Stock Investors Advised to Strap in for Bumpy Ride

On the opening days of stock trading in 2016, market investors got a taste of the volatility that could become the norm, NBC News reported. 

The Dow Jones industrial average lost 276 points, or nearly 1.6 percent, on Monday after data showing weaker-than-expected Chinese manufacturing activity triggered a 6.9 percent slide in the main Chinese stock exchange before circuit breakers kicked in and halted trading. The Standard & Poor's 500 and Nasdaq composite took similar poundings.

And the problem for American investors comes from the global ripple effect of China's struggling economy. 

As the world's second-largest economy, China's impact on financial markets around the world is big and growing. The finances of countries ranging from mining-heavy Australia to ones with oil-dependent economies like Venezuela are threatened when China's appetite for their exports wanes.

SDPD Officer Involved in Three Fatal Shootings

The San Diego Police officer who killed a domestic violence suspect in Hillcrest Friday night has been identified as a 13-year veteran of the department who was involved in another fatal shooting, according to the SDPD.

Officer Richard Butera shot Joshua Adam Sisson, 30, to death in the 4200 block of 6th Avenue. A follow-up investigation by police revealed Sisson had an outstanding felony parole warrant for his arrest.

SDPD officers were called to the 500 block of Lewis Street about five minutes before the shooting to investigate a domestic violence incident involving a man who had allegedly held a knife to his boyfriend’s neck. By the time officers arrived at the scene, the suspect had fled.

Minutes later, a crew aboard the SDPD’s helicopter told officers on the ground they could see the possible domestic violence suspect making his way up a hill on 6th Avenue. Butera arrived in the area and spotted Sisson on the hill.

The SDPD said Butera ordered the suspect to stop. Sisson then allegedly turned toward the officer and pointed a large kitchen knife at the officer “in an aggressive stance,” the police department said.

Butera told the suspect to stop and drop the knife, but he refused to comply. Sisson then advanced toward the officer, knife in hand. Fearing for his safety, police said Butera fired his service gun at Sisson, the round striking him once in the chest.

The SDPD said Sisson was taken to Scripps Mercy Hospital down the street. He died in the hospital early Saturday morning. Police said a kitchen knife was found at the scene of the shooting, next to the suspect. Butera was not harmed.

According to a previous SDPD release, Butera was involved in another shooting on Jan. 26, 2014. In that incident, SDPD officers pursued a driver who refused to pull over on I-15. Police said a male suspect was holding the female driver hostage in the car and was forcing her to flee from officers.

The suspect, police said, told dispatchers that he had a gun and an explosive device on him. After spike strips stopped the vehicle in Escondido, Butera shot the suspect to death. The woman in the car was rescued.

The San Diego District Attorney's office cleared Butera of wrongdoing in the 2014 shooting.

San Diego Police confirmed Butera was involved in a third fatal shooting in 2013. He fatally shot Giacomo James Cargnoni, 21, on June 1, 2013. It is unclear what happened during that incident. 

Video of Friday's incident was captured on a body camera worn by Butera, but the SDPD has declined to release the footage.

Investigators said Sisson was wanted for a parole violation and had a violent criminal history. No further details were immediately released.

Three People Shot in Lincoln Park Area

Three people were taken to the hospital after a shooting in Lincoln Park Monday night, San Diego Police say.

The incident happened at Euclid and Logan avenues at 7:50 p.m.

Investigators say two victims were sitting next to a car in front of a liquor store when a suspect on foot opened fire, using rounds of two different calibers.

The two inside the vehicle were hit, and so was an innocent bystander, who fell near El Patrol Mexican restaurant.

All of the patients had non-life threatening injuries. Police say the victims are not cooperating, but a few witnesses are talking.

The SDPD gang unit is investigating.

Coachella 2016 Lineup Announced

Organizers of the annual desert music festival Coachella have announced this year's lineup for the two-weekend festival in April in Indio, California.

Word that leaked last week that LCD Soundsystem and Guns n' Roses were headlining was confirmed on Monday night when Coachella posted its instantly iconic flyer. The only headliner missing was Sunday's big gun, EDM god Calvin Harris.

Joining those artists near the top of the bills: Ellie Goulding, Sufjan Stevens, Jack U, M83, Underworld, the Kills and Foals (Fridays); Ice Cube, Disclosure, Zedd, A$ap Rocky, Chvrches, Halsey and James Bay (Saturdays); and Sia, Majo Lazer, Flume, Beach House, the 1975, Rancid and Mikke Snow (Sundays).

Another name that jumped out immediately: Prayers, who just last year played our SoundDiego LIVE at the Air Conditioned Lounge.

Lucky music fans hoping to attend Coachella on April 15-17 or April 22-24 this year will have to get in digital line on Wednesday morning (Jan. 6)  at  11 a.m. to buy tickets, unless they scooped them up last June during the presale.

Weddle Looks Forward to Life After Chargers

After nearly a decade with the San Diego Chargers, Pro Bowl safety Eric Weddle said he plans to move on from the only NFL team he has ever played for due to a variety of reasons.

“It’s going to be different," Weddle said Monday. "But with everything that’s happened the past couple of weeks it’s going to make that transition a bit easier. I think my teammates know that that’s going to happen. The last home game was hard because I still thought there was hope to come back (to the Chargers) but I don’t think that’s a possibility now.“

Weddle also confirmed that he could have played in Sunday’s regular season finale against the Broncos had the Chargers not placed him on Injured Reserve.

When asked about Chargers fans, Weddle said, “It’s been an amazing run. I love them and they are as much a part of me as my teammates.”

He remains miffed as to why his last few weeks with the Chargers organization played out the way they did.

Weddle said overall he's enjoyed his time in San Diego but he also made it clear that he is “excited about what the future holds.” Weddle added he wants to play for a contender next season so he can get a chance to play for a Super Bowl.

When asked by NBC 7’s Derek Togerson if he would have any extra motivation were he to play against the Chargers with his future team, Weddle responded immediately, “Of course. I hope we kill them. That’s the only way I know how to go. Whomever I’m with, I’m rolling with and I hope we win every game so I’m sure it will happen that way.”

Expect perennial playoff teams like the Patriots or Steelers to be in the running for his services.

Don't be surprised if Weddle considers the Broncos, Chiefs and Raiders too since those AFC West division rivals would give him a chance to play at least two games against his former team every season.

Don't Let Gyms Slim Down Your Bank Account

January is the month of resolutions, and the New Year brings in lots of health club memberships. More than 50 million Americans belong to a gym.

"That first month is packed," said Sidd Vivek with the Mission Valley YMCA. "January is definitely a peak, but over time that sort of dwindles out.  

That's why Consumer Reports recommends that people check out their workout options before signing any sort of long-term contract.

Mandy Walker with Consumer Reports said you should ask for free trial passes for the day to check out the gym. You'll want to visit the gym during the time you'll be using it and to see what the facilities are like or how crowded it is in the areas you'll want to use.  

And when it comes to the price: "Always assume you can get a better deal," said Walker. "You do that by asking the right questions and visiting at the right times."

January is a great time for promotions, but wait until the end of the month when sales teams may be more eager to make a deal.

Consider a month-to-month arrangement rather than lock into a year contract. 

"We want you to be here," said Vivek, "but if it's not working out, we don't want to lock you in for a year or two."

Look for discounts. Some businesses and health insurance plans are willing to share the cost. There might also be discounts for military members or family plans.

Most important, no matter where you sign up or for how long, read the contract.  What is important is not what the gym staff tells you, it's what is written down on paper.  You want to ask about the cancellation policy.

In California, you can cancel a health membership contract in writing within 5 working days.  If the contract is worth more than $1,500, then you have 20 days.

The idea is to slim down your waistline and not your bank account.

Sex Assault Victim Testifies She Woke Up to Suspect Above Her

A victim of a San Diego County man accused of sexually assaulting two women during a series of break-ins testified during a preliminary hearing Monday, saying the man tried to rape her as she slept.

"When I woke up a person standing next to my bed...he had his pants down to his hips," said the sex assault victim, who did not want to be identified. 

Michael Anthony Espinoza, 22, is charged with residential burglary, penetration with a foreign object with force, rape with force and assault with intent to commit rape during the commission of a burglary.

The court heard testimony from several witnesses to determine whether the case will go to trial. In court, prosecutors revealed one of the victims, a 62-year-old woman, was very ill when she was raped on December 2 and has since died.

One witness said she woke up to find the man standing above her, her husband next to her in bed and three kids at home.

"I woke up, I turned my face to see who was touching me," the victim said. "And because I thought it was my daughter, I yelled and I was upset, because I didn't like the way she was touching me." But the victim soon realized the person touching her was not her daughter. 

After she screamed and asked what her daughter was doing, he didn't move. She screamed again, using her daughter's name, and he turned to the corner of her bed and sat down, which is when she saw his back. 

"I yelled to my husband, 'there is a man in the house,' then he ran," the victim recalled in court during testimony. "He runs, unlocks the door in my bedroom and goes out and closes the door."

Suzanne Afasene, a witness, testified she went to a neighbor's apartment because she was concerned for her sick neighbor's safety and saw the accused, standing next to the neighbor with his pants down. In her testimony, Afasene identified Espinoza as the man by her bed. 

It was only after interviewing the apartment residents that investigators discovered Espinoza had allegedly been raiding units through the night.

Veronica Rodas, a burglary victim, told NBC 7 she did not know the suspect had entered her home until deputies returned with her stolen wallet.

Her brother was sleeping on the couch, and her husband, 1-year-old and newborn were in the bedroom with her when Espinoza creeped into their house around 2 a.m.

"I'm just glad that I have two guys living with me," said Rodas. "He didn't do nothing to my kids; that's what I'm happy about too. He could have taken one of them. That would have been scary too."

Espinoza faces life in prison for the numerous charges against him.

New 'Jihadi John' May Be Briton Who Skipped Bail

The masked murderer in the latest ISIS propaganda video is believed to be a British man who fled London in 2014 after skipping bail, NBC News reported.

Two U.S. officials said that the British-born Siddhartha Dhar, a father of four, is suspected of being the man in the video — the new ‘Jihadi John.’ The video purports to show him killing five people accused of being spies.

In 2014, Dhar fled Britain while out on bail after being arrested on suspicion of encouraging terrorism. He was ordered to turn in his passport, but instead took a bus to Paris. It is believed that he then traveled to Syria.

British Shadow Home Secretary Andy Burnham called the case a “serious lapse in security.”

The original “Jihadi John,” was Mohammed Emwazi, a Kuwait-born British citizen. He and three colleagues were nicknamed after the Beatles by ISIS hostages due to their British accents.

Emwazi wielded the knife in the beheadings of Americans Steven Sotloff and James Foley. U.S. officials said they were “reasonably certain” Emwazi was killed in an airstrike.

Arrest in Pregnant Woman's Death

A 22-year-old Bronx woman has been indicted for allegedly stabbing her pregnant childhood friend to death and slashing her abdomen in order to remove the nearly full-term baby, prosecutors said Tuesday.

Ashleigh Wade pleaded not guilty to second-degree murder, kidnapping and criminal possession of a weapon in the Nov. 20 death of 22-year-old Angelique Sutton. Prosecutors said Wade and Sutton had been childhood friends and had recently reconnected via Facebook when Sutton went to visit Wade at her Wakefield apartment that night. When Sutton arrived, authorities said she was met with a knife.

Wade allegedly stabbed Sutton repeatedly and cut Sutton's baby girl from her womb. Sutton, who died of her injuries, was 12 days from her due date.

The baby girl survived and is being cared for by Sutton's family.

Wade initially claimed that she had just given birth and requested medical attention, law enforcement sources previously told NBC 4 New York. She later told investigators she had attacked Sutton in self-defense when the very pregnant woman came at her with a knife after the two got into a fight about the past, the sources said. The sources said Wade claimed she only cut Sutton open to try to save the baby after she realized the pregnant woman was dead.

Wade was remanded following Tuesday's court appearance and is next due in court in April.  

A message left with her lawyer wasn't immediately returned.

Main Break Leaves College Area Without Water

Some College Area residents were left without water service Tuesday morning after a 12-inch, concrete water main broke, officials with the City of San Diego Public Utilities Department confirmed.

Public Utilities Department spokesman Arian Collins said a 12-inch, concrete water main break cut off water service to residents in the 4700 block of 54th Street. The rupture was reported at 5:13 a.m. and utility crews shut off water service to the impacted area at 5:55 a.m, Collins said.

Utility crews are currently working to fix the problem, but there will not be service in the area for much of the day. A water wagon is providing residents with water for drinking, cooking and other needs for the moment.

Collins says water service is expected to be fully restored in the area by 6 p.m.

Info Sought on San Bernardino

The FBI and San Bernardino law enforcement authorities held a press conference Tuesday asking for the public's help in filling an 18-minute gap in the movements of San Bernardino shooting suspects Syed Farook and Tashmin Malik on the day of the incident.

David Bowdich, the special agent in charge of the Los Angeles office, told reporters they were looking for any video that would capture the suspects between 12:59 p.m. and 1:17 p.m. on the day of the shooting, Dec. 2.

The FBI released images of the vehicle and license plate of the SUV used by the couple and a map of the area where they were believed to have traveled.

Bowdich told reporters that as of Tuesday, FBI investigators believe the shootings, which have been described as terrorism, were inspired acts but that there was no indication they were foreign directed.

He said investigators have conducted 500 interviews, collected 500 pieces of evidence and executed 29 search warrants.

San Bernardino Sheriff John McMahon said that the incident and its aftermath had cost San Bernadino County at least $4 million in lost business, overtime and lost work time for employees.

Downtown Street Evacuated After Grenade Round Found

Authorities have reopened Sixth Avenue and G Street in the Gaslamp Quarter after it was closed after someone found what appears to be a grenade round, officials said.

The person reported finding a 40-mm grenade round just after 11:30 a.m. and San Diego police cleared the area as a precautionary measure.

Pedestrians and vehicles are being redirected, officials said.

No one has been hurt.

The bomb squad is investigating, but the area was reopened after the threat was mitigated.

No further information was immediately available.

Sub Shop Robber Leaves Gun, Steals Cash Register

An armed man wearing a fisherman’s hat robbed a sandwich shop in Rancho Bernardo Tuesday, stealing a cash register but leaving behind his gun, police confirmed.

The San Diego Police Department (SDPD) said a Submarina eatery located at 17090 Bernardo Center Rd. was robbed around 10:10 a.m.

According to investigators, an unknown man entered the sub shop armed with a gun and demanded cash from employees. The man then pulled out a gun and waved it around, police said.

Stunned, employees backed away from the counter at the sandwich shop.

Police said that's when the suspect ripped the cash drawer from counter. He fled the scene with part of the register but, in the process, left his firearm behind. No one was injured in the heist.

For now, police have only described the suspect as a man in his 20s, between 5-foot-9 and six feet tall, who wore a black fisherman’s hat and dark clothing. It is unknown, at this point, if surveillance cameras may have captured the crime.

The robbery is under investigation. Anyone with information should contact Crime Stoppers at (888) 580-8477.

Allegations Against SDSU Hoops Unfounded

The NCAA has informed San Diego State's athletic department that allegations against the men's basketball team have been deemed unfounded. 

The team was under investigation by the NCAA for allegedly committing recruiting violations, according to a September report by CBS Sports.

Since the allegations became public in September, the school said, they worked with the NCAA.

“I am pleased that this confirms what I and our administration have known all along, that as a staff, we take great pride in representing San Diego State University and the men’s basketball program, and conducting this program with the highest integrity," said SDSU head coach Steve Fisher in a statement.

According to the report, the team could have faced Level 1 violations, which are violations "that seriously undermine or threaten the integrity of the NCAA collegiate model."

The NCAA did not independently confirm the report to NBC7. Shortly after the report came out, a statement from the school said they had not been contacted by the NCAA regarding allegations into the basketball program.

The alleged infractions would most likely have had to do with "impermissible benefits to recruits," according to the violation definition. 

“These types of allegations are not uncommon in major college athletics,” Fisher said in a statement. “What is uncommon is that they ever come out in the public. I appreciate the NCAA’s efforts to thoroughly look into this matter as well as the conclusion that there was no wrongdoing."

NCAA policy does not allow SDSU to provide additional detail about the inquiry.

Local Leaders Discuss El Niño Emergency Plans

Amid heavy rainfall across the county Tuesday, San Diego leaders gathered to discuss emergency preparations in case this week’s strong El Niño rains cause major flooding.

San Diego City Councilmember David Alvarez was set to meet with Imperial Beach Mayor Serge Dedina at 11 a.m. to talk about emergency storm preps for the Tijuana River Valley – an area known to be susceptible to flooding. The meeting will also include input from leaders with the San Diego Police Department (SDPD), San Diego Fire-Rescue Department (SDFD), Border Patrol and County Animal Services, as well as community members and ranchers from the Tijuana River Valley.

The group hopes to find solutions to help keep the area from serious flood damage as a series of heavy storms moves through the county this week. There are many farms, animals and residents in the Tijuana River Valley region at risk of flooding.

On Tuesday, large, muddy puddles were already beginning to form in the area as the rain fell.

Along with flood preparations, San Diego lifeguards and firefighters are also training for swift water rescues. According to officials, it only takes about a foot of water to lift a car, and only about six inches to sweep a person off their feet. When possible, locals should avoid areas prone to flooding.

“Because the ground is saturated, don’t play in creeks,” warned Sgt. Troy Keach with San Diego Lifeguards. “If you can, stay inside.”

In Imperial Beach, some residents are preparing to evacuate larger animals, including horses, from their properties, ahead of potential floods. Mayor Dedina says his region has been preparing for this El Nino weather since September, with several plans of action in place.

CAL FIRE Staffs New Engine in Backcountry

Residents in Julian now have access to a new paramedic engine staffed by CAL FIRE firefighters that will help provide more emergency services in the rural, backcountry community.

CAL FIRE officials say the Julian Cuyamaca Fire Protection District (JCFPD) recently entered into a pact with the San Diego County Fire Authority to place a new paramedic engine staffed by CAL FIRE near downtown Julian.

Now, residents and visitors to the rural town have 24/7 access to the emergency service – an upgrade that adds to the ongoing efforts to raise fire and emergency medical services staffing across the East County backcountry.

Julian is one of eight rural communities to receive new paramedic engines since 2014, joining Jacumba, Descanso and Jamul, to name a few.

This new engine joins CAL FIRE’s Station 50, located just outside downtown Julian. The engine will be staffed by six CAL FIRE firefighters, including a fire captain paramedic, two fire apparatus engineers and three firefighter paramedics. At least two members of the engine’s team, including at least one paramedic, will be on duty around-the-clock, CAL FIRE officials said.

“This big boost in paramedic service is not only good news for Julian residents, but for all those who visit our beautiful backcountry each year,” said County Supervisor Dianne Jacob in a press release Tuesday.

JCFPD Chief Rick Marinelli said the addition of this new paramedic engine to the Julian community will help officials handle increasing emergency call volumes better, as well as raise the level of emergency support for residents and visitors.

Station 50, along with the JCFPD’s Station 56 and Station 57, serve a 50-square-mile area that is home to about 5,000 residents.

Julian also sees a high volume of visitors from San Diego and other parts of California daily. CAL FIRE officials say high traffic into the community results in many accidents along State Route 78 and State Route 79, and many of those incidents require emergency response. The new engine from Station 50 will help with those calls.

County Fire and CAL FIRE San Diego Unit Chief Tony Mecham said placing this paramedic engine in Julian will help advance cooperative fire protection services in the area and, in the long run, benefit many communities.

“This places an engine in a strategic location that is going to help us respond more quickly to not only Julian but to nearby areas like Banner Grade, Shelter Valley and Cuyamaca,” Mecham said. “This could help save lives.”

Station 50 also currently houses two full-size fire engines, two rescue vehicles and one smaller fire engine staffed by JCFPD volunteer firefighters.

Partial Structure Collapse at Old Town Hotel

 The roof of the Courtyard by Marriott Hotel in Old Town collapsed into itself, folding into the check-in area of the building. 

The incident happened at 3:57 p.m. Tuesday on the 2400 block of Jefferson Street, San Diego Fire-Rescue (SDFD) and San Diego Police (SDPD) officials said. 

Calls came in for reports of a partial structure collapse on site. 

When crews arrived on scene, they found the drain pipe on the roof had collapsed. Water damage was reported throughout the hotel, especially in the check-in area. 

Flash flooding conditions also filled the underground garage up with water, though it is unclear whether the water came from a sewer line or down the driveway. 

No one was injured. 

No further information was immediately available.

Video: TSA Agent Pats Down Girl, 10, 'Over and Over'

A young girl's family is speaking out after a TSA agent patted her down for nearly two minutes at an airport over the holiday break, leaving the girl feeling like screaming.

Her father shot video of the incident at an airport in North Carolina, for a flight back to San Diego. Kevin Payne told NBC San Diego he's all for airport security and making sure people have a safe trip, but he and his daughter feel the pat-down was uncomfortable, long and inappropriate.

"My dad was making funny faces silly faces in the mirror and I felt like screaming the whole time," said 10-year-old Vendela.

It began with a Capri Sun drink mistakenly left in Vendela's bag in the security line at Raleigh-Durham International Airport, the family said. Flagged for extra screening, Vendela was patted down for nearly 2 minutes.

Payne said the agent's actions were invasive: "It was an uncomfortable situation."

A TSA representative had no comment, and said that as of noon Monday, the agency was not aware of any attempt by the family to contact agents.

According to the TSA's website, screenings determine whether prohibited items are concealed under clothing and that sufficient pressure must be applied in order to ensure detection. But it also states that screening procedures has been modified for children 12 and under to reduce the likelihood of a pat-down screening.

Payne said he thinks the pat-down in this case seemed to be the officer's go-to option.

"My goal was just to clear security as quickly as possible so we could make our flight even though I knew that in my mind they shouldn't be doing what they were doing," Payne said. "I didn't want to make an issue of it there or then because it wasn't the time or place and I didn't want to further traumatize my daughter."

His daughter, who had never gone through this kind of screening, said she kept herself together because she didn't want to "throw a tantrum like a 1-year-old." Vendela has seen the video, and hopes agents would focus on people who might try to hurt others on the plane, not kids.

"I know it's to keep everybody on the plane safe, but she kept patting me down," Vendela said. "Pat down, pat down. It was like, over and over."

In all, the pat-down and other extra screenings took about an hour, Payne said. The only way the family made it onto the plane was because it was delayed.

Pursuit With Stolen Truck Ends in Crash

Carlsbad police arrested five people after a pursuit with a stolen truck ended in a crash on Highway 76 around 8:30 p.m. Monday.

Sheriff's Analysis Driven Law Enforcement (SADLE) deputies saw two people with outstanding warrants at the Ramada Inn in the 700 block of Macadamia Drive in Carlsbad Monday evening.

Officers attempted a traffic stop after the two suspects along with an unidentified woman left the hotel. One of the suspects jumped out of the car and ran. He was apprehended right away, but the driver sped away southbound on I-5.

During the pursuit through Carlsbad and Encinitas along I-5, the suspects began throwing evidence out of the window, which was later identified as counterfeit related items, including printers, computers and counterfeit bills.

The suspects continued eastbound on Highway 76 causing two emergency vehicles and another car to crash into each other. Eventually the suspects crashed the truck into the center barrier. The driver fled on foot, but both he and his female passenger were arrested immediately by Oceanside police.

The suspects’ truck had been reported stolen from Vista. Two other suspects who had been with the others at the hotel were also arrested for various drug related offenses.

All five suspects were booked into the Vista Detention Facility on charges including, drug possession, fraud, felony evading, possession of stolen property and vehicle theft.


The drivers involved in the emergency vehicle collision did not need extra medical attention, but a Carlsbad police officer and a deputy sheriff were transported to the hospital as a precaution.

The collision is being investigated by the Oceanside Police Department.
