Man Struck on SB I-805 in Chula Vista

A man was struck and injured after getting out of his car on southbound Interstate 805 just north of Telegraph Canyon Road. 

The California Highway Patrol and Chula Vista Fire Department were called to the scene at 5:12 a.m. 

A woman told CHP that her boyfriend got out of the car after a collision with a big rig and then was struck by another vehicle.

The woman was riding in a blue Dodge pickup when it collided with the big rig.

A man got out of the Dodge and walked across the freeway.

At that point, another pickup struck the man and injured his leg.

The victim was taken to UCSD Medical Center. No other information was immediately available.

One lane was closed to traffic until approximately 6 a.m.

Jail Videos Show Excessive Force

Six videos released Friday show correctional officers in Cook County, Illinois, using what officials say is excessive force on inmates. 

"The public has a right to know when officers abuse the public trust as well as the ramifications of that abuse," Cook County Sheriff Thomas J. Dart said in a statement when the footage was released. 

The videos correspond to six different cases and involve 13 correctional deputies, all of whom have been disciplined, according to police. 

Seven deputies — at least one involved in each case — were terminated, the sheriff's office said. The other deputies involved were suspended without pay for periods of time ranging from 45 to 180 days.

"Transparency is critical to ensuring law enforcement accountability," Dart said. 

It's the first time an American jail or prison has voluntarily made use-of-force videos available to the public, according to the sheriff’s office.

Dart called it the first step in his "long-term campaign to restore accountability" to Cook County jail after decades of violence and overcrowding.

The local union called the videos' release "nothing but a political move."

"Posting these videos on pubic websites is not only a violation of privacy of our officers, but it’s infringing on their right to a fair trial. The 'transparency' of these videos – as Dart calls it – only goes one way," Teamsters Local 700 said in a statement. "It’s not a true outlook of what happens at the jail on a daily basis, which are only small clips of the entire alleged incidents."

Talent Retention Program To Show Students Local Job Opportunities

San Diego is hoping to keep its college graduates in town by offering opportunities to explore downtown start ups.

Downtown San Diego Partnership (DSDP) and San Diego Regional Economic Development Corporation (San Diego Regional EDC) each work to support and develop business in downtown San Diego.

On Friday, the collaboration brought over 100 undergraduate computer science students from San Diego State University (SDSU) and University of California San Diego (UCSD) to tour local start ups and incubators such as EvoNexus, The Control Group, Mindtouch and Red Door Interactive.

In 2014, DSDP and San Diego Regional EDC partnered for a talent retention program to educate students on local job opportunities for recent graduates in fields including cyber security, sports and active lifestyle and bio tech.

The program expanded in late 2015 and began utilizing Link2Downtown to bring students to the companies themselves.

Sarah Lubeck, Communication Manager of San Diego Regional EDC, explained San Diego schools, like UCSD, have large numbers of computer science graduates but students frequently move to San Francisco for job opportunities. However, there are a lot of local jobs for recent graduates in technology, elaborated Lubeck.

“We just want students to know San Diego is an option for young graduates,” said Lubeck. “Businesses here have really cool jobs for young people but we don’t talk about them enough.”

The talent retention program hopes to continue showing students what opportunities lie locally and keep San Diego-educated graduates in town.

Free Tax File Recycling Service

With tax day around the corner, San Diegans are being offered a free recycling service for old tax files.

From April 13 to April 20 the City of San Diego Environmental Services Department and Allan Company are providing secure tax recycling options at Miramar Recycling Center at 5165 Convoy.

The drop-off service is free for City of San Diego residents and each individual is allowed to bring up to one bankers box of residential tax files.

Drop-off times include Monday through Friday between 7 a.m. to 4:30 p.m. and Saturday and Sunday from 7 a.m. to 4 p.m.

Shredded and bagged tax files can also be recycled in personal blue curbside recycling bin.

State Route 67 Weekend Closure in Lakeside

A section of State Route 67 near Lakeside will be closed all weekend.

Beginning 10 p.m. on Friday through 5 a.m. on Monday, the southbound section of State Route 67 (SR-67) will be closed between Mapleview Street and Riverford Road.

On-ramps from Mapleview Street to Winter Gardens will be closed to cars. However, the Riverford Road on-ramp will remain open.

All motorists are advised to avoid SR-67 but there will be detour signs placed to direct drivers around the construction.

This 55-hour road closure is necessary for the Woodside Avenue Flood Control Project to continue. The project will be removing boulders beneath the road to place a large box culvert. This will allow water to run under the state route and avoid flooding.

Where Are Manson Family Members Now?

Manson Family member Leslie Van Houten may have been deemed "suitable for parole" on Thursday, but she still needs the approval of the full parole board and California Gov. Jerry Brown before she can be released.

Van Houten was convicted of stabbing Rosemary LaBianca in 1969, the day after other members broke into Sharon Tate's home, and killed her and three others. But what happened to the other Manson followers?

Cult ringleader Charles Manson is serving nine life sentences in California. He's been denied parole a dozen times and will be 92 if and when he goes before the parole board again in 2027.

Patricia Krenwinkel, who chased down coffee heiress Abigail Folger and stabbed her so many times that police thought her white nightgown is red, is serving a life sentence and is up for parole in 2018.

Oceanside Students Donate Money to Police Dogs

Oceanside school children donated $930 to the Oceanside Police Department (OPD) toward the purchase of a ballistic canine vest.

Students at Louise Foussat Elementary were given the option to spend the money they raised throughout the year on themselves for a school party or field trip, but chose instead to help the OPD canine unit.

The canine vests protect police dogs’ vital organs from gunfire. They can be used in many high risk situations, including search warrants, SWAT team missions and patrol calls.

Last year The Oceanside Elks Lodge #1561 donated funds for two ballistic vests for the program and an anonymous donor gave money for another vest.

With the Foussat school Council’s donation all four canines in the police department now have vests.

Man in Wetsuit Dies on Mission Beach

The body of a man wearing a wetsuit washed ashore at Mission Beach early Friday, according to lifeguards. 

San Diego Fire-Rescue crews and San Diego Police were called to Ocean Front Walk at 4:55 a.m.

The original call reported a man under possible cardiac arrest but lifeguards told NBC 7 San Diego the man was dead when they arrived. They added he may have been dead for some time.

The driver of a beach-sweeping tractor said he called lifeguards after initially spotting the man on the sand.

The man was described as in his 50s. There was no trauma to the man's body, according to San Diego Police.

He was pronounced dead at 5:08 a.m.

Investigators with the San Diego County Medical Examiner's Office will work to identify the man and determine the cause of death.

No other information was immediately available.

Court Docs: Coach, Teen Had Sexual Contact at School

Secret meetings between a high school coach and the 13-year-old student he's accused of molesting occurred at school, in his car and through FaceTime and SnapChat, according to the official complaint.

Edward Aaron Mendoza, 27, has denied numerous charges related to an alleged ongoing inappropriate relationship with a female freshman at Mar Vista High School.

Mendoza is the third adult to be accused of an inappropriate relationship with a Mar Vista HS student in the same week. Sweetwater Union High School District officials described Mendoza as a walk-on assistant football coach.

Now NBC 7 News has learned that several of the 20 felonies Mendoza faces stem from incidents at school, according to the complaint.

Five counts accuse Mendoza of lewd acts with the student while she was at school. Four counts involve the victim allegedly touching the defendant’s penis while at school according to the complaint. Two of the counts involved kissing on school grounds.

No details were provided on when the incidents occurred or how the defendant had access to the freshman student while she was at school.

In November, Mendoza drove the victim home from school, according to the complaint, and allegedly touched the girl inappropriately during the car ride.

On December 5, the defendant is accused of lewd acts with the victim when the two were alone in a car outside a Quinceneara.

The defendant is also accused of sending inappropriate images and video through several social media sites.

Mendoza communicated with the teenager through live session via FaceTime as well as images and clips sent via SnapChat, the complaint alleges.

He also directed the girl to touch herself during live video sessions through SnapChat, investigators allege.

It is illegal for an adult to persuade a child under the age of 18 to participate in sexual conduct in any format of video.

San Diego County District Attorney Carolyn Matzger said Mendoza began the relationship in September 2015 when the freshman was 13 years old.

The relationship came to light in February when the victim's father learned his daughter was talking to Mendoza on the phone for long periods of time, San Diego County Sheriff's officials (SDSO) said Tuesday.

Mendoza was held on $900,000 bail. A protective order was issued. He will appear in court on May 26 for a preliminary hearing.

He could spend a maximum of 20 years and eight months in prison if convicted of the charges.

Attempted Abduction Reported Near Carlsbad-Area School

An attempted abduction occurred Thursday afternoon near La Costa Heights Elementary School, the Encinitas School District Superintendent confirmed.

Families were notified Friday that a 4th grade student was walking alone on Levante in Carlsbad.

A man in a white van with tinted windows approached the student at 2:25 p.m. and asked if he needed a ride, police said.

The student described the man as having a "buzz cut."

The student said "No" and ran, according to the superintendent's message.

The Carlsbad Police Department is investigating the report.

Police were notified at 8:30 p.m. by a parent who requested an extra patrol around the school. 

The school is located northeast of Encinitas, west of Rancho Santa Fe Road and south of La Costa Avenue. 

The location of the attempted abduction is approximately seven blocks west of the school.

Zika Virus Mutation May Explain Spread, Birth Defects: Study

Researchers hope genetic mutations they found in the Zika virus may explain why it seems to be causing birth defects, according to NBC News. 

The current virus strain comes from one that circulated in Asia, the team at University of California, Los Angeles, and the Chinese Academy of Medical Sciences & Peking Union Medical College said, proving earlier findings the strain isn’t the same as the one first seen in Africa. 

"By tracing its genetic mutations, we aimed to understand how the virus is transmitted from person to person and how it causes different types of disease," one of the researchers said. 

The researchers said they believe the mutations could help the virus replicate more easily and invade new tissues in the body and even the immune system.

SDG&E Demonstrates New Solar Device

Energy experts from San Diego Gas and Electric demonstrated new technology Friday they say will make private solar installation more convenient for consumers. 

Attendees gathered to see the renewable meter adapter in action, at a home owned by Robert Clossin in Rancho Bernardo. 

Clossin said that going solar was an easy decision to make, for economic and environmental reasons. He said that he feels it is important to be good to the earth. 

“The process is very seamless, very easy,” Clossin said. 

SDG&E's Customer Generation Manager, and co-inventor of the renewable meter adapter, Ken Parks, performed the installation. He explained that this product doesn’t bypass the existing energy panel, but it does enhance the panel, which improves the entire system. 

“It’s faster, it’s safer and it’s less cost to the homeowner,” Parks said. 

SDG&E claims the device can save customers an estimated $10,000 on a single solar install.

The device has helped customers save a total of over $3 million since last August, according to SDG&E. The utility is exclusive to SDG&E customers in San Diego and southern Orange counties. 

Parks believes that everyone will have solar power in the near future. The company has installed more than 3,000 of these devices to date. 

Ryan Inchaurregui, senior operations manager of Sun Run solar, says his business has increased 200 percent since last year. 

“It’s really revolutionized our business it’s cost effective and it’s better for our customers and installers,” Inchaurregui said. 

Santee Seeks Volunteers for 4-Day Mural Project

A four-day community beautification project is headed to Santee to and organizers are seeking volunteers who can roll up their sleeves and grab a paintbrush.

Volunteers will gather on April 22 through April 25 to create six scenic murals at the Magnolia Avenue underpass at the Walker Preserve Trail along the San Diego River. Those with artistic talents and painting experience are encouraged to lend their skills to the project.

City organizers say the project is best suited for volunteers age 14 and older. Professional artists are welcome. Volunteers who are under 14 must be accompanied and assisted by an adult.

Volunteer shifts include a 9 a.m. to 12 p.m. session and 1 p.m. to 4 p.m. sessions during the first three days of the project. The final day, April 25, includes a 10 a.m. to 12 p.m. shift and 1 p.m. to 3 p.m. Volunteers for all shifts will meet at the Walker Preserve Trail entrance at Magnolia Avenue.

Volunteers are needed for several tasks – from painting the background of the murals with rollers, sponges and brushes to gridding out the mural and drawing contour lines. Artistic experience is not needed for the first task and instruction will be provided for the latter.

Organizers also need a few volunteers to help man the check-in table at the project site, collect waivers and pass out snacks, as well as volunteers to man the paint supply table and clean brushes.

Finally, those with prior artistic backgrounds will be needed to serve as “mural postcard painters” and paint details on the artwork from provided references.

Those who want to donate their time can sign up on this website.

The city will provide the painting supplies. Volunteers are advised to wear comfortable, old clothes suitable for painting plus closed-toed shoes, a hat and sunscreen. A light snack and water will be provided, but volunteers should also bring a lunch and extra water.

According to the Facebook page for the Walker Preserve Trail, some mural themes will include a panel that pays homage to Santee’s history in dairy farming and a panel that depicts wildlife that inhabits the riparian zone along the San Diego River.

The project will be supervised by professional local artist Lori Escalera. Over the past 20 years, Escalera has overseen similar projects, including three murals that were installed along the San Diego River for the San Diego River Park Foundation.

City organizers say the beautification project is funded by the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84) through a grant from the San Diego River Conservancy, as well as the City of Santee and the Santee Park and Recreation Committee.

Trump Holds Rally in Conn.

"Who doesn't love Hartford?" presidential candidate Donald Trump said, kicking of his campaign rally in Hartford on Friday night. 

"We need jobs," said Trump, talking about the "devastation" of job loss and companies like GE moving out of the state. The Republican front-runner even took a stab at the state's Democratic governor, Dannel Malloy.

"We lost GE!" Trump said. "I'll tell you what, if I were governor, I would not lose GE."

If he were elected president, Trump would "bring companies back," he promised, discussing manufacturing in the United States. 

The doors of the Connecticut Convention Center opened at 4 p.m. and Trump arrived about 7 p.m., but hundreds of people started lining up earlier on Friday, some as early as 8:30 this morning.

Hartford police said there were up to 7,000 people inside the venue for the rally and more than a thousand still waited on line when the doors closed.

Several people were ejected from the Convention Center for protesting. 

"Get 'em out. Get 'em out but don't hurt 'em," Trump said while the people were being escorted out. 

"Those people impede on the freedom of speech."

Before taking the stage, Donald Trump spoke one on one with NBC Connecticut backstage about why he says the Connecticut race matters.

“You look at Connecticut and they’re being devastated by all of these companies leaving. Losing General Electrics is a disaster” Trump told NBC Connecticut Reporter Abbey Niezgoda. “You’re losing so many companies to Mexico and other countries. It’s not going to happen if I’m president believe me.”

NBC Connecticut also asked him about the criticism from Connecticut democrats that his views don’t line up with the views of voters in the state.

“I’m very accepting and also I want to make the country great for everybody, not for anybody in particular for everybody,” Trump said.

“At the same time we have to be vigilant. We can’t let people into the country where there could be a big problem. We have enough problems.”

Hartford police said they have been preparing for the rally for days. There were no arrests reported on Friday night. 

Police warned people earlier on Friday that if they work in the city, they should leave work early to avoid the congestion.

Some large companies, including Travelers, heeded the warning and advised their employees to leave at noon or work from home, and that’s something other commuters are considering.

At noon, the line for buses was around 100 people deep.

Police said they didn't plan on shutting down any roads, but would have adjusted depending on what happens with visitors and protesters. 

Hartford police said they have been planning security measures all week and visitors should expect to see Secret Service, State police and Hartford police, as well a K-9s and the bomb squad.

“We’re working hand-and-hand with the Secret Service. They’re bringing this show to town every day all around the United States, so they’re very good at planning it and mapping out what we can expect,” Deputy Police Chief Brian Foley said.

With Connecticut primaries looming at the end of the month, political candidates are spending their time and money to get the attention of the state's voters while delegates are still up for grabs.

Republican John Kaisch was the first candidate to make a public appearance in the Nutmeg State last Friday.

As for Democratic candidates, Senator Bernie Sanders' campaign has spent $765,000 on ads for Connecticut TV stations and Hillary Clinton's spent $250,000, according to FCC filings.

It’s not clear if they will be visiting the state in advance of the primaries.

Secret Border Tunnel Uncovered Near Calexico

A 142-foot long cross-border tunnel – the third in the last year – has been discovered just east of Calexico.

The border tunnel was discovered by a Border Patrol agent as the agent was performing routine patrol of the border on Thursday morning.

The agent stumbled on to a depression in some soil about 2 miles east of Calexico, which is 120 miles east of San Diego. As the agent approached the spot, the soil began to give way, exposing an 18-inch hole, according to a news release from the U.S. Customs and Border Protection.

Lumber and electrical wiring was then spotted inside the tunnel, indicating it was an operational tunnel.

Investigators determined the tunnel, which is 3 feet wide, originated about 60 feet south of the U.S.-Mexico border and travels nearly 80 feet into the United States.

Border Patrol agents have not identified any suspects.

This is the third cross-border tunnel uncovered in the area around El Centro in the past year.

Just three weeks ago, another border tunnel, this one spanning 416 yards, was found in Calexico. That tunnel was attached to a home, which smugglers used for the sole purpose of smuggling drugs.

Man Who Followed Women into Home Arrested

A man who reportedly broke into a residence near Clairemont Drive Friday afternoon has been taken into custody San Diego police confirmed. 

The man had been following some women and then broke into one of their homes. A boyfriend of one of the women, who is a Sheriff's deputy, had the suspect at gunpoint, but he managed to escape.  

The incident happened around 3:30 p.m. 

Officials believe the suspect may have been under the influence or have mental problems. 

It's unclear if he was attempting to burglarize the home or just following the women. 

Chicago Won't Release Reports in Deadly PD Shooting

The city of Chicago will not release police reports on the death of a teenager shot 16 times because he was a juvenile, NBC5 in Chicago reports.

The city says state law prohibits it from releasing the normally public documents, though a Northwestern University Law professor says the city is wrong. NBC5 News, which requested the documents, has appealed the city’s decision with the Illinois Attorney General’s office.

Warren Robinson, 16, was shot and killed after being chased by Chicago police in July 2014, three months before the now infamous deadly police shooting of 17-year-old Laquan McDonald.

A Law Department spokesman said in an e-mail: “The State prohibits the City from releasing law enforcement records that relate to a minor who has been investigated, arrested or taken into custody before his or her 18th birthday.”

Police reports surrounding McDonald’s fatal shooting have since been released. Northwestern University Law professor Sheila Bedi said the city's position is “absolutely false.”

No Antivenin Available for Painful Spider Bites

A La Jolla woman learned the hard way that there’s little relief if you are bitten by a black widow spider in San Diego County.

Diane Berol was watering roses outside her home on March 25 when a spider slipped inside her gardening glove and bit her twice between her fingers.

It was such a strong prickling sensation that even two weeks later, with one of her fingers still swollen, Berol said she could still feel the pain.

“The pain was so intense,” Berol said. “By the time I reached this tree, I had to stop watering it because I couldn’t. I thought I might die right here.”

A trip to Scripps La Jolla’s emergency room confirmed it was a black widow spider bite. Her husband, John, started researching remedies.

It turned out there wasn’t any – at least here in San Diego County.

“There is antivenin available that works really well. It would have taken care of the problem in 15 and (it would have been) done and over with, but it wasn’t available,” John Berol said.

While these type of spider bites are not life threatening, they can cause extreme pain. And Berol said pain medication did little to ease the discomfort.

Scripps La Jolla confirmed the antivenin made by pharmaceutical giant Merck isn’t available.

So what’s the deal? Black widows aren’t aggressive and bites are uncommon, so the Berols think having a ready supply of the antivenin isn’t a priority.

“I endured what felt like somebody put a hot razor blade in a flame and decided to slice it up through my hand,” she said.

Fortunately, medical experts say not everyone has this extreme of a reaction to the bites.

San Diego County Fair Brings Jobs

Job opportunities are available at the 2016 San Diego County Fair. These spots are expected to fill up quickly, as the fair is less than two months away.

A full list of open positions and applications is available online. Applicants must be at least 18 years old and available to work every day of the month-long event this summer. The deadline to apply is May 31.

Fair doors will open at 4 p.m. on June 3. The fair runs through July 4, and will be closed Mondays (except July 4) and the first two Tuesdays.

“Mad About the Fair,” this year’s theme, combines the magic of Lewis Carroll’s, “Alice’s Adventures in Wonderland” with the artistic Steampunk movement. Attendees can expect to see eccentric landscapes and rides, taste unique foods and enjoy live entertainment.

Tickets for general admission start at $16 per day. Those interested in attending multiple times may want to purchase the “Best Pass Ever” which costs $26 and makes admission into the Fair $1 a day.

Another ticket choice is the Fair Tripper which includes admission and round-trip transportation using the coaster, sprinter and breeze.

The San Diego County Fair is the biggest annual event in the county, pulling in more than a million visitors each year.

Kasich Defends Advice to Student to Avoid Parties With 'Lots of Alcohol'

Republican presidential candidate John Kasich advised a young woman asking about sexual assaults on college campuses not to “go to parties where there’s a lot of alcohol,” NBC News reported. 

In his initial response on Friday, the Ohio governor told the St. Lawrence University student that sexual assault survivors should be able to access rape kits and be given a clear reporting process. 

When she said sexual assault was something she had to worry about, Kasich responded: "I'd also give you one bit of advice, don't go to parties where there's a lot of alcohol. OK? Don't do that.” 

Kasich later denied accusations from the Democratic National Committee and Planned Parenthood that he was blaming victims. He said he didn't mean to imply the responsibility lay on victims, but that that alcohol “obscures the ability of people to seek justice" after an attack.
