Philippines Brace for Massive Typhoon Koppu

A slow-moving typhoon could bring as much as 6 feet of rain to parts of the Philippines as it hovers over the country this weekend and into next week, forecasters warned, NBC News reported.

Typhoon Koppu had estimated maximum sustained winds of about 120 mph by 11 p.m. ET Friday, according to the U.S. military's Joint Typhoon Warning Center.

Koppu was expected to make landfall by Saturday night local time.

The Weather Channel warned of a potential "catastrophic flood threat" from a days-long deluge.

In 2003, Haiyan ripped through the typhone-prone country leaving more than 7,300 people dead and missing in its wake.

U.S. Will Require Consumers to Register Drones

The federal government will announce a new plan requiring anyone buying a drone to register the device with the U.S. Department of Transportation, NBC news has learned.

The government has been concerned about the rise in close calls between unmanned drones and aircraft flying into and out of some of the nation's biggest airports. The plan is expected to be announced Monday.

Under the plan, the government would work with the drone industry to set up a structure for registering the drones, and the regulations could be in place by Christmas.

Man Attacked Over Cracker Fight

Police say a man threw a hot sauce bottle and knocked his victim unconscious in a fight over graham crackers in Florida.

Riveria Beach police say Shawn Deandre Thomas was eating graham crackers this week at a church that provides meals for the homeless. Authorities said Thomas became upset when someone asked for his crackers so he picked up a bottle of hot sauce and allegedly threw it at the man's head, knocking him unconscious.

According to a police report, Thomas also punched another man in the throat when he tried to intervene.

Thomas is charged with aggravated battery with a deadly weapon and battery.

The Palm Beach Post reports the 40-year-old and a 57-year-old victims were taken to a hospital but their conditions were not known.

 It was not immediately known if Thomas had an attorney.

Statue of Junipero Serra Beheaded

A statue of Saint Junipero Serra was decapitated Thursday, California officials said. 

The statue was placed at Lower Presidio Park in Monterey in 1891.

This is the third statue of Serra that has been defaced since Pope Francis’ visit to the U.S. to canonize the controversial Saint. Another statue of Serra was vandalized in September at the church where he is buried in Northern California, according to church officials.

Serra's canonization was not without controversy — some Native Americans say California's missions, which Serra helped found, cut their ancestors off from their traditional languages and cultures and enslaved those who converted to Christianity.

Parents Fall Asleep, Toddler Found

Police have located the parents of a toddler who was found wandering barefoot in a downtown Philadelphia park. 

SEPTA Police Chief Tom Nestel III confirmed on Saturday that people found the little boy, believed to be about 2 years old, in LOVE Park overnight and flagged down some nearby SEPTA officers.

The officers took the little boy, whom was reportedly scared and upset when he was found, to the Children's Hospital of Philadelphia to be checked out.

Philadelphia Police were notified, Nestel said, and the department's Special Victims Unit is now handling the investigation.

A Philadelphia Police spokeswoman said the little boy was found about 11:50 p.m. Friday and was wearing a green long-sleeve shirt, black running pants and a diaper, but no shoes or socks at the time.

Shortly after the child was found, his parents, a 27-year-old woman and a 24-year-old man, called police to report that he was missing, investigators said. The parents said they had been kicked out of a home where they were staying Friday and spent the night in LOVE Park, according to officials. The boy wandered off after the parents fell asleep and they were still sleeping when the child was found, police said. 

The 2-year-old boy as well as his 4-year-old sister were both placed in DHS custody. No charges have been filed but the investigation is ongoing.

Xolos Part Ways With Head Coach Romano

The Club Tijuana Xoloitzcuintles parted ways with manager Ruben Omar Romano after just 13 league games. A 2-0 loss to Club America on Friday night solidified the clubs decision.

In a statement the Xolos said, “Club Tijuana Xoloitzcuintles officially announces that Ruben Romano no longer holds head coaching duties with club, effective immediately. The club wishes Romano and his coaching staff the best of luck in his endeavors.”
The 57-year-old Romano was named head coach in May replacing Daniel Guzman. This season the Xolos are a disappointing 4-8-1 with 13 points.
No interim coach has been named but Club Tijuana plays Atlas in Guadalajara in the quarterfinals of the Copa MX on Wednesday.

Turkey Would Shoot Down Planes Violating Its Air Space: PM

A day after Turkey shot down an unidentified drone near the country's Syrian border said it would not hesitate to shoot down planes violating its air space, Prime Minister Ahmet Davutoglu said on Saturday. 

Syrian, Russian and U.S. coalition aircrafts are flying combat missions near Turkey's borders as part of the Syrian civil war.

"We downed a drone yesterday. If it was a plane we'd do the same. Our rules of engagement are known. Whoever violates our borders, we will give them the necessary answer," Davutoglu told a rally of his ruling AK Party.

Officials worry that Turkey, with the second largest army in NATO, could be drawn into military confrontation.

Family of Killed Teen Holds Car Wash

The family of a 15-year-old killed by a hit-and-run driver held a car wash Saturday to raise money for his funeral.

Jonathan Cortez died October 9 after witnesses reported seeing him skate down the 3600 block of 54th Street. He died just two days before his birthday.

“He had just left a group of his friends,” Jonathan’s cousin Jessica Mazon told NBC7. “They were at the taco shop having a good time. I’m pretty sure they were celebrating his birthday.”

More than a week after Cortez’s death police have still not made any arrests.

Jonathan’s stepfather says the police have not arrested the owner of the green minivan who admitted to hitting Jonathan because they have to build up a case against him. Police also believe Cortez was hit by several vehicles.

“If he was here Jonathan would be smiling, he would probably be making people laugh, throwing soap on them, squirting them,” Jonathan’s stepfather said at the car wash. “Its’unreal. It just almost seems like it’s not reality.”

Robert Lopez, who came out to support the car wash, said he wanted to reach out because the tragedy hit home for him.

“It makes me worried because I have kids who skateboard as well,” Lopez said. “It could have been one of my kids.”

Former Sea Lion Signs With Globetrotters

The next time you see the Harlem Globetrotters make a crazy play on TV, the star may be a former Point Loma Nazarene University Sea Lion. 

The Sea Lions announced former PLNU player Crissa Jackson has signed with the legendary team for their upcoming 2016 world tour. Jackson was one of four new players signed out of training camp.
Jackson, a native of Harrisburg, Pennsylvania transferred to PLNU for her final two years of collegiate ball (2010-12). As a senior she had a stand out year leading the team in points, three-pointers, and assists. 
The Globetrotters are in their 90th year of spreading smiles, sportsmanship and service to millions of people are round the world. Jackson and the rest of the team will play over 330 games between December 26, 2015 and April 2016 throughout 48 states, eight Canadian provinces and Puerto Rico.

Registered Sex Offender Sues Halloween Safety Program

‘Operation Boo,’ a program run by the California Department of Corrections and Rehabilitation, is scheduled to be in full effect later this month. It is a yearly program designed to protect children from predators during Halloween.

Now the CDCR is being hit with a federal lawsuit filed by the president of California Reform Sex Offender Laws organization. She is challenging what her organization calls an unconstitutional Halloween sign requirement that's part of ‘Operation Boo’.

Janice Bellucci filed the suit after she says her client, a registered sex offender in Chula Vista, was told to post a flier on his home on Halloween saying ‘We Do Not Participate in Trick or Treating.’

“All we’re challenging is the sign requirement," explained Bellucci. “We believe this both violates the United States Constitution and places in significant danger all sex offender parolees."

A registered sex offender who spoke to NBC7 anonymously felt the sign’s okay because it doesn't mention any charges.

“I kind of understand where they're coming from,” he said. “It helps keep them away so there's less chance of children saying something happened.”

Concerned parent Amanda Misiano said she thinks the signs are a good idea. “I think it’s good because it will protect the kids.”

According to the ‘Operation Boo’ website, requirements for sex offender parolees include a 5pm to 5am curfew on Halloween. Their lights must also be off so they don't attract children, but there's no mention of having to post the sign.

A spokeswoman from the CDCR would only say, “We were just served the lawsuit and are reviewing it.”
 

Super Typhoon Koppu Reaches Philippines

Slow-moving Typhoon Koppu weakened after blowing ashore with fierce winds in the northeastern Philippines on Sunday, leaving at least one person dead and six others missing, while displacing 16,000 villagers, officials said.

Army troops and police were deployed to rescue residents trapped in flooded villages in the hard-hit provinces of Aurora, where the typhoon blew ashore early Sunday, and Nueva Ecija, a nearby rice-growing province where floodwaters swamped farmlands at harvest time, officials said.

After slamming into Aurora's Casiguran town after midnight Saturday, the typhoon weakened and slowed considerably, hemmed in by the Sierra Madre mountain range and a high pressure area in the country's north and another typhoon far out in the Pacific in the east, government forecaster Gladys Saludes said.

Howling winds knocked down trees and electric posts, leaving nine entire provinces without power while floods and small landslides made 25 roads and bridges impassable. Authorities suspended dozens of flights and sea voyages due to the stormy weather, and many cities canceled classes on Monday.

By Sunday afternoon, the typhoon had veered toward the north from its westward course and was tracked over mountainous Nueva Vizcaya province with sustained winds of 150 kilometers (93 miles) per hour and gusts of up to 185 kph (115 mph), according to the government's weather agency.

Satellite images show that the typhoon appeared to be losing its eye, a sign of its dissipating strength, acting weather bureau chief Esperanza Cayanan told reporters, adding that Koppu was forecast to move at a slow pace of 5 kph (3 mph) across the north before exiting the main northern island of Luzon on Wednesday.

While weather had begun to improve in some towns, and villagers had started to clear roads of fallen trees and debris, Koppu was still packing a ferocity that could set off landslides and flash floods, officials said.

"There's still danger," Cayanan said. "We shouldn't be complacent."

A teenager was pinned to death on Sunday by a fallen tree, which also injured four people and damaged three houses in suburban Quezon city in the Manila metropolis.

A man was electrocuted in northern Tarlac province and two bodies were seen being swept by floodwaters in Nueva Ecija, but authorities were trying to determine whether those were typhoon-related deaths.

Three fishermen were reported missing in northern Bataan province, along with three other men in Aurora's Baler town, according to the Office of Civil Defense.

President Benigno Aquino III and disaster-response agencies have warned that Koppu's rain and winds may potentially bring more damage with its slow speed. But Saludes, the government forecaster, said there was less heavy rain than expected initially in some areas, including in Manila, but fierce winds lashed many regions.

A wayward barge carrying coal and 10 crew drifted dangerously close to a breakwater and marina in Manila Bay. A tugboat positioned to prevent the barge from drifting away.

Forecasters said the typhoon had a cloud band of 600 kilometers (372 miles) and could dump rain over much of Luzon.

Koppu, Japanese for "cup," is the 12th storm to hit the Philippines this year. An average of 20 storms and typhoon each year batter the archipelago, one of the world's most disaster-prone countries

In 2013, Typhoon Haiyan, one of the most ferocious storms on record to hit land, barreled through the central Philippines, leveling entire towns and leaving more than 7,300 people dead or missing.

CA Cleanup Efforts Underway After Flash Floods

A major cleanup is underway in the Antelope Valley in Southern California after recent flash floods caused a heavy mudflow that inundated cars and homes, and prompted road closures in many areas.

Crews are contending with mud up to four feet deep in some areas, and are working on clearing 29 miles of county roads, according to the Los Angeles County Sheriff's Department.

California Highway Patrol said it could be several days before all roads were reopened.

The devastation is a result of Thursday's storm, which flooded the Lake Hughes and Lake Elizabeth areas. County fire crews helped some motorists escape their swamped vehicles and get to safety. Flood and mud also damaged homes in Palmdale and Lancaster.

Rainfall records for Oct. 15 were set Thursday in Palmdale, Sandberg and Fox Field in Lancaster, according to the National Weather Service.

Los Angeles County Supervisor Mike Antonovich said he will ask his colleagues on Tuesday to declare a state of emergency for QuartzHill, Leona Valley, Lake Hughes, Lake Elizabeth and surrounding areas.

Most roads were reopened Friday, including the 5 Freeway at the Grapevine, where crews cleared mud, rocks and other debris from the roadway.

Route 58, the Mojave-Barstow Highway, remains closed, after nearly 200 cars were trapped under mud and debris. Officials have not yet given word on when it will reopen.

There are still hard road closures, meaning only emergency and utility vehicles are able to pass, on Elizabeth Lake Road between City Ranch Road and Godde Hill, and between Lookabout and Lake Hughes roads, as well as Munz Ranch Road between Lancaster and Elizabeth Lake roads, Deputy Jodi Wolfe of the sheriff's Palmdale station said.

Residents with identification may use Godde Hill from Avenue N to Elizabeth Lake Road. Once on Elizabeth Lake Road, the CHP will escort vehicles, Wolfe said.

LA County Fire checked door-to-door and found no casualties or injuries in the area.

Vehicles owners were being asked Saturday to retrieve their abandoned cars from the area or risk being towed by LASD and CHP.

Group Hopes For Expanded Bike Lanes in Coronado

A group of cyclists gathered in Coronado Saturday morning to ride for change.

Their message is ‘safety over beauty,’ and they are advocating for expanded bike lanes on city streets.

Earlier this year the Coronado City Coouncil delayed a plan to expand bike lanes after some residents called them ugly.

Quelene Slattery, whose son was hit by a car while riding a bike in Coronado, said she's frustrated by people who care more about aesthetics than safety.

“Sometimes you need to step outside of your own little bubble and do what's right for a community and not just yourself,” Quelene told NBC7. “I just hope that something will soften their hearts.”

Coronado's city manager postponed discussing the bike lane issue until a later meeting.

Aztecs Defeat SJSU 30-7

The Aztecs may have gotten some of their mojo back with their third straight win. The Aztecs defeated San Jose State 30-7 in a true team effort.

Junior running back Donnel Pumphrey struck first with a 13-yard touchdown run in the first quarter. His touchdown and 152 rushing yards helped him climbed the ranks in the SDSU record books. Pumphrey moved up to up to second on the all-time rushing list with 3,348 on his career.  His touchdown brought his career rushing touchdown total to 36 and tied him for second. 
The Aztecs all but sealed the deal in the third quarter with back to back interceptions, both resulted in points for the Aztecs. 
SDSU's defense contained Spartan stand out running back, Tyler Ervin to just 22 yards. They held the team to 148 total yards, compared to the Aztecs 377. Calvin Munson finished with four tackles for a loss which is the most for an Aztec since Miles Burris in 2010.
Senior Quarterback Maxwell Smith has started to find his groove with his new team. He completed 10/14 passes for a total 144 yards and a touchdown.
The Aztecs move to 4-3 on the season and 3-0 in conference play. The win puts them at the top their division. Next week they host the other Mountain West Division leaders Utah State at Qualcomm Stadium.

Thousands of Migrants Reach Slovenia Through New Route

Thousands of migrants surged into tiny Slovenia on Saturday as an alternative route opened in Europe for them after Hungary sealed its border for their free flow, adding another hurdle in their frantic flight from wars and poverty toward what they hope is a better life in Western Europe, NBC News reported.

The closure of Hungary's border with Croatia early Saturday caused redirection of thousands of people — including women and small children soaked in cold rain — further west toward Croatia's border with Slovenia. 

The small European Union-member state has limited capacity to process large numbers wishing to head toward richer European Union countries such as Germany, Austria or Sweden.

This could leave thousands stranded in Croatia and further east and south in Serbia and Macedonia — the countries on the so-called Balkan migrant corridor.

Pope to Canonize First Married Couple in Modern Times

Pope Francis will canonize the Catholic Church's first married couple in modern times on Sunday, declaring the parents of the beloved St. Therese of Lisieux saints in their own right.

Francis is particularly devoted to the 19th century French Carmelite nun, fondly known as "The Little Flower," who died at the age of 24 in 1897 and was later declared doctor of the church.

On Sunday, he will canonize her parents, Louis and Zelie Martin, at the start of the final week of his big bishops' meeting on families. His aim is to provide Catholic families with saintly role models who took care to educate their children in the faith: The Martins bore nine children, only five of whom survived. All five became nuns, including the youngest, Therese, at 15.

Putin Warns of Possible Militant Incursion From Afghanistan

All eyes are on Russia's expanding military operation in Syria, but it is not the only place where President Vladimir Putin appears to be expecting trouble from terrorists, NBC News reported.

Russia last week sent gunships to its biggest overseas military base — which is located in the ex-Soviet state of Tajikistan, close to the Afghanistan border.

The boost in firepower, along with the Taliban's recent advances in Afghanistan, has stoked fears that Central Asia — a impoverished and predominantly Muslim region — may become a second front for jihad.

"The situation there [in Afghanistan] is close to critical," Putin said Friday at a meeting with Central Asian leaders near Moscow, according to the Kremlin's website. "Various terrorists are gaining influence and don't hide their plans for further expansion."

Russia has a painful track record in Afghanistan. The decade-long Afghan war in the 1980s cost Moscow 15,000 lives and sped up the collapse of the Soviet economy — all without accomplishing the goal of propping up Afghanistan's then-Communist government.

Escondido Police Investigating Body Found in Car

Homicide detectives are investigating a man found dead in a car with a gunshot wound early Saturday morning.  

The victim, 22-year-old Joey Porras, was found on the 1000 block of East Ohio Avenue. He was an Escondido resident, but not a native of San Diego. 

He was found with a single gunshot wound. The car had no broken glass. 

His sister-in-law Brenda Najera said Porras was an outgoing person and father of three. His youngest, a daughter, is only 5 months old.

"I can't believe it happened right in front of our house, Najera told NBC7. "He was so young, I can't believe this all happened."

 Najera said her brother-in-law had slept in the car all night and was about to take his wife to work. She said her sister went out to check on him and found his body in the car.

"We have no idea who did this. We didn't hear gunshots," she explained.

Police have no possible suspect or motive. 

“It's a brazen act and we're certainly going to do everything we can to wrap the case up quickly,” Lt. Neal Griffin of the Escondido Police Department said. “But I will say that it looked fairly targeted."

Skeletal Remains Found Near Lake Hodges: SDSO

Partial human skeletal remains have been found near a walking path along Lake Hodges, the San Diego Sheriff's Department said.

The body was found at approximately 7:30 a.m. Saturday when deputies from the San Marcos Station responded to a resident's call for 'suspicious circumstances' on the 19900 block of Lake Drive in the unincorporated area of Escondido.

When deputies arrived, they found the skeletal remains near the lakeshore.

The San Diego County Medical Examiner's office has not yet identified the body. The cause of death and manner of death have not yet been identified.

Detectives from the Sheriff's Homicide Detail are investigating.

Anyone with information about this incident is asked to call the Homicide Detail at (858) 974-2321 or at their after hours number at (858) 565-5200. 

No further information was immediately available.
