Lifeguards Ticket 2, Warn Hundreds Not to Jump Off Cliffs

Lifeguards have issued two fines and warned more than 600 people from jumping into waters off San Diego's Sunset Cliffs amid this weekend's dangerous swimming conditions.

San Diego Police and Lifeguards have been actively enforcing the "No Cliff Jumping" policy posted along various spots on the cliff line. Two people that jumped off the cliffs were ticketed, officials said.

The National Weather Service issued a Beach Hazards Statement for San Diego and Orange County beaches, starting at 11 a.m. on Saturday, and lasting through 10 p.m. Tuesday.

Lifeguards across San Diego County rescued more than 135 people from strong rip currents and tides on Saturday alone.

A storm way out in the Pacific generated a fairly large swell that arrived Saturday.

Waves from 4 to 6 feet will build and break across the shores with occasional 7 to 8 foot sets. The biggest waves will be present on Sunday.

“It is very important to swim near a lifeguard,” NBC 7 Meteorologist Jodi Kodesh said. “They know where the rips are and will be able to keep you safe.”

DA: Oceanside Smoke Shop Selling Dangerous Drug

Outer Limits Smoke Shop & Gift in Oceanside is facing a civil law enforcement action from the San Diego DA’s office.

DA Bonnie Dumanis filed the civil action to stop the sale of synthetic marijuana, commonly called “spice.”

Spice is a dangerous drug which contains chemicals banned by the state of California. Selling certain synthetic compounds has been illegal in California since 2012.

The judge issued a temporary restraining order prohibiting the sale of spice, and ordered Outer Limits to show why the court should not ban the illegal substance.

A series of undercover operations by the DEA and the U.S. Naval Criminal Investigative Service previously revealed Outer Limits and other smoke shops in San Diego County were selling the drug.

The DA ordered the shop to stop selling spice, but a subsequent undercover operation by Oceanside Police found Outer Limits was still retailing the drug.

Spice typically consists of dried plant material which is sprayed with synthetic chemical compounds. There is also a liquid form.

Synthetic marijuana use has been associated with life-threatening injuries and some people have been hospitalized. Side effects include rapid heart rate, severe nausea, agitation, confusion, and hallucinations.

NBC7 reached out to Outer Limits for comment, but calls were not immediately returned.

The hearing is set for October 6.

'Dude, I Just Got Bit': Hammerhead Attacks Kayaker

A kayaker was dangling his foot in the water when he was bitten by a 10-foot hammerhead shark north of Malibu's Zuma Beach on Saturday, his friend said.

The attack took place just before 3 p.m. off the Deer Canyon shore near Deer Creek Road, according to the Ventura County Fire Department.

Kyle Hudgins said he and his friend, 29-year-old Dylan Marks of Santa Monica, were fishing for yellowtail about 2 miles out from the coast when they noticed the hammerhead circling their kayaks.

"We saw this fin and then it dove," Hudgins said. "We didn't see it for like five minutes and then all of a sudden he (Marks) had his foot over the side and he just got bit. And then he put his foot up on the kayak and he said, 'Oh, dude. I just got bit!'"

Hudgins called 911. Boaters and Coast Guard rescuers brought them to shore, where they got the bleeding to his ankle under control.

Marks was airlifted to Los Robles Hospital in Thousand Oaks. He was in stable condition after undergoing surgery and not expected to lose his foot, a hospital spokesman said.

Chris Lowe, director of the Cal State Long Beach Shark Lab, said hammerheads, which are known to approach fishing boats, are coming closer to the Southern California coast due to El Niño weather patterns.

"They are curious and they will come and steal fish off people's hooks," Lowe said.

Hudgins said he and Marks, who describes himself as a "catch and release shark fisherman" on his Instagram account, were not using bait that would have attracted the shark.

"The shark was just minding his business and then I guess he got hungry last second," he said.

The attack came exactly one week after a hammerhead shark circled a group of kayakers off the San Diego coast, forcing the closure of a stretch of beaches. That same day about 300 miles north, a surfer escaped injury after a great white shark bit her board off the Morro Strand State Beach coast.

UCSD Medical School welcomed seven students from its new post baccalaureate program Friday.

According to UC San Diego, over half of medical school applicants are denied admission to any school each year. Because of this the school has started the UC San Diego Post Baccalaureate Premedical Program to help students gain access to medical school.

The year-long program, which began three years ago, is overseen and run by the UC San Diego Extension.

32 students out of a pool of 220 applicants are participating in this year's program, which began in June and offers advanced science classes, test preparation, application assistance and one-on-one mentoring.

It focuses on students in socioeconomically disadvantaged areas and those interested in working in underserved communities.

“The practice of medicine is now a team sport,” Dr. Carolyn Kelly, associate dean for admissions and student affairs at the UC San Diego School of Medicine said. “This program emphasizes that message and teaches the students how to work together.”

Applicants need a minimum 2.8 science GPA as well as community involvement and science research experience is preferable.

“I was also able to build strong relationships with the students and faculty at the UC San Diego School of Medicine, which has given me a sense of comfort and feelings of "coming home" now that I will officially be attending the medical school as a student,” Sarah Walter, one of the incoming UC San Diego medical students from the program said. “This program was an essential piece to my growth as a student and in my capacity to persevere should any challenges in medical school arise.”

Graduates from the 2013 – 2014 classes have also been accepted to UCLA, UC Riverside, Michigan State and Stony Brook in New York.

140 colleges across the country offer similar post baccalaureate programs.

Pedestrian Killed 1 Block From DUI Checkpoint

A pedestrian was struck and killed by a suspected drunk driver overnight just one block away from a DUI checkpoint – so close, deputies working the checkpoint heard the crash.

Driver Jonathan Rojas, 24, was arrested on DUI charges and gross vehicular manslaughter after the collision on Palm Avenue, between Emory Street and 10th Avenue, in Imperial Beach around 12:40 a.m. Saturday.

The San Diego County Sheriff’s Department said witnesses reported the pedestrian was in the process of crossing the six-lane roadway when he was struck by Rojas’ car, which was travelling westbound on Palm Avenue.

A block-and-a-half away, deputies were working a DUI checkpoint. The sheriff’s department said those deputies actually heard the screeches of the collision and rushed to the scene immediately.

Though deputies attempted aggressive lifesaving efforts on the pedestrian, the victim died at the scene. The pedestrian’s name has not yet been released by officials, pending family notifications.

Rojas was taken into custody and booked into San Diego Central Jail. He’s scheduled to appear in court Thursday.

The San Diego County Sheriff’s Department said the DUI checkpoint in Imperial Beach, which was stationed near The Salty Frog bar in the 900 block of Palm Avenue, screened 1,039 vehicles between 8 p.m. Friday and 2:45 a.m. Saturday.

Of those drivers, 866 were stopped and 34 were sent to a secondary screening. The checkpoint yielded one arrest for driving under the influence of alcohol and another for driving under the influence of drugs, deputies said.

This deadly accident is the latest in a long line of deadly DUI-related crashes in San Diego this summer.

The San Diego District Attorney's Office says there has been a notable spike in fatal DUI collisions across the county. The DA has dubbed the tragedies the "summer of shame" in San Diego.

Democratic presidential candidate Bernie Sanders chuckled on Saturday at Hillary Clinton's suggestion that she will be the candidate to do more "than just give a speech for [voters], not just sort of appeal to their emotions."

"I think they're getting nervous," Sanders said after addressing AFSCME union members at an event in Altoon, Iowa, according to NBC News.

"I think the secretary's people are getting very nervous about the kind of enthusiasm and energy our campaign is bringing forth," he added. "But let me be very clear, I think everybody knows this. We're not just giving big speeches. We're not just drawing huge crowds."

As Heroin Epidemic Grows, So Does Rehab Wait

As the U.S. heroin epidemic grows, so does the wait list for federally-funded rehab, NBC News reported.

In Massachusetts, substance abusers have to wait weeks to get help. In Florida, it's a month.

One Ohio woman couldn't wait. That's why she asked a judge to send her to jail so she could get clean. "There's no help out there anymore," Kayla Dempsey told NBC affiliate WFMJ. "There's a three-month waiting list for any rehab around here because of the heroin epidemic."

Nationwide, only 11 per cent of substance abusers get help from treatment centers, according to a 2012 study in American Journal of Drug and Alcohol Abuse.

Participants Climb 110 Stairs for Fallen 9/11 Responders

San Diego firefighters, military personnel and civilians climbed 110 stairs on Saturday to pay special tribute to first responders killed in the Sept. 11 attacks.

"It's surreal,” said Shaun Fick, a firefighter with the Miramar Fire Department, as he headed to climb the stairs. “It's a great feeling being able to do this for those that gave the ultimate sacrifice."

The annual 9/11 Memorial Stair Climb took place at the Bayfront Hilton on Park Boulevard to raise funds for Firefighter Aid, a local non-profit that raises money for firefighters and their families in times of crisis. This year, their goal was to raise $100,000.

Each climber mounted the stairs with the name of a fallen hero and symbolically completed the journey those heroes were unable to complete. Several climbers chose to make the journey wearing firefighter uniforms and gear to honor the fallen.

Before their journey, participants rang a memorial bell and walked by an actual piece of steel from the twin towers.

The 110 stairs climbed were the same number of stairs in the twin towers.

The memorial was done in advance of Friday's 14th anniversary of the attacks.

Will Ferrell ‘Takes the Field’ at Petco Park

San Diego baseball fans are in for a comedic curveball Saturday night at Petco Park: funnyman Will Ferrell is set to take the field following the Padres vs. Dodgers game for the premiere of his latest project.

According to the Padres communications office, the actor will host a special screening of his new HBO comedy special, “Ferrell Takes the Field,” at the ballpark in downtown San Diego.

Fans in the stands will be able to watch the premiere of the documentary immediately following the MLB game as part of “Baseball Night in San Diego.” The Padres vs. Dodgers match-up begins at 5:40 p.m.

Ferrell will be on-hand to introduce the screening, likely with some jokes and jabs on deck.

Petco Park seems like a fitting place for the premiere of the baseball documentary, as fans will recall Ferrell made his rounds as a member of the Padres while filming the HBO special in March.

After that filming session, the San Diego Padres posted a video clip that showed Ferrell joking with then-manager Bud Black about his chances of making the team.

"How many other 47-year-olds do you have on your roster?" Ferrell asked Black.
“At least four or five,” he quickly added, garnering a laugh from Black.

“Ferrell Takes the Field” – from Funny or Die, in partnership with Major League Baseball – chronicles Ferrell’s one-of-a-kind spring training blitz on March 12, 2015, when he took the field playing nine different positions for 10 different MLB teams, including the Padres.

The documentary debuts on HBO Sept. 12 at 10 p.m. PT.

Ferrell, who’s the executive producer of the project, is dedicating the documentary to the fight against cancer via the charity, Cancer for College.

Ferrell is also using the project to honor the historical feat of MLB legend and Kansas City/Oakland Athletics alum, Bert “Campy” Campaneris. In September 1965, the young, popular player became the first to play every position in one MLB game.

Clinton Launches 'Women for Hillary' in N.H.

Democratic Sen. Jeanne Shaheen officially endorsed her "friend" Hillary Clinton for president Saturday at a “Women for Hillary" event in Portsmouth, New Hampshire.

Shaheen, a former three-term governor who remains popular in the state after winning a second senate term in November 2014, emphasized how much she trusts Clinton and touted her "tough as they come" strength.

“Hillary doesn’t look for a fight but neither does she shrink from one if the cause is right,” Shaheen said. “I’m a woman for Hillary. She is tested. She is our champion and she is our friend.”

The Democratic front-runner discussed the challenges that women worldwide still face to mark the 20th anniversary of her speech in Beijing, China, where she declared "human rights are women's rights and women's rights are human rights once and for all."

"I'm a proud, lifelong fighter for women's issues because I firmly belive what's good for women is good for America," Clinton said.

Clinton also took a jab at Republicans in Congress and on the presidential campaign trail, calling their stance on women’s issues “outdated and out of touch.” Terminating federal funding for Planned Parenthood has become a key part of many GOP candidates’ presidential message after the release of several sting videos allegedly showing Planned Parenthood officials discussing the sale of aborted fetal tissue.

Planned Parenthood, meanwhile, provides thousands of women access to affordable, non-abortion services such as reproductive health, cancer screening, and maternal and child health services.

"She will never back down on women’s reproductive rights, and will never defund planned parenthood," Shaheen said earlier to loud cheers.

Clinton called out Trump for repeatedly insulting women and shot back at his recent defense of his attitude towards them, in which the Republican frontrunner said he "cherishes" women.

"If it's all the same to you, Mr. Trump, I'd rather you stop cherishing women and started respecting women," Clinton said.

The event marks the launch of a new initiative by the former secretary of state in an effort to enlist the support of more female voters. Both women wore pink jackets, calling it "pink power." The "Women for Hillary" campaign will roll-out over the next two weeks.

Clinton, who was once dominant in New Hampshire, is ramping up operations in the Granite State after recent polls showed a shrinking, if not dissapearing, lead. Challenger Bernie Sanders, who made significant gains over the summer, overtook Clinton by seven percentage points in the early voting state, according to the latest Franklin Pierce University/Boston Herald poll.

Chargers Trim Roster To 53

The Chargers made their final (for now, at least) roster cuts of the 2015 exhibition season. To get to their 53-man limit, the following players were let go:

Waived:

  • LB Chi Chi Ariguzo (injured)
  • CB Richard Crawford
  • CB Greg Ducre
  • WR Javontee Herndon
  • G Michael Huey
  • S Johnny Lowdermilk
  • CB Jordan Mabin
  • LB Ryan Mueller
  • TE Brian Parker
  • S Adrian Phillips
  • CB Lowell Rose
  • RB Dreamius Smith
  • QB Brad Sorensen
  • DT Damien Square
  • LB Colton Underwood (injured)
  • G Kenny Wiggins
  •

Released:

  • K Nick Novak
  • WR Austin Pettis
  • TE John Phillips
  •

Traded:

  • G Jeremiah Sirles (to Minnesota for sixth-round selection in 2016 draft)

A couple of surprises are on the list, most notably the release of kicker Nick Novak. The veteran and San Diego native has been one of the most accurate kickers in franchise history the last couple of years. He's being replaced by undrafted rookie Josh Lambo, who is long on leg strength and potential but short on experience.

The Bolts kept four running backs, as expected, one of them neon Donald Brown, who has underperformed in his year-plus with the Bolts. He does provide a solid locker room presence.

Another surprise is the trade of offensive lineman Jeremiah Sirles. An undrafted rookie from Nebraska a year ago, where he played tackle, Sirles has learned the guard position and is getting to know how to play center.

Blocking tight end John Phillips is also gone. Kyle Miller, a 2nd-year pro from Mount Union, earned a spot as a tight end.

The Chargers will now look at adding players from other teams around the NFL and try to sign 10 players to their practice squad.

Motorcyclist Killed After Slamming Into Guardrail

A 25-year-old San Diego resident was killed early Saturday morning when he lost control of his motorcycle and plowed into a guardrail as he transitioned from one freeway to another.

California Highway Patrol Sgt. Adrian Horta said the deadly crash happened around 1 a.m. on the transition ramp from southbound State Route 163 to southbound Interstate 5.

Horta said the motorcyclist – now identified by the San Diego County Medical Examiner’s Office as Joshua Alan Rios – was travelling at a high speed as he merged.

He struck a guardrail and was thrown from his motorcycle. Horta said the victim, lifeless in the middle of the freeway, was then run over my multiple cars.

“In cases like this, it’s dark, it’s in the roadway. People aren’t expecting a body to be in the roadway, so the people who ran [the victim] over probably don’t know what it is that they ran over,” Horta explained.

The sergeant said Rios’ motorcycle came to a halt about 400 feet away from his body, indicating high speeds. A passerby saw the motorcycle wrecked on the roadway and called 911 to report the accident.

The cause of the crash is under investigation, but Horta said DUI is not suspected at this time.

No other injuries were reported. The area was blocked off to traffic for several hours following the crash.

Colin Powell: Iran Agreement a 'Pretty Good Deal'

Former Secretary of State Colin Powell expressed support for the nuclear agreement with Iran on Sunday, calling the various planks Iranian leaders accepted "remarkable" and dismissing critics' concerns over its implementation.

"It's a pretty good deal," he said on NBC's "Meet the Press."

Responding to concerns from critics that the deal will expedite Iran's pursuit of a nuclear weapon, Powell said Iranian leaders have already been on a “superhighway, for the last 10 years, to create a nuclear weapon or a nuclear weapons program, with no speed limit."

"These are remarkable changes, and so we have stopped this highway race that they were going down — and I think that's very, very important," Powell said.

Powell added that the reduction in centrifuges, Iran's uranium stockpile and their agreement to shut down their plutonium reactor were all "remarkable."

Israel won't accept refugees from Syria, Prime Minister Benjamin Netanyahu said Sunday as the government began building a security fence along the Syrian border.

"Israel is not indifferent to the human tragedy of the refugees from Syria and Africa," Netanyahu said at the beginning of his Cabinet meeting, according to the prime minister's office.

But, he added, that Israel is a very small country "that lacks demographic and geographic" depth.

"Therefore, we must control our borders, against both illegal migrants and terrorism," he said
