No Bail for Grandson Charged in Shooting Grandfather for Money

A 19-year-old man was held without bail Saturday after he was charged in the fatal shooting of his grandfather who was killed on his way to a dialysis appointment earlier this month.

William Strickland was charged Friday with one count of first degree murder and one count of armed robbery with a firearm.

Strickland was charged after his 72-year-old grandfather, also William Strickland, was shot six times in the back in his gangway on the Far South Side in what appeared to be a robbery, police said.

Strickland admitted in court to stealing his grandfather's gun and commiting the crime with that gun. He also said he stole money from his grandfather to purchase tattoos, new shoes, a cell phone and other items.

A life sentence may be imposed, though Strickland has no criminal background.

Strickland's grandfather had recently retired from a steel mill after 28 years of employment and his family said he was a kind-hearted, generous man.

Neighbors were suprised by the shooting on the corner of 95th Street and Eberhart Avenue and said the area is mostly filled with retired or older residents and typically has very little violence.

"We're not used to [violence] here. It's a close neighborhood," said Jonathan Garener. "William was a wonderful guy. I feel like I lost a role model."

A 28-year-old Philadelphia man says he accidentally shot and killed his girlfriend after his neighbor threatened him Saturday.

Police sources tell NBC10's Nefertiti Jaquez he will be charged with murder in any case.

The man told police he was arguing with his neighbor, possibly an "uncle," in front of his home on E Seltzer Street in the Kensington section of the city around 7:45 p.m. The man claims his neighbor pulled out a hammer and threatened him during the heated exchange.

Police sources told Jaquez the argument with the uncle was over $50.

The man says he was scared for his safety and pulled out a gun but then tripped over his own feet and accidentally pulled the trigger, shooting his 27-year-old girlfriend in the neck. She was taken to the hospital where she died.

The man, who hasn't been identified, was taken into police custody as officials continued to investigate the shooting. Neither the man or his neighbor was charged as of Sunday afternoon.

Police sources told Jaquez that the man has a license to carry a firearm as well as a clean record.

The woman wasn't identified.

South Florida Police are investigating after a 4-year-old girl died after she was shot inside a car Saturday night.

The shooting happened just after 6 p.m. in Miami-Dade, as the girl was sitting in a parked Mercedes Benz with several other small children, police said.

Somehow the girl, later identified as Rahquel Carr, was shot in her upper body. Carr was taken to Ryder Trauma Center where she later died, police said.

3-Year-Old Girl Pulled From Pool at Miami Home, Rushed to Hospital

Police said it's unclear if one of the other children in the car was responsible for the shooting. An adult was nearby when the shooting happened, police said.

Under Florida law, a firearm must be securely encased when in a vehicle. It is unclear where the firearm was located at the time of the shooting.

"We will be looking at who this firearm belonged to, were the firearm was in the vehicle at the time, along with who was present when the gun was fired," said Miami-Dade Police spokesman Det. Roy Rutland.

Miami Beach Holds First Ever Gun Buyback

No arrests have been made. Children were witnesses to the shooting and Miami-Dade Police will be forced to interview them, as well as many family members, Rutland said.

"There's a lot of speculation right now as to who had that firearm at the time, but we're not in the business of speculating, we're in the business of facts," Rutland said.

Distraught family members and friends arrived to the home Saturday night to give them support.

"Someone called my daughter, and told her she got shot," said Sonia Wheelers, who said she is like a grandmother to the child. "It's horrible, it's sad."

The shooting is still being investigated and the Miami-Dade County Medical Examiner Department will be conducting an autopsy on the child, police said.

An injured California gull is now recovering at the Wildlife Center of Silicon Valley after someone spotted the bird struggling in a tree and fall to the ground in San Jose's Camden neighborhood.

It turns out, wildlife advocates believe, this was no accident: The bird's legs were embedded in foam caulking and wrapped in packing tape.

“The gull was found in the knick of time," said said Ashley Kinney, the Center’s Wildlife Rehabilitation Supervisor. "It was in poor condition, emaciated and dehydrated from its ordeal."

She said that amazingly, the gull showed no signs of any fractured bones from thrashing in the tree, and she expects the gull to make a full recovery soon be released.

California gulls are a native species and federally protected under the Federal Migratory Treaty Bird Act. Harming any native bird can result in federal fines and possibly a conviction.

The center is hoping to set up a reward fund for any leads to this cruelty case and to provide medical treatment to this bird and other animal cruelty cases they see.  Donations can be made via the website.

Bill Aims to Keep Peds Off Medians

A new bill that aims to clear out center medians, and make intersections safer got its start in San Diego.

If approved by state lawmakers, SB 604 could change the California Vehicle Code to outlaw something drivers see every day – people standing in the center median on public streets.

Watch Video: Outlawing Pedestrians on Center Dividers

Silas Cochran works one La Jolla intersection several times a week.

With a sign and worn out shoes - he walks up and down the median hoping drivers will spare a few dollars.

“I don’t want to become a regular out here,” Cochran said. “It's embarrassing,"

If the proposed legislation becomes law, hanging out in the center divider could soon become a violation of the law.

La Mesa Police Chief Ed Aceves calls the practice a big problem with people crossing illegally or against the lights.

“It’s not necessarily specifically targeting people pan handling it’s about safety." said Aceves.

With support from the City Council law enforcement authorities worked with State Senator Joel Anderson who authored the bill last month.

While homeless and civil rights activists figure to put up the biggest fight, Aceves says it really is about safety.

"When you have pedestrians in the center median with signs, we have some doing magic tricks, it's distracting the drivers and taking their attention away from the roadway."

For panhandlers like Cochran the sidewalk is bad business.

"I've stood over there, I've never made a dollar over there," he said.

In the center median, he's at the driver’s side window and not delaying traffic as drivers turn right on a red.

The bill could also impact firefighters who use the median for boot drive fundraisers like those who took part in last week's "Fill the Boot for the Burn Institute."

"We'll probably strike a balance with this whole issue, we're very supportive of our fire department, we'll figure something out to make it work."

The bill gets pitched in Sacramento on April 16. If eventually approved it could become a law on January 1, 2014.

The friend of Lakers forward Jordan Hill was accused of being drunk early Saturday and crashing Hill's Bentley into a condo complex in Marina Del Rey, the CHP said.

The crash was reported at 2:15 a.m. at the Esprit condominium complex at 13900 Marquesas Way, the California Highway Patrol said.

The crash totaled the Bentley and caused major damage to a patio area of the complex.

Hill was not inside the car at the time of the crash, said Ed Jacobs, a CHP spokesman.

A man, identified as Michael Lacey, 26, was booked into custody on suspicion of driving under the influence, Jacobs said.

There was one other person inside the Bentley when the crash happened, but it’s not known whether or not that person was hurt, said officials.

According to Idaho State University website, Lacey completed an "excellent basketball career" for the Bengal basketball team in 2011 and gradated with a bachelor's degree in sports management.

Lacey, who was pursuing his master's degree in athletic administration, was a graduate assistant for student support and served as the men's basketball academic advisor, the website said.

An suspect armed with a BB gun fired at a U.S. Postal Service truck in Mission Valley Friday afternoon, police confirmed.

The incident happened around 3:15 p.m. in the 1900 block of Camino De La Reina.

A U.S. postal worker was at a mailbox when one of the windows of his vehicle was shot out according to officials.

“He heard what he believed to be gunshots, shattered his window on his vehicle, turned out to be pellet fire from a BB gun,” said U.S. Postal Inspector Ricky Vida.

The worker was not injured and even continued his rounds for the day.

San Diego Police began focusing on an apartment building across the street.

They fanned out and then, something pretty unbelievable happened: more shots were fired. No one was was hit.

"Initially we got that there were four that were fired at the original postal truck that caused the damage. That got police response," said Lt. Duane Voss with San Diego police.

"Subsequent to that, the officers estimate that there were maybe four to six more while they were on scene here."

Officers discovered the shots from a pellet gun were coming from a third-story corner unit.

When they moved in to make an arrest, officials reported yet another surprise.

Officers say they found the pellet gun and also an AK-47, and an illegally modified rifle.

Richard Cook, 34, was arrested on weapons charges and for firing at the postal worker, according to police.

Jonathan Hankla, 30, was arrested on narcotics charges after police say they found Oxycontin in the apartment.

No injuries were reported, but the mail truck did sustain some minor damages.

San Diego Police were working with federal authorities. It was not clear if the suspects will be facing local or federal charges or possibly both.

More than 100 elementary school students from San Diego are resting up after completing a 260-mile endurance bike ride across Southern California.

The 5th graders, their parents and guides, rode into Moonlight Beach in Encinitas Saturday days after launching their “Ride Across California.”

The children began the trip at the Colorado River near Yuma, Arizona a week earlier.

“I'm tired, happy that I just feel that I've conquered something great,” said rider Joshua Keegan. “So I'm feeling pretty good right now.”

Students said the trip taught them they could accomplish anything but the parents who rode alongside say the experience was one they’ll never forget.

“Have a great adventure bond with my daughter, get to see parts of California that I’ve never seen or parts that I have seen from a whole other vantage point,” said Cal Logan. “Those expectations were exceeded.”

The riders were accompanied by a caravan of RVs and other support vehicles as they crossed the rural sections of Imperial and San Diego counties.

More than 100 participants took part in this, the 22nd year of the ride hosted by the Rancho Family YMCA.

City Aims to Predict, Prevent Water Main Breaks

A pilot program in San Diego could hold the key to preventing destructive and costly water main breaks.

There were nearly 100 water main breaks in San Diego in 2012 and there have been more than 100 per year on average over the last 5 years.

But soon technology may be available that could prevent those damaging pipe breaks.

“It’s going to make your life easier because you're not going to wake up and find a big pothole in your neighborhood," Brady said.

Rick Brady has been planning city water projects for the past 20 years.

Now he's working to develop a system that could prevent water main breaks like the one in the Midway District six months ago that shut down a hotel and left its ground floor rooms unusable.

Brady's system would pinpoint leaks before they become major by using high-tech software that analyzes data from water meters.

It's a pilot project with the city.

For one year they focused on one section of San Diego and replaced every water meter with a so-called "smart meter.”

The smart meters sent minute by minute information to a software program that organized the data and Brady's company analyzed it.

He says the primary purpose for the system would be to detect where water was being lost but the added benefit is preventing water main breaks.

"Once you input the information about the type of pipe, the size of pipe the age it was installed the computer will start and pressures that its experiencing - the computer program will start to predict there's going to be a failure here," Brady said.

The city estimates they lose about 10-percent of their water but they were actually losing around 35-percent in the area studied in the pilot project Brady said.

He plans to present the findings of the study to the city early this summer.

Homicide investigators announced four arrests Saturday in the shooting deaths of two teenagers and the injury of two other teens at a neighborhood park in Oceanside.

On Mar. 13 at around 9 p.m., four teens were shot at Libby Lake Park on Calle Montecito. Family and friends identified the two teens killed in the shooting as 16-year-old Edgar Sanchez Rios and 13-year-old Melanie Virgen.

Early Friday, Oceanside police officers along with U.S. Marshals, FBI and ATF agents, served search warrants at five locations in Oceanside and Vista.

As a result, three adults and one juvenile were arrested and face charges of murder, attempted murder and participation in a criminal street gang.

Martin Melendrez, 19, of Vista; Michael Zarita, 19, of Vista and Santo Diaz, 18, of Oceanside were arrested in connection with the shooting. Investigators did not release the name of the juvenile suspect.

The family of Melanie Virgen is relieved to learn of the arrests according to family member John Krause.

"As opposed to not knowing who did it, we can put some names and faces to it now," Krause said. "We do derive some comfort from it but it won't bring them back."

Krause said he and his family feel sad for the families of those arrested, believing that they may never get out of jail.

He also says authorities are considering the death penalty for the suspects.

"I understand that one of the boys is a minor. but for the other three, I would support that. I would support the death penalty in this case," he said.

Officers also seized a dark gray 2011 Toyota Tacoma extended cab pickup registered to one of the suspects which is similar to the vehicle described by witnesses at the scene.

The two injured teens, ages 17 and 18, were hospitalized. The 17-year-old was released from the hospital while the 18-year-old remains hospitalized in stable condition officials said. Their names have not been released.

Oceanside police are asking anyone with information on the identity or whereabouts of the suspects in this case to contact Det. Mark LaVake at (760) 435-4872 or Crime Stoppers at (888) 580-8477.

Suspect Named in Kidnap of 10-Year-Old Northridge Girl

Investigators named a 30-year-old parolee as wanted in the case of a missing 10-year-old Northridge girl, who turned up barefoot and wounded in Woodland Hills last week.

Tobias Dustin Summers, who has a distinct tattoo on his right arm (pictured below), is wanted in connection with the girl's abduction, LAPD Deputy Chief Kirk Albanese said at a Saturday afternoon news conference.

Summers has a lengthy criminal history dating back to 2002 including arrests for assault and battery, and kidnapping, Albanese said. He was released from prison in July 2012 under California’s AB 109, an initiative aimed at easing prison overcrowding, and was on "post-supervised release," Albanese said.

Probation officials believe the 30-year-old is a transient known to frequent the North Hollywood and Devonshire areas. Summers is about 6 feet tall, 160 pounds, with blue eyes and cropped blond hair. He not a registered sex offender and authorities said there is no indication at this time that the victim or her family knows the suspect.

"We really need the public's help to take this guy into custody. If they see him, we can't emphasize enough, call 911," LAPD Cmdr. Andrew Smith said.

Investigators said Summers is the only person they are looking for right now, though the victim told detectives that two men took her from her bedroom, police said last week.

Detectives from LAPD’s Robbery-Homicide Division are petitioning the court for an arrest warrant.

The FBI is assisting in the investigation. Federal authorities said they are prepared to issue a federal warrant for Summers' arrest if he leaves California.

"Should he leave the state, we will have multitude of resources throughout the United States and international, if necessary, to take him into custody," Bill Lewis, of the FBI’s Los Angeles division, said.

The case involves a 10-year-old girl who was kidnapped from her home March 27 between 1 and 3:30 a.m.

She was taken to several locations in the San Fernando Valley before being dropped off at a Kaiser hospital in Woodland Hills.

She walked about a mile to a Starbucks where a passerby recognized her from media reports and alerted police.

She was found barefoot and with bruises and cuts on her face at 3 p.m. the same day she went missing, police said.

Since the girl has been found, NBC4 is no longer identifying the girl by name or in images that had been released by authorities.

The girl told investigators two men she did not know took her from her home and held her for more than 10 hours before dropping her off.

She said she rode in a black pickup truck, which police found during a search of a Bekins A-1 Moving Solutions yard in Chatsworth, police said.

Police were searching for a second vehicle they believe was used in the case.

Police -- working with the FBI -- fanned out across the San Fernando Valley, to conduct interviews and search locations where the girl said she believed she was taken with the hope of finding the men responsible.

As many as 20 detectives were believed to be working on the case. Police established a tipline for people to provide information about the investigation: 213-486-6890.
