.

"It's a precious item to us," Hunt said. "It's worth more than gold to this building. It's worth more than gold."

Pedestrian Killed in San Ysidro

One person is dead after being hit by a car in San Ysidro Wednesday night, San Diego Police (SDPD) confirmed.

It happened at 8:56 p.m. on the 2000 block of Dairy Mart Road, near W. San Ysidro Boulevard, just north of the Interstate 5.

Police say the victim died at the scene.

Witness tell NBC 7, the victim was a woman in her 70s that they recognized from their neighborhood.

But investigators have not identified the victim yet.

According to witnesses, the victim was crossing Dairy Mart road between the cars when she was hit by a car going southbound.

Witnesses say the victim was thrown about 30 feet into the air.

The driver of the car did not leave the scene, police said.

No other information was immediately available.

Deadly Officer-Involved Shooting in Encanto

Streets were blocked after a deadly officer-invovled shooting in an Encanto neighborhood Wednesday night, San Diego Police confirmed.

It happened at approximately 9:29 p.m. on Benson Avenue and Pagel Place just north of Skyline Drive.

Police say there was a pursuit that ended just before the shooting.

A video of the scene showed a silver car with multiple bullet holes and a body next the vehicle.

Traffic control was requested and streets had been blocked off as police investigated.

According to a witness, he came out to check on his car after hearing what sounded like a car chase and then a minor crash.

"We heard him actually try to go away but it's only a one-street it's kind of hard to reverse," said Ricardo Tavizon.

Tavizon says there were about seven to eight cops at the scene and two police crusiers were blocking the suspect's car.

"You could tell this was an ongoing chase because there was a good amount of cops already on his tail," he said.

Tavizon says the officers shouted at the suspect multiple times to get out of his car but the suspect backed his car into a police cruiser. That's when officers began firing multiple rounds at the car. 

It's unknown what led up to the shooting.

No other information was immediately available.

Yahoo Working With Congress After Ransomware Attacks Reported on House

A recent attack from "ransomware" to the House of Representatives prompted Congress to work with Yahoo on security issues, NBC News reported.

The House Information Security Office advised representatives late last month that it had blocked access to its networks from Yahoo Mail accounts because of the attacks, the business and tech site Fast Company first reported last week.

The attacks used Web-based services like Yahoo Mail and Gmail, the IT office said in a memo to members, but "the primary focus appears to be through YahooMail at this time." There was no immediate indication that the attacks extended to the Senate.

According to the memo, the attack uses a social engineering and phishing strategy by generating an email that appears to be from a trusted source. The email includes an attached .ZIP file that, when clicked, injects code that encrypts all files on the recipient's computer — including files shared with other users.

2 More Pieces 'Almost Certainly' From Missing Plane MH370

Two pieces of debris discovered in South Africa and Rodrigues Island off Mauritius are "almost certainly" from Flight 370, bringing the total number of pieces believed to have come from the missing Malaysian jet to five, NBC News reported.

The aircraft mysteriously disappeared more than two years ago with 239 people on board, and so far an extensive underwater search of vast area of the Indian Ocean off Australia's west coast has turned up empty.

Transport Minister Liow Tiong Lai said the two new pieces were an engine cowling piece with a partial Rolls-Royce logo and an interior panel piece from an aircraft cabin — the first interior part found from the missing plane.

An international team of experts in Australia who examined the debris concluded that both pieces were consistent with panels found on a Malaysia Airlines' Boeing 777 aircraft, Liow said.

Parents Remember Daughter Lost to Cancer With Charity

Bree and Luke Rowand's daughter Kylie died as a toddler in 2015 but the Rowands keep her legacy alive with a nonprofit that raises money for pediatric cancer and helps other families who find themselves in a similar position to the Rowands.

Kylie, at only 19 months old, was diagnosed with stage 4 neuroblastoma on Dec. 30, 2013. 

"I remember hearing this bloodcurdling scream, and it scared me," her father told TODAY. "We couldn't console her."

Now, with the nonprofit,the Kylie Rowand Foundation, they give away gift baskets filled with toys to cancer patients, and even pay mortgage and rent bills and provide gas and grocery cards to families with kids battling cancer. And in a little more than a year, the foundation has given away more than $130,000.

Slain Coronado-Based Navy SEAL Posthumously Promoted

The body of a U.S. Navy SEAL killed during combat in Iraq arrived in Coronado Wednesday.

Navy Petty Officer 1st Class Charles Keating IV died last Tuesday about 14 miles north of Mosul in a complicated attack launched by 125 ISIS fighters, Pentagon officials said. He was part of a small force sent to fend off the attack.

Keating’s body arrived at the Naval Air Station at Naval Base Coronado at 2 p.m.

He lived in Coronado with his wife, Brooke, and her family. The two married before he deployed, the family told NBC 7.

Members of the Navy, close friends, and residents lined the streets hearse carrying the body of fallen Navy Petty Officer 1st Class Charles Keating IV made its way to the mortuary.

His family and fellow SEAL’s rode close behind, surrounded by Patriot Riders on motorcycles, most of whom were veterans.

“These guys put themselves in harm’s way much farther than any other human being in the United States,” said U.S. Marine Veteran Jay Dee.

Before heading over the Coronado Bridge, the riders joined Keating’s family inside the base for a short ceremony.

“If we can just show our support to them and the troops and the wounded warrior that is going home, then we hope that has some soothing effect on the family and on the fellow members of their SEAL Team One,” said U.S. Marine Veteran Jim Reid.

Keating’s mother, Krista Keating-Joseph, told NBC 7 San Diego her son wished to be buried as close as possible to Coronado Amphibious Naval Base. Keating wanted to be near his beloved SEAL Team One, she said, instead of in Arlington National Cemetery.

A private memorial will take place tomorrow for his family and members of the SEAL community.

On Friday, a processional following Keating’s funeral service will go through C Street and proceed down 6th Avenue, over the Coronado Bridge to Rosecrans National Cemetery. 

The Navy announced Wednesday that Keating will be posthumously promoted to Chief Petty Officer.

Trump, Ryan Meet in Hopes of Repairing Fractured GOP

Donald Trump and House Speaker Paul Ryan are meeting in Washington on Thursday to find a way to unify the Republican Party, NBC News reported.

But lingering concerns over Trump's tactics, tone and chances against likely opponent Hillary Clinton have left major questions over if and when a divided party still reeling from a nasty presidential primary can come together anytime soon.

Ryan, who caused waves last week when he said he is not yet ready to back Trump, will meet with the presidential candidate and Republican National Committee Chair Reince Priebus at 9 a.m. at the RNC headquarters on Capitol Hill.

"What we are trying to do is to be as constructive as possible, to have a real unification," Ryan told reporters Wednesday.

Tacos El Gordo Plans Downtown Location

One of San Diego’s most beloved, family-owned Mexican eateries is planning to expand this summer with another location in downtown’s Gaslamp Quarter.

Eater San Diego confirms that Tacos El Gordo – the Chula Vista staple that specializes in Tijuana-style tacos – will open another eatery by the end of this summer at 5th Avenue and F Street, in a space that formerly housed a Starbucks.

A rep for the restaurant tells Eater San Diego that the company hopes to expand even further in San Diego but the downtown eatery is the only project planned at the moment.

Founded in 1972, Tacos El Gordo opened its first location in San Diego in 1998. The two local Tacos El Gordo eateries stand at 3265 Palm Ave. in San Diego and at 689 H St. in Chula Vista. The company also has a few locations in Las Vegas.

Among food enthusiasts locally and nationally, Tacos El Gordo has a solid reputation. This past February, the Tacos El Gordo location in Chula Vista was ranked among Yelp’s Top 100 Places to Eat in the U.S. in 2016, ranking No. 17.

The Tacos El Gordo menu boasts authentic Tijuana tacos on handmade corn tortillas, topped with guacamole and salsa made from scratch. This includes a Carne Asada taco and the Adobada, spiced pork with fresh toppings.

Red Crabs Wash Along Imperial Beach

Thousands of vibrantly red crabs have washed ashore at Imperial Beach.

The crabs were visible by the NBC 7 news chopper just before 11 a.m. Wednesday.

It wasn't immediately clear what prompted them to gather so abundantly at Imperial Beach. A similar phenonmenon happened last June in Ocean Beach.

Experts told The Los Angeles Times at the time that the tiny red crabs normally spend their time in the water off Baja California and normally hide on sandy ocean bottoms.

Transportation Projects Lack Funding: Report

A newly-released report by a national transportation research group highlights 20 of the most needed improvements to San Diego’s roadways and says many of those projects lack adequate funding.

The report, titled “Project Green Light: Moving California’s Critical Transportation Improvements Forward,” was released Wednesday by TRIP, a Washington, D.C.-based nonprofit group focused on transportation research.

The findings rank the most needed improvements in the San Diego area – and 105 other transportation projects across California – and the development of those projects, including efforts to operate, maintain, build, expand or modernize roads, highways, bridges, mass transit systems, rail, bicycle and pedestrian facilities.

TRIP specifically chose to highlight these projects because they “would enhance development throughout the region and the state by increasing personal and commercial mobility, easing congestion, improving safety and conditions and enhancing California’s desirability as a place to live, visit and do business.”

The report looks at the funding statuses of those projects and rates each transportation improvement effort as either having a green light, yellow light or red light. A yellow light rating means the project has only secured partial funding, while a red light indicates the project, at this point, has little to no funding available.

According to the findings, many of the critically needed improvements on San Diego’s roadways lack enough funding to get the green light.

TRIP says five of those 15 local projects received a red light rating because they’re unfunded. Another five on the list earned a yellow light because only partial funding is anticipated to be available by 2020 or the funding is uncertain.

TRIP says these ratings jeopardize “the region’s future quality of life due to an inadequate transportation system.”

The 15 most needed San Diego area transportation projects outlined in the report along with their light ratings are, in order:

1) Maintenance and Improvement to Locally Maintained Roads, Streets and Highways (Yellow Light)
2) Construction of Managed Lanes on I-805 (Green Light)
3) Construction of Managed Lanes on SR-94 (Red Light)
4) Extension of Mid-Coast Light Rail Corridor (Green Light)
5) Construction of Managed Lanes on SR-78 (Red Light)
6) Construct Two Managed Lanes on I-5 North Coast (Green Light)
7) Construction of SR-11 and Toll Lanes and a Port of Entry at Otay Mesa (Yellow Light)
8) Rapid Service in South Bay (Green Light)
9) Adding Managed Lanes to I-15 (Red Light)
10) Implementing Rapid Options on I-805 (Red Light)
11) Extending the Bayshore Bikeway (Yellow Light)
12) Widening SR-76 (Green Light)
13) Construction of a Regional Bikeway Corridor (Yellow Light)
14) Construction of Managed Lanes on I-5 (Red Light)
15) COASTER Double Tracking (Yellow Light)

The report also highlights five additional important transportation projects all with a yellow light rating including:

16) Rapid Transit from Otay Mesa to Imperial Beach
17) Bringing highway bridges up to standard across the county
18) Improvements to on-site highways across the county
19) Preservation of on-system roadways across the county
20) Rehabilitation and restoration of the State Highway System in San Diego County & Imperial County 

“The TRIP Report highlighting important unfunded transportation projects in the San Diego region underscores the vital need for legislative action on a transportation revenue package to support a growing population and a robust economy,” said Will Kempton, executive director of Transportation California, in a press release that accompanied the TRIP report.

TRIP’S executive director, Will Wilkins, says getting the green light on all of these San Diego projects will require “increased transportation investment at the local, state and federal levels.”

The TRIP report also found that 51 percent of major urban roads in California have pavements in poor condition, while 8 percent of bridges in California are rated structurally deficient. The traffic fatality rate on California’s rural non-interstate roadways is nearly four-and-a-half times higher than on all other roads and highways in the state, the report states.

Why GOP on Capitol Hill Are So Wary of Donald Trump

Many Republicans and their leaders are wrestling with the question of whether or not to support Donald Trump as he prepares to visit Capitol Hill on Thursday, NBC News reports. 

Four camps have emerged as Trump led GOP primaries over the past four months. A small block of House members enthusiastically backed him. Another group vowed not to vote for the real estate mogul. Another group announced differences with Trump on issues and his rhetoric, but left open the possibility to back him at a later date. A fourth group stayed silent. 

Many of those Republicans, regardless of their positions, will have to think of their own self-preservation. If Trump’s popularity in the polls continues, he could lose the presidency, but also cost Republicans in Congress their jobs. 

Trump is will meet House Speaker Paul Ryan and other congressional Republican leaders on Thursday. Ryan and his team are hoping the presumptive nominee borrows from their ideas and puts them in his platform, instead of the nominee setting the agenda for the rest of the party.

Sanders Weakened Heading Into Golden State

With California's Democratic primary coming next month, the promise the Golden State once held for Bernie Sanders doesn't seem as strong anymore, NBC News reported.

"We think we have a path toward victory, and that path absolutely must go through California," Sanders told the Los Angeles Times in March.

But now, with California's June 7 primary finally coming into view, Sanders may be heading into the Golden State hobbled.

Despite notching two wins this month, with more likely to come, Sanders is running lower on cash than expected and replaced his top official in California Wednesday. Meanwhile, Democratic front-runner Hillary Clinton has moved to solidify her support in the state, which she won comfortably over Barack Obama in 2008.

Man Killed in Attempted Home Invasion Identified

An attempted home invasion turned deadly Wednesday when at least one of an estimated five suspects fatally shot a man. 

Brent Adam Adler,33, was found dead outside a home on the 8500 block of Tommy Drive, near Pershing Middle School on Navajo Road and down the street from San Carlos Golf Course, San Diego Fire-Rescue Department (SDFD) and San Diego Police (SDPD) officials said. The location is west of State Route 125. Police responded to a call at approximately 2:48 p.m. 

Police say a group of as many as five suspects went up to the house and demanded money. There were three people inside the home at the time, police said. 

It is unclear what happened after the suspects demanded money. When Adler was shot, one of his roommates tried to help him until emergency crews arrived.

Officers arrived on scene and found him outside on the ground, suffering from a gunshot wound. He was pronounced dead on scene.  

The incident does not appear to be a targeted attack, police said, and the victim and suspects do not know each other. 

Police do not have clear suspect descriptions. They believe the suspects took off in a green Expedition SUV. 

No other information was immediately available.

CVPD: Parents Find Dead Newborn in Teen's Bed

Parents making their teenage daughter’s bed this week found a dead newborn that appeared to have been carried to full term, police in Chula Vista, California, confirmed Wednesday.

Officers were called to a home on Main Street after 8 p.m. on Monday. The home is located east of Hilltop Drive and west of Interstate 805 in San Diego County.

Someone from the home called 911 to report a non-breathing child.

"The parents of that minor found that child deceased in the bed anywhere from 24 to 36 hours later and called us," CVPD Lt. Fritz Reber said. 

Investigators say the family found the newborn boy while making a bed. Reber said the 7-pound, 8-ounce infant appeared to have been carried to full term. 

After interviewing the residents' 17-year-old daughter, police said the teenager gave birth to the child 24 to 36 hours before the 911 call was made.

The teenager said she was unaware she was pregnant and unknowingly gave birth to the child while in bed, according to a police news release. 

The cause of the infant's death wasn't immediately known.

Chula Vista Police and the San Diego County Medical Examiner's Office are investigating the newborn's death to determine if a crime has occurred.
